发达国家科技政策导向及其启示

当今世界,科技政策已成为许多国家尤其是美、日、欧等发达国家全力打造科技强国的基本的公共政策。文章从国家战略引导产业发展、国家政策促进产业发展、全力追求知识与技术创新、注重培养和吸纳优秀人才等4个方面对此进行了探析。     

Progressive stress accelerated life tests under finite mixture models

In this paper, progressive stress accelerated life tests are considered when the lifetime of a product under use condition follows a finite mixture of distributions. The experiment is performed when each of the components in the mixture follows a general class of distributions which includes, among others, the Weibull, compound Weibull, power function, Gompertz and compound Gompertz distributions. It is assumed that the scale parameter of each component satisfies the inverse power low, the progressive stress is directly proportional to time and the cumulative exposure model for the effect of changing stress holds. Based on type-I censoring, the maximum likelihood estimates (MLEs) of the parameters under consideration are obtained. A special attention is paid to a mixture of two Rayleigh components. Simulation results are carried out to study the precision of the MLEs and to obtain confidence intervals for the parameters involved.     

The generalized Stackelberg equilibrium of the all-pay auction with complete information

We characterize the equilibrium of the all-pay auction with general convex cost of effort and sequential effort choices. We consider a set of n players who are arbitrarily partitioned into a group of players who choose their efforts ‘early’ and a group of players who choose ‘late’. Only the player with the lowest cost of effort has a positive payoff in any equilibrium. This payoff depends on his own timing vis-a-vis the timing of others. We also show that the choice of timing can be endogenized, in which case the strongest player typically chooses ‘late’, whereas all other players are indifferent with respect to their choice of timing. In the most prominent equilibrium the player with the lowest cost of effort wins the auction at zero aggregate cost. We thank Dan Kovenock and Luis C. Corchón for discussion and helpful comments. 林业企业信息化面临的问题及对策

面对信息化时代的到来,企业信息化成为企业生存和发展的关键,文章从目前我国林业企业的现状出发,分析了林业企业信息化中存在的主要问题,并提出了相应的对策。     

信息技术在工程建设领域中应用的发展趋势--信息孤岛与信息集成

详细分析了国际上信息技术在工程建设领域中应用的发展趋势，主要包括三个方面的内容：首先是介绍信息技术在工程建设领域中应用的信息孤岛现象，然后引进并阐述总体项目系统的概念，最后则描述了基于信息模型的集成和基于Internet的集成等两种解决思路。     

基于Internet/Intranet的供应链管理信息系统研究

分析了供应链和供应链管理的基础,并针对一个MIS的模块结构实例,给出基于Internet/Intranet的供应链管理信息系统的一个例子。     

Unlocking the potential of advanced manufacturing technologies

This research examines whether investments in advanced manufacturing technologies (AMTs) such as flexible manufacturing systems (FMS), computer aided design (CAD), computer aided manufacturing (CAM), robotics, etc., are more likely to lead to improved performance if they are supported by improvements in the manufacturing infrastructure of the company. This question is evaluated using data gathered from 202 manufacturing plants chosen from industries generally considered to have relatively high investments in technology.Multiple item scales are developed and adapted from sources in the literature to measure investments in technology, infrastructure, and the performance of the plant. Evidence supporting the reliability and validity of these scales is provided. Hierarchical regression is used to analyze the relationship between technology, infrastructure, and performance. The results suggest that there is an important interaction between the adoption of advanced manufacturing technologies and investments in infrastructure. Firms that invest in both AMTs and infrastructure perform better than firms which only invest in one or the other. Separate analyses on sub-samples of firms with the highest and lowest investments in AMTs show that infrastructural investments have a stronger relationship with performance in the high investment group. Thus, the data indicate that infrastructural investments provide a key to unlocking the potential of advanced manufacturing technologies.     

Nash-equilibria in a heterogeneous oligopoly with fuzzy information

We consider a model of an oligopolistic market with heterogeneous firms and products where neither the cost nor the demand functions are common knowledge. Instead, each firm only has some vague ideas about the price strategies adopted by its competitors which is modelled by a fuzzy set. In analogy to the notion of an "equilibrium of actions and beliefs" we define and characterize a generalized Nash-equilibrium and show its existence under general conditions. Furthermore, the impact of the fuzzy information on the equilibrium outcome is analyzed by means of a comparative static analysis within a particular model framework.Received: 28 May 2002, Accepted: 25 December 2002, JEL Classification: D43, D80, L13We wish to thank Bernhard F. 首先论述了沿江八市（南京、苏州、无锡、常州、镇江、南通、扬州、泰州），实行联合配送的必要性，其次分析了沿江八市实行联合配送的优势条件，探讨了沿江八市实行联合配送的难点之所在及解决办法，最后着重就沿江八市实行联合配送的神经中枢——联合配送信息平台的构建，提出了一些看法和建议。
