Land policy and land‐use planning policy are two types of public policy pertaining to space. In general, land‐use planning policy deals with land‐use allocation and property rights, whereas land policy defines the land regime of a society. These differences have shaped a unique discourse for each of these policy types. The purpose of this article is to examine the differences and similarities between the land discourse and the planning discourse by analyzing two public campaigns conducted in Israel against two proposed reforms: the 2009 reform of the Israel Land Administration and the 2010–12 reform of the Planning and Building Law. The findings reveal substantive differences between the two campaigns, manifested in the nature of the leading players, the types of public activities they chose, and most notably in the discourses and the hierarchy of considerations they addressed. The findings raise profound questions regarding universal trends in spatial policy reforms; their influence on the activities of public coalitions and the discourses they adopted; possible future effects of these trends on the differences between the land discourse and the planning discourse; and the impact of these trends on the ability of groups and individuals elsewhere to influence spatial policies (such as planning and land policies).  相似文献

In this article, public art is proposed as creative agency mobilized to form urban imaginaries. These alternate visions are largely facilitated by artists and art collectives using urban communities as performative grounds. These projects promote a view of art as an effective channel for ‘recentering’ — the identification of a multitude of centers that endlessly fracture and shift, very much resembling the nature of cities themselves. An alternate vision of the city through cartography informed by contrast, temporality and ephemerality is proposed alongside dominant representations of the city. Works by artists Alma Quinto, Mark Salvatus and Wire Tuazon are representative examples of such strategies. Diverse in tactics and platforms, defined by site‐specific mediations, the projects facilitated by these artists reveal the uneven conditions that beset Metro Manila and its outlying areas. Quinto's altered Urban Plan/Duyan is the result of her engagement with women in an informal settler community in San Andres Bukid, Manila, while Salvatus's web‐based Neo‐Urban Planner is an astute observation of the obsessive yet futile ordering of people and space by the state. Tuazon's Amphibian installation is a commentary on the encroachment of multinational interests in local communities. These interventions are foils to state‐ and private‐led urban development schemes. Their strength lies in their direct engagement with the sphere of public dialogue and self‐determination. These artistic practices and strategies are shaped by community interaction, revealing that meanings residing in urban forms are relentlessly negotiated by the numerous actors that inhabit the city.  相似文献

In this paper we explore the potential role of entrepreneurship in public sector organizations. At first, we present a review of the entrepreneurship theme in the political science and public management research streams, comparing these ideas with the mainstream business literature on entrepreneurship. Thereafter, we illustrate empirically how Stevenson's classical framework of entrepreneurship can be applied in a European local government context to explain the recent initiatives to compete for and utilize European Union structural funds. The empirical basis of the study is comprised of ten in-depth case studies of local government organizations, five in the UK and five in Italy. Finally, we propose five distinct types of entrepreneurial agents in the public sector: professional politician; spin-off creator; business entrepreneur in politics; career-driven public officer; and politically ambitious public officer.  相似文献

ABSTRACT

In this study, we analysed US-based public opinion data to determine the influence of particular modes of participation on citizen perceptions of public–private partnerships (PPP). Our summary finding is that information dissemination can improve community support of PPPs, but interactive engagement is more important, and likely required, for assuring citizens that projects reflect their interests – an issue vital to the long-term sustainability of PPPs. Counter to expectations, respondents indicated a preference for meetings with private partner representatives over those with their public sector counterparts; implying the value of citizen-direct relationships in holding third-party providers to account.  相似文献

The theory of public goods is largely irrelevant to their management and governance. It is highly normative but is unused in the policy area. It remains centred on highly idealized and dichotomized characteristics (non-rivalrousness and non-excludability) of public goods despite important theoretical progress in the last twenty years. It is suggested that public goods are as much social as technological constructions, but there is no explanation of how such goods come into existence. It is argued that they are often subject to evolution that changes the balance of their characteristics between being public or private goods. Present theory bears little relationship to the governmental budgetary processes assumed necessary to finance such goods, yet all management and maintenance costs, often high enough to deter such funding, are ignored. While there is recognition that the intensive use of a public good often imposes costs directly upon users, there is no corresponding recognition either that inappropriate and intensive usage can erode public goods as assets or that such usage is difficult to control. Free goods are described and mooted as specific and important types of public goods. Illustrative examples of public and free goods, mainly from Australia and the Pacific, are cited.  相似文献

In The Netherlands many local governments make public policy in a participatory way. Civilians and other interested parties are invited by policy makers to design public policy cooperatively. As a consequence many actors and information are embedded in the policy making process, because these actors describe the issue(s) and solutions for the policy problem differently. Some municipals are able to cope with the growing complexity of the policy process, others not. In order to deal with the growing process complexity, local governments hire independent process professionals. These process professionals design and manage the participatory policy process. However this is far from easy in practice. The process-architects and process-managers are faced with a lot of dilemmas in their process-design and process-management activities of the participatory public policy process. This article will describe some dilemmas for process-design as well as for process-management of participatory public policy making, and ways of coping with these dilemmas.  相似文献

A central doctrine of NPM requires the adoption of commercial management techniques to address the espoused goals of saving money and improving collaboration and service co-ordination. This article examines the evidence base for NPM mergers and uses study data to explain how two ingrained features of professional work helped to produce unintended outcomes at an early UK case involving a specialist mental health provider and an acute trust. The emergence of a de facto mental health trust within the merged entity arose from senior professionals' capacity to ‘buffer’ the work of colleagues from the rationalizing spectre of the merger. The persistence of ‘loosely coupled’ practices and structures restricted improvements in collaboration and service co-ordination. It is argued that these two enduring characteristics of professional organization will shape the outcomes of future NPM mergers in mental health care e.g. the creation of social care trusts and mental health ‘super-trusts’) and in other fields such as higher education.  相似文献

Public sector leisure managers in the UK have been struggling, since the extension of compulsory competitive tendering to leisure management in 1989, to reconcile the conflicts between becoming more consumer led and satisfying the needs of the ‘recreationally deprived’. Rationalization has ensured that a fundamental priority for managers has been the introduction of more cost-effective working practices. This article examines the diversity in employment practices across the three sectors of the leisure industry, that is, the public, not-for-profit and private sectors. The case study evidence presented found clear differences between the sectors. Although managers in not-for-profit leisure facilities have more freedom to use greater flexibility in employment practices as compared with their public sector counterparts, they are still somewhat constrained by having to meet the social objectives set by their Board of Directors. Private sector managers were found to be providing the highest proportion of full-time jobs, although they offered lower conditions of employment. This was made possible by the funding certainties created by regular monthly/annual customer memberships.  相似文献

This article investigates the disclosure of key performance indicators in the annual reports of Irish public sector organizations. It begins by discussing the two main driving forces behind public sector bodies disclosing performance information in their annual reports for the first time as well as looking at other contributing factors. The present situation with regard to the disclosure of key performance indicators in the whole of Ireland is then analysed. A number of annual reports from central government departments or agencies, local government bodies, other public sector entities and, in the case of the Republic of Ireland, semi-state organizations are examined to see whether such information is being disclosed and, more importantly, whether performance indicators are being linked to predetermined objectives and targets.  相似文献
