Twenty years after apartheid was formally abolished, black handicraft exporters in Cape Town still innovate significantly less than their white counterparts. This study explains these differences based on the segmentation of business and innovation systems, a novel approach that aims to contribute to a deeper understanding of path dependency in South Africa. The study concludes that the business system is segmented between formal and informal firms and that such segmentation is correlated with race. Despite path dependency, a group of black entrepreneurs has managed to breach the barriers, owing to the ongoing support of an intermediate organisation, intense networking and risk-taking. 相似文献

Recent attention to the phenomenon of ‘beds in sheds’—outbuildings used illegally for residential accommodation—suggests that shelter informality is increasing in the UK. Reflecting concerns about its apparent proliferation, the issue has been increasingly prominent on government and media agendas, framed in terms of illegal immigration and rogue landlordism, with policy announcements accompanied by high‐profile police and border agency raids. While little firm evidence exists on the scale, nature and causes of this type of informal shelter provision, this paper takes as its starting point the discursive construction of informality in the specific context of the UK, exploring the role of key agentic and structural factors therein. It suggests that an emphasis on agency in government and media accounts may risk obscuring the structural factors (including state policies) involved in the production of informality, as well as the interaction between agency and structure. The case of shed housing demonstrates how informality is produced by a complex interplay of structural and agentic factors characteristic of many global Northern cities, captured by the notion of ‘informality as practice’ which derives from debates focusing on Southern cities. At the same time, it shows how discourses around informality may be mobilized in the service of specifically context‐driven ideological agendas, in this case relating to immigration and welfare. 相似文献

This article highlights how the governance of the water sector affects the strategies and tactics urban residents use to gain improved access to water for household consumption in cities with limited networked infrastructure. A framework of exit, voice and loyalty (EVL) is used to characterize the actions household decision makers take in neighborhoods across metropolitan areas. In Nigeria, Lagos and Benin City are rapidly growing metropolitan regions with urban water markets competing with a state‐run utility. Scholars have documented informality and hybridity between state and non‐state actors, but there is less understanding of variables associated with citizen behavior in urban water markets across different types of households and communities. This article places Nigeria in the context of African mobilization around water provision, using interviews, observation and findings from fieldwork, household interviews and surveys undertaken between 2008 and 2015 to show how access to water is shaped by the interplay between state and non‐state sources of water. This access is filtered through differently regulated service providers and the perceived authority of each actor involved in water delivery, which can lead to what I call structural silence. Findings show the need for a grounded understanding of factors influencing voice and participation in local governance. 相似文献

Labour informality is one of the most serious challenges facing a developing economy like India with large-scale poverty and decent work deficits. This study has inspected possible heterogeneity within informal employment among the non-cultivator workers. Multinomial Logit was applied to find out the determinants of participation in different components of informal employment. Significant heterogeneity within the informal employment on poverty, age, gender, socio-religious communities, educational attainment and industrial classification was observed. There is coexistence of voluntary and involuntary informal employment. Given the diversity of employment, one-size-fits-all policy design may adversely affect sustainable and inclusive growth in India. 相似文献

Labour market conditions improved during the 2000s in Latin America, a process that included a reduction in the magnitude of informal employment. A decline of wage inequality was another feature of this period. Both dynamics were particularly intense in Argentina. The purpose of this study is to evaluate the role played by the process of formalization of the labour market that occurred in Argentina during that period on the reduction of income inequality, while additionally taking into account other factors that might have also contributed to such dynamics of income inequality. The method employed is a decomposition proposed by Firpo, Fortin and Lemieux, which allows extending the Oaxaca-Blinder approach to decompose some distributive statistics of income between a ‘composition effect’ and a ‘returns effect’. The study concludes that the process of increasing labour market formalization had an equalizing effect over the period, a finding that had not been emphasized in previous studies. 相似文献

In response to debates on emergent and rogue forms of urbanism that are reshaping the African city, this article examines the night-time leisure economy as one particular social context in which the tensions and opposition between regulation/deregulation and informality play out. This article shows how ideas that centre on Northern entertainment spaces and drinking venues (bound with policy initiatives to reposition the city) have come to inform policy initiatives to regulate working-class public spaces in South African cities with the objective of controlling unruliness. Through a case study of informal and illegal drinking venues in Sweet Home Farm, a slum settlement in Cape Town, we provide an insight into the ways in which people seek to reclaim social space and impose their own vision of the creative city. The article demonstrates that while illegal drinking venues can be imagined as ‘unruly, unpredictable, surprising [and] confounding’, they are characterized by a responsive agility to the social, cultural and physical environment. We argue that the capacity and tenacity of informal drinking venues to adapt to regulatory pressures present a range of possibilities for reimaging the night-time leisure economy in ways that are inclusive of the poor and conducive to negotiation. 相似文献

This study examines employment relations in small- and medium-sized enterprises (SMEs) in Ghana. This is done through in-depth case studies of three private firms in the service sector. A review of the extant literature on SMEs revealed a dearth of knowledge on employment relations in SMEs in Africa. Previous research into SMEs in developing countries – and Africa in particular – has focused on economic policy initiatives, problems in raising capital and obstacles to the development of SMEs. In an attempt to fill the gap in the literature, this study uses recruitment, selection and retention, remuneration, discipline and welfare practices to explore the nature of employment relations, the factors that influence and shape them, and the extent of informality involved. The findings cast doubt on the stereotype: small implies/equals informal employment relations in SMEs in Ghana. The study also identifies the factors that influence employment relations and, in addition, reveals that under competitive pressures, SMEs have developed employment relations systems that enable them to have a competitive advantage in their product market/service delivery. 相似文献

Residents of informal settlements worldwide face challenges defending their land tenure. In contexts with overlapping systems of governance these challenges are even more complex and claims to land tenure more precarious. How do heterogeneous systems of governance, a characteristic of some global South megacities, affect evictions? This article presents an in-depth case study of the informal Otodo Gbame waterfront settlement's struggle to defend its customary land tenure through multiple authorities in Lagos, Nigeria. The analysis reveals how a heterogeneous system of governance disempowers citizens by obscuring the locus of power and creating confusion when communities make claims on the state. Communities find themselves claiming rights to the city that receive varying degrees of recognition from the many authorities within the heterogeneous system. In Lagos, the state weaponizes this heterogeneous system in pursuit of modern development and urban growth. 相似文献

Research on informal housing tends to focus overwhelmingly on less developed countries, downplaying or ignoring entirely the presence of informality in United States housing markets. In actuality, a longstanding and widespread tradition of informal housing exists in the United States but is typically disregarded by scholars. In this article we draw on three definitions of informality—as non‐compliant, non‐enforced, or deregulated economic activity—to characterize examples of informality in US housing markets, focusing in particular on five institutions that govern housing market activity in this country: property rights law, property transfer law, land‐use and zoning, subdivision regulations, and building codes. The cases presented here challenge the notion that informality is absent from US housing markets and highlight the unique nature of informal housing, US style—namely, that informal housing in the US is geographically uneven, largely hidden and typically interwoven within formal markets. We conclude with a discussion of how research on informal housing in the US can inform research in the global South. 相似文献

This article examines the spatial practices and forms of institutionalization in the water and water sanitation sector in Jakarta, capital of Indonesia, and especially in Kampung Kojan in the Kalideres subdistrict of Jakarta. To this end, it develops a three‐layered analytical framework viewing the city as a multi‐scalar socio‐ecological system in which different forms of human–water relations and their institutionalization are found. Particular attention is given to informality in this system and how it interacts with ‘regular’ state and corporate market sector practices. Within these interactive dynamics, informality is not only understood as a survival strategy but also as a creative practice connecting various social‐ecological opportunities, traditional and contemporary technologies and modes of institutionalization to each other. Ongoing institutionalization processes in the formal and informal economy, as well as between them, are analysed. Opportunities to integrate and regularize the diverse water sanitation services into community‐led closed water–wastewater cycles capable of ensuring public health and sustaining a bio‐hydrological balance at the local level are explored. 相似文献
