浅谈工程投标保证金现状

本文介绍了现有投标保证金的相关规定,总结了投标保证金在实际招投标活动中起到的作用和存在的弊病,并提出了三点建议。

变电站投用前两端的联调对于调度自动化主站系统的稳定运行非常重要。文章基于联调的目的与要求,分别从遥测功能联调、中央信号的联调、遥控功能联调、遥信功能联调四方面探讨相应的技术要求。     

自然垄断产业规制改革过程中的风险研究

我国在社会主义市场经济体制建立过程中,逐步开始了以引入竞争、提高效率为目标的自然垄断产业规制改革.但是,在规制改革过程中,要面临许多不确定的风险.国内外对自然垄断产业的规制经验、教训表明,能否有效地控制规制过程中引发的风险在很大程度上决定了规制改革的绩效,甚至影响到对规制改革本身的评价.引发规制风险的因素很多,但总的来看,主要集中在规制本身、市场、政府规制行为不规范这三个方面.分析了上述三方面所引发的规制风险产生的原因,并根据我国目前自然垄断产业规制现状提出了若干建议,以化解规制改革中面临的风险.     

Risk and Capital Structure in the Regulated Firm

This paper studies the role of capital structure in a regulated firm. We show that it affects the prices set by the regulator, the expected price being lower the higher the proportion of debt finance. However, when debt is increased beyond a certain level, the benefit of lower expected prices is offset by their increased variability. We also study the socially preferred capital structure. This is such that consumers carry some risk, in the form of higher prices in adverse economic conditions.     

机械臂逆运动控制模型与方法

据机械臂关节轴线方向建立了连杆坐标系,采用Denavit-Hartenberg(D-H)法求出各关节之间的坐标系变换矩阵,利用机械臂关节间的联体关系建立了机械臂正运动学模型,通过反向求解正运动模型得到机械臂逆运动学模型。为了解决逆运动控制问题,利用种群平均信息,提出了改进的多种群差分演化算法。最后数值试验表明新算法可以有效求解机械臂逆运动学模型。     

Quality and Welfare in a Mixed Duopoly with Regulated Prices: The Case of a Public and a Private Hospital

Abstract. Hospital markets are often characterized by price regulation and the existence of different ownership types. Using a Hotelling framework, this paper analyses the effect of heterogeneous objectives of hospitals on quality differentiation, profits and overall welfare in a price‐regulated duopoly with exogenous symmetric locations. In contrast to other studies on mixed duopolies, this paper shows that, in this framework, privatization of the public hospital may increase overall welfare. This holds if the public hospital is similar to the private hospital or less efficient and competition is low. The main driving force is the single‐regulated price which induces under‐provision (over‐provision) of quality of the more (less) efficient hospital compared with the first best. However, if the public hospital is sufficiently more efficient and competition is fierce, a mixed duopoly outperforms both a private and a public duopoly due to an equilibrium price below (above) the price of the private (public) duopoly. This medium price discourages over‐provision of quality of the less efficient hospital and – together with the non‐profit objective – encourages an increase in quality of the more efficient public hospital.     

中外合资企业管理中的文化整合分析

合资企业不仅是中国利用外国资金的基本形式,也是中国引进先进技术和设备,学习国外先进管理经验的重要渠道.但是,必须看到由于合作双方来自不同的国家和地区,其社会政治法律制度不同,文化背景不同,由此而形成的经营理念、管理决策思维、企业行为方式等也有着很大的差异,因此在合作过程中出现管理冲突是不可避免的.正确认识中外双方的文化差异,努力促进不同文化的融合,消除管理冲突,对促进合资企业的发展有着极为重要的意义.     

经济利润及折现现金流在企业价值评估中的应用研究

几个世纪以来,经济学家一直在试图说明,只有经济利润才能够真正反映企业的价值创造能力,而会计利润则或多或少地扭曲了企业所创造的价值,因此必须进行会计调整才能使会计利润与经济利润一致。经济利润在企业价值评估中起着非常重要的作用,本文从折现现金流的方法入手,推导出企业价值和经济利润之间所存在的必然联系。     

Employment Decisions in Self-Directed Work Teams: A Regulatory Compliance Perspective

Organizations are increasingly relying on self-directed work teams (SDWTs) to accomplish organizational tasks. The introduction of SDWTs into the workplace poses a number of managerial challenges. This paper will focus on one such challenge, the continuing need to comply with labor and equal employment regulations. We discuss several factors that potentially affect the legal compliance process. These include: (1) the impact of an increasingly diverse workforce on individual behavior and team processes, and (2) the role of procedural justice perceptions in effective HR compliance management. We conclude with some practical solutions to the challenge of managing compliance in SDWT settings.     

试析我国资产证券化的发展及建议

我国资产证券化始于20世纪90年代,虽然我国监管部门一直在积极推进资产证券化的试点工作,并不断推广试点范围,但实际上,资产证券化一直面临着一种尴尬。导致这一局面的主要原因是政策制度与市场需求未能很好地结合起来。因此,建立科学完善的资产证券化法律体系、协调对资产证券化的监管、加强对机构投资者的培养、明确受托人职责及提高准入门槛等,不失为我国资产证券化发展的有效措施。
