审慎看待“幸福指数”

近两年来，在我国的媒体和各级官员的话语中，频频出现“幸福指数”或类似的表达。其实，作为舶来品的“幸福指数”，相当程度上正被众多的媒体和官员误读。“幸福指数”不可能替代GDP。为了避免“幸福指数”的运用走向异化、陷入贻笑大方的窘境，我们必须审慎看待“幸福指数”。     

Measuring abnormal daily trading volume for samples of NYSE/ASE and NASDAQ securities using parametric and nonparametric test statistics

We extend prior research on the empirical properties of daily trading volume and methods to detect abnormal trading volume in two ways. We compare the performance of a nonparametric test statistic with the parametric test statistic used in prior research and we study samples of NASDAQ securities as well as samples of NYSE/ASE securities. Prior research has focused exclusively on NYSE securities. We find the nonparametric test statistic is more powerful in detecting abnormal trading volume than the parametric test statistic in both samples of NYSE/ASE and NASDAQ securities. We also document that abnormal trading volume will be detected more often in samples of NYSE/ASE securities compared to NASDAQ securities.

文章论述了建立现代企业制度及其管理为企业统计的生存提供了空间 ,但也提出了更高的要求 ;从目前企业统计满足不了企业管理需要的现状出发 ,阐述了企业统计改革的迫切性 ;提出了企业统计改革和发展的新思路。     

国库库存纳入货币统计口径探析——基于货币政策中介目标有效性标准视角

随着我国宏观经济的快速持续增长,以及财政体制改革的深化,国库收支运行出现了新态势,突出表现为国库库存规模的不断递增,并且波动幅度不断加大,国库库存已经成为影响货币供应量的重要因素,在货币操作中需要密切关注国库资金的运行变化。首先描述了近年来我国国库库存变化的特征,然后基于货币政策中介目标有效性的可测性、可控性和相关性三个标准对现有货币统计口径和加入国库库存后的货币统计口径进行比较。从实证的结果来看,新的货币口径要优于原有的货币口径,因此将国库库存纳入货币中介目标监控体系,才能更好地反映宏观经济金融的实际情况,进一步提高货币政策的有效性。最后提出了将地方国库库存纳入货币统计口径,完善国库集中收付改革,推进地方国库现金管理三个政策建议。     

媒体宣传、知识产权保护与企业创新

本文收集了中国省级官方媒体对知识产权的宣传倾向信息和企业层面的专利数量和质量信息,经验检验了官方媒体关于知识产权保护的宣传对中国企业创新的影响研究发现:官方媒体宣传知识产权保护对企业创新具有正向激励作用,不仅促进了企业专利数量的增长,还推动了专利质量的提升;官方媒体宣传能更好地激励政府治理或经济环境相对较弱地区企业的创新,具有典型的“扶弱效应”,媒体宣传提高了弱势企业的信息获取与分析能力,使作为公共产品的政府态度和政策更好地发挥作用。本文研究表明,地方政府,尤其是欠发达地区的地方政府,应加大官方媒体对知识产权保护的宣传力度,更好发挥“软促进”政策的创新激励作用,为经济高质量发展注入新动力。     

The impact of FIFA’s official announcements on the stock market of Qatar: The case of the 2022 World Cup

This study examines the impact of the FIFA’s official announcements on Doha Stock Exchange (DSE) of Qatar with respect to the 2022 World Cup. Using the abnormal unsystematic volatility method of Hilliard and Savickas (2002), our empirical findings reveal that the DSE market is sensitive to FIFA’s announcements about the 2022 World Cup. We find that four out of six FIFA announcements act as primary drivers to the DSE market volatility. The significant reactions of the DSE market to these announcements unveil the investors’ sentiments about the fate of the governmental and private expenditures on medium- and long-term projects undertaken in anticipation of hosting the 2022 World Cup. The results have some implications to investors in this newly emerging market related to this global sporting event. Any future announcements, good or bad, are likely to impact share prices in DSE market and trigger portfolio reallocation by local and international investors, leading to increased volatility.     

Environmental–Economic Accounting: Progress and Digression in the SEEA Revisions

The 1992 Earth Summit and its message of sustainable development drove the launching of a System for integrated Environmental and Economic Accounting, the SEEA. Since then, sustainable development and the SEEA have given way to green growth and green economy indicators in the latest 2012 Summit. A lengthy revision process has now produced a curtailed “SEEA central framework.” The new framework focuses on expenditures for environmental protection and resource management, and stocks and flows of “economic” resources; both are covered by the conventional national accounts. Environmental degradation, notably from pollution, is left to “experimental” ecosystem accounts. Further revision of the SEEA should reverse this retrenchment from integrative environmental–economic accounting. A comprehensive satellite system, rather than a limited statistical standard, might put the SEEA back on the policy agenda.     

中国地方政府官员的隐性激励机制——基于职业生涯考虑模型

利用职业生涯考虑模型,分析了中国地方政府官员的激励机制。研究发现,地方政府官员在职业生涯的前期会选择努力工作,树立工作能力强的声誉;而在职业生涯的后期,地方政府官员的能力已经被上级政府了解,晋升无望的地方政府官员没有了工作的动力。领导干部终身制会产生激励不足,而官员的任期制解决了地方政府官员努力不足的问题。     

武汉高校大学生“村官”政策认知及就业意向调查研究

以武汉在校大学生为研究对象,通过问卷调查的形式,分析研究＂村官＂政策在武汉在校大学生中的认知程度和影响程度,以及武汉在校大学生在毕业选择当＂村官＂的意愿倾向,并在此基础上向政府部门提出相关的对策建议。     

论如何发挥大学生村官在乡风文明建设中的作用

新农村乡风文明的建设主体是农民,但是大学生村官制度的出现,使新农村乡风文明建设出现了新的积极因素,可以充分发挥大学生村官的作用,推进乡风文明建设。所以,肯定大学生村官的地位和角色,做好大学生村官的生活安置工作;鼓励农村籍大学生回去做村官,使人才资源得到最大发挥;重视大学生村官的作用,使大学生村官为乡风文明建设做出自己最大的贡献。
