Perspectives on evaluation in financial education: Landscape,issues, and studies

This review discusses the heterogeneity in the effectiveness of financial education programs that occurs because of the unique conditions for programs and methods to evaluate them. The authors define six groups served by financial education: children, youth, college students and young adults, working adults, military personnel, and low-income consumers. They then discuss research and evaluation literature for each group with a critical eye on program purpose, content, and evaluation. They also present findings affecting multiple groups on four issues: student loans, homeownership, retirement planning, and financial advising. The accumulated evidence on the effectiveness of financial education is positive, although the results are nuanced and sometimes limited. The authors argue that understanding this broad landscape in studying financial education is critical for future research and evaluation.     

The Influence of Environmental Pressures, Diversification Strategy, and Union/Nonunion Setting on Employee Participation

This study tests the hypotheses that environment, diversification strategy, and union/nonunion setting affect the number and variety of employee participation programs. A survey of large U.S. manufacturing firms measured the implementation of employee participation programs. Regression results suggest that environmental pressures exert a direct effect on participation in union settings. However, in nonunion settings, environment and diversification strategy both correlated directly with participation. These results suggest that unions could potentially affect participation program implementation.     

Epistemological foundations for the assessment of risks in banking and finance

This article presents the epistemological and conceptual foundations on which current attempts to model crises and assess financial risks are based. It draws a distinction between two research programs, in Lakatos' sense: on the one hand, crises understood as structural events within a cycle; on the other hand, crises seen as statistical tail events. The methodological, theoretical and practical consequences of such a dichotomy are exposed. A crucial difference lies in the assumptions about change in the causal processes generating economic outcomes, especially asset returns. Furthermore, this article insists on providing conceptual definitions of key terms that have distinct meanings within the two research programs.

该文认为,作为二战后资本主义国家中经济发展最快的国家,日本经济得以快速发展的重要原因在于其宏观经济管理的成功,而日本政府合理的机构设置,健全的人事制度,得力的咨询组织和完善的协调机制则从体制上为其宏观经济管理的成功提供了重要保证。     

宏观审慎政策、经济周期与银行风险承担*

本文基于中国227家商业银行2005－2016年非平衡面板数据,实证检验中国宏观审慎政策实施对于银行风险承担的影响。结果表明：宏观审慎政策增强会在一定程度上抑制银行风险承担,而且这种显著的负向关系并不随着银行风险代理变量、经营辐射范围以及是否有外资入股等条件的改变而发生变化。经济周期会对宏观审慎政策的有效性产生非对称性影响,即相比在经济上行时期,在经济下行时期的宏观审慎政策对银行风险承担的抑制作用更强且更为显著。就可能的影响机制而言,本文发现宏观审慎政策通过提高银行盈利能力,从而降低银行风险承担。

土地供给市场化后的出让总收入及预测模型设计

国有土地出让招拍挂制度的实施开启了我国土地供给的市场化,更公平、透明地揭示了土地的市场价值,同时为地方政府带来了一定的城市发展建设资金。然而,现行财税制度却加剧了地方财政对土地出让收入的依赖,由此滋生的种种问题导致土地出让收入成为舆论焦点。本文采用格兰杰因果分析、脉冲检验、自回归滞后分布模型等方法,通过实证研究寻找宏观经济变量与土地出让总收入的相互影响及数量关系,并据此推导建立土地出让收入模型,预测土地出让收入的数量及变化趋势,为各界真正了解土地财政以及政府把握土地供给与经济发展之间的关系提供一个理论途径。
