论道德效力及其表征

道德效力不仅仅是道德规范的影响力,而是道德价值体系整体的效力,是道德价值体系本身所具有的能实现一定社会目标、达到某种社会效果的力量。它不仅是一个量的概念,因受各种因素的影响而在程度上有所不同,而且在性质上也有善与恶的区分。相对于法律效力,道德效力有其独有的特性。其外在表征主要体现在求善的执着、个体的自律和他律、社会秩序的良好三个方面。     

信息不对称对保险业的影响及治理措施

保险市场是一个典型的信息不对称市场,保险市场的不对称信息主要包括逆向选择和道德风险。保险市场信息不对称将导致保险市场资源配置的低效率,因此要加强保险市场信息披露,完善和发展保险技术,整顿市场秩序,以促进保险市场的健康发展。     

Ethical Dilemmas in Performance Measurement

In this article we discuss the ethical dilemmas facing performance evaluators and the "evaluatees" whose performances are measured in a business context. The concepts of role morality and common morality are used to develop a framework of behaviors that are normally seen as the moral responsibilities of these actors. This framework is used to analyze, based on four empirical situations, why the implementation of a performance measurement system has not been as effective as expected. It was concluded that, in these four cases, unethical behavior (i.e. deviations from the ethical behaviors identified in the framework) provided, at least to some extent, an explanation for the lower than expected effectiveness of the performance measurement procedures. At the end of the paper we present an agenda for further research through which the framework could be further developed and systematically applied to a broader set of cases.     

SMEs and public procurement policy

In this paper, we characterize an optimal procurement policy as a mechanism design problem when an allotment of the contract is available, i.e., when a government faces both SMEs and large firms for carrying out a heterogeneously divisible project. Our model allows us to analyze all procurement policies (set-asides, favoritism, non-discriminatory rules), taking into account both efficiency and distributive arguments and derive a normative framework. We show that set-asides are not generally optimal, whatever the industrial preferences of the government are, while the optimal preferential treatments of firms implies complex non-linear rules. We prove that the optimal policy can be implemented using a modified Vickrey-type auction. We also consider that the firms can reduce their cost by a non observable effort, and exhibit the specific impact of cost reduction incentives on the optimal policies.Received: 24 September 2001, JEL Classification: D44Pierre-HenriMorand : I am grateful to the anonymous referees for comments. 民族地区高职院校德育状况问卷调查分析

通过对内蒙古和新疆共8所高职院校400名学生关于"民族地区高职院校德育状况问卷调查",得出了德育课程的实施状况,学生对德育课程的要求,学校开展德育实践活动的效果以及职业道德教育状况。提出了民族地区加强高职德育师资队伍建设,提高高职德育实践教学效果,注重职业道德教育的建议。     

非对称信息下第三方物流企业道德风险模型分析

本文基于信息经济学中的委托-代理理论,构建了第三方物流企业道德风险模型,定量分析了如何通过设立约束机制使货主利益得到有效保障,得出了有利于提高物流服务质量、水平的分析结论,最后提出了应在完善激励与监督机制、提高市场信息的透明度等方面,约束第三方物流企业败德行为的建议。     

论网络文化环境中的网络道德教育

随着信息产业的发展,网络已经遍布我们生活和工作的各个领域。网络文化也正急剧地改变着人们的道德观念、价值取向以及行为模式。数字化、网络化、信息化改变了人们的生产方式、生活方式和思维方式,网络信息的确给人们带来了诸多方便。然而,网络中的不良现象却影响了网络环境建设,并干扰着正常秩序,危害着传统道德,侵蚀着人们的思想。为了确保网络环境建设的健康进行,网络道德教育势在必行。     

诚信纳税激励机制设计

完善的诚信纳税激励机制要求正激励手段与负激励手段并用。我国长期以来激励手段过于单一，且以负激励为主。在税收征纳博弈过程中，引入正激励手段尤其是精神奖励可以起到激励纳税人诚信纳税的效果。因此，我国应落实正激励措施，构建和完善相应的奖励制度。     

Asian Financial Crisis.Prologue and the Case of Thailand

We suggest that the Asian financial crisis began because of theinconsistent exchange rate system and miss-management within Thailand. We showthat prior tothe Asian financial crisis the Thai Baht against the Yen followed the theoryofpurchasing power parity but the Baht against the U.S. Dollar did not. We givebriefsummaries of the papers included in this issue.     

Compulsory Ethics Education and the Cognitive Moral Development of Salespeople: A Quasi-Experimental Assessment

This study investigated several basic research questions suggesting a positive relationship between education and cognitive moral development. More specifically, these research questions examined the relationship between government mandated ethics education and cognitive moral development by testing the efficacy of a compulsory ethics intervention. Kohlberg's (1969, 1984) Cognitive Moral Development Theory was applied to test the efficacy of compulsory ethics education on the moral development of real estate salespeople used comparative statistical measures of ethical reasoning ability.The results of this research, while somewhat counterintuitive, suggest that the value of compulsory ethics education as an intervention to improve the moral reasoning of real estate salespeople is highly questionable. However, the results of the study do provide new insights into the relationship between ethics education and cognitive moral development.
