Considerable evidence from different countries has revealed important shortcomings in most road public–private partnership (PPP) models. In this paper a new PPP model is presented that overcomes some of the problems found in PPP road contracts. ABSTRACTNowadays, information technology (IT) outsourcing companies face enduring demands to reduce cost while increasing productivity. This pressure leads many IT outsourcing companies to rely on outsourcing arrangements with IT personnel suppliers. In order to maximise efficiency, outsourcing companies have focused on fostering high-performing suppliers through improved collaboration and mutual relations. However, it is very difficult to advance to a long-term partnership using the existing outsourcing process because of insufficient collaboration between IT outsourcing companies and their suppliers. Based on collaboration perspective of supply chain management (SCM), this study identifies the critical success factors for collaborative strategic partnerships and presents an evaluation framework for assessing and managing suppliers. We have developed an organisational process model for Supplier relationship management (SRM)-based collaboration which includes some of the key constructs from the previous studies and interviews with the IT outsourcing industry people. In this study, we will identify four types of strategic suppliers and suggest approaches for improving collaborative relationship between an IT outsourcing company and its partner companies. 我国水电企业如何与众多利益相关组织合作以顺利实现项目目标是需要解决的关键问题。基于我国水电开发现状的调研,研究了伙伴关系管理模式和激励机制的应用现状和作用机理。结果显示,水电企业与不同组织的合作重要程度和工作联系紧密程度呈正相关,且合作表现与合作重要程度具有一致性;建立合作伙伴关系能够为企业提供可持续发展空间、帮助企业树立良好形象、整合产业链资源、提高决策价值和加强组织间学习等效益;激励可以成为继信任之外另一个维持伙伴关系的重要手段,即通过合理的利益分配机制,能够减少项目参与组织间的目标差异性,从而使得伙伴关系得以建立和维系。 相似文献

This paper develops an investment/pricing model for the deployment of basic broadband networks which, along with other applications, is applicable to public–private partnership projects. In particular, a new investment model is suggested to be used for finance deployment over a longer term by enabling both private and public investors to participate in the roll-out of next generation access (NGA) infrastructure. This so-called “long-term risk sharing concept” has several notable benefits compared with the traditional regulatory approach. Above all, the model enables both private operators and public authorities to share the risk of investing in NGA infrastructure. Thus the model offers a way for public authorities to achieve a timely and countrywide roll-out of NGA networks, including in areas where NGA investment would otherwise not occur. 相似文献

This article explores the policy disconnect between the pursuit of private investment return and the public desire for enhanced social value from public–private partnership (P3) investments in urban infrastructure. Investors view infrastructure finance as an opportunity for relatively safe, high-return investing. But infrastructure-financing architecture to achieve high private returns frequently clashes with financing models that sustain long-term social benefits. The full implications of relational tensions in the structuring of P3s are analyzed. Since the passage of the Science and Technology Basic Law in 1999, Taiwanese universities have taken a more “scientific-economic” approach to protect and commercialize their research. This research mainly examines innovation activities such as patenting, licensing, and incubated startups in the context of Taiwanese higher education institutions (HEIs). The “scientific-economic” framework used to analyze the strategic aspects influencing these academic innovations includes (1) intellectual property managerial capabilities, (2) the strength of external industrial partnerships, (3) the university entrepreneurial orientation, and (4) government research policy. Four hypotheses were developed. Data were collected via a questionnaire with all 122 HEIs in Taiwan surveyed.The research reveals that the aspects of intellectual property managerial capability, HEI-industry partnerships, and academic entrepreneurial orientation are useful to distinguish the university's innovation performance on patent grants, licensing incomes, and firm incubation. Also, government support on research plays a moderating role in academic innovation. Managerial and policy implications for managing innovation effectively in universities were drawn. 相似文献
