对重大环境污染事故罪的探讨

20世纪70年代以来，我国环保工作由于政府的重视而逐渐进入了法制的轨道，大量关于环境保护的法律法规相继出台；但目前仍存在大量的环境污染和环境破坏问题，这给社会经济发展和人民生命财产造成了严重危害。为了适应惩治环境犯罪的需要．重大环境污染事故罪作为新增罪名被写入97刑法中。目前法学界对该罪仍存争议，从犯罪构成要件入手对本罪主、客观要件作一些探讨具有现实意义。     

新一代航天测量船导航系统信息融合技术

分析了我国航天测量船导航系统的优缺点，提出了一种基于分散化滤波理论的联邦卡尔曼滤波体系结构（FKF），并研究了其最优融合估计算法和实时性。仿真结果表明，它可以有效地提高组合导航系统的精度和容错性能。最终的设计方案已成功应用于一种航天测量船组合导航系统中。

文章研究了原长沙铬盐厂42万t铬渣治理的要点,论述这类项目环评中工程分析的重点在于铬渣处置工艺可行性分析、污染物种类以及污染防治措施等特点,对42万t铬渣治理项目环境影响评价工作有一定的借鉴作用。     

论我国金融监管机构自体问责制度的完善

金融监管机构的自体问责是问责制度的重要组成部分,与外部的异体问责成互补关系。金融监管机构的自体问责若采用最高监管权力层内部各部门间互为问责的形式,可以克服“问责人与责任人合为一体”的缺陷,而这必须以良好的内部治理结构为基础。本文分析了十多个国家的金融监管机构的治理结构与自体问责制度,并据此对我国金融监管机构自体问责的完善提出建议。

Voluntary Contributions with Uncertainty: The Environmental Quality

This article presents a model in which production causes pollution that diminishes the welfare of its agents. Each agent is concerned with the quality of its environment and may voluntary contribute to improve it by financing depollution technology. The effectiveness of this technology on the quality of the environment is uncertain. We show that if an agent is sufficiently risk averse, voluntary contribution is a decreasing function of the average efficiency of depollution technology. If, on the contrary, the pollution effect is weaker than the substitution effect, the opposite holds. We show that precaution about environmental quality has two possible consequences that depend on agents' risk aversion. Therefore, the implications of a precautionary attitude lead us to consider the agents' risk-aversion characterization, which implies knowledge about prudent attitude.     

论淡马锡模式对国有投资公司的借鉴

淡马锡公司是世界上最著名的国有控股公司之一，它先进的管理理念和治理模式成为许多国家争相效仿的对象。目前，我国国有投资公司还没有明确的定位，法人治理结构也存在较多的问题，因此，借鉴淡马锡成功的治理模式，对于国有投资公司的经营来说意义是非常重大的。     

人口流动对农户环境治理支付意愿的影响——基于双栏模型

农村环境治理关乎乡村振兴的成效，农户的参与与否及其参与程度直接影响着农村环境治理的成效。基于农村人口流动的现状，对福建、安徽、陕西三省的529位农户进行了调查，采用双栏模型检验家庭人口流动对农户环境治理支付意愿及其支付额度的影响程度。结果表明，人口流动对农户环境治理支付意愿有显著的负向作用，而对农户环境治理支付额度有显著的正向作用。此外，不同省份区域人口流动对环境治理支付意愿的影响机制不同。     

Corporate Raiders,Performance and Governance in Europe

I analyse 136 block purchases made by corporate raiders in Europe between 1990 and 2001. Contrary to the hypothesis that these investors expropriate the target companies, there is a positive market reaction to the first public announcement of these purchases. In the long‐run, raiders earn an abnormal profit when they sell their stakes. When they still held their positions at the end of the sample period, abnormal returns were insignificant. Raiders' activities do not improve operating performance. The findings are consistent with superior stock picking ability among these investors, but do not support the hypothesis that raiders are governance champions.
