丽水市社会公德建设的问题、原因及对策

社会公德是一个社会良性发展、和谐发展的必然要求。本文从丽水现实出发,在对丽水社会公德存在的问题进行剖析的基础上分析成因,同时提出针对性的对策,以期对丽水市公德与文明的进步与发展作出些许贡献。     

The relationships between stress,health, and physically active leisure as a function of life‐cycle

This article examines relationships between stress, health, and participation in physically active leisure using data collected as part of the 1985 and 1990 U.S. National Health Interview Surveys (NHIS). In particular, the article analyzes: (a) the effects of life‐cycle progression (controlled for gender) on subjectively perceived stress and self‐reported health; (b) the role of physically active leisure in enhancing health or buffering adverse health outcomes of stress; and (c) the effects of selected social‐economic factors, such as education and income, on the relationships between life‐cycle, stress, health, and physically active leisure. According to our analyses: (1) stress is unevenly distributed across the life span; (2) stress‐reducing effects of physically active leisure are present among retired older people more so than in the middle‐aged life‐cycle groups; and (3) direct health‐enhancing effects of participation in physically active leisure are more evident than the buffering effects of leisure on stress‐health relationships. A critical discussion of methodological and substantive issues facing researchers interested in the relationships between leisure, stress, and health is provided.

城市公园是市民游乐、休闲、健身的重要场所,也是极易引发不稳定因素的敏感部位。特别是随着社会的进步,政府各项便民措施的出台,大部分城市公园都在陆续实行开放式管理。这一变化,无疑将给公园管理带来更大的难度。同时,也给稳定工作带来了新的课题,稳定工作在城市公园开放式管理中很关键。所以,只有将其切实纳入工作议程,加强组织领导,才能保证其落到实处,为城市公园开放式管理的有序顺畅、和谐自然提供可靠的保障。     

An Organisational Discussion of Incomplete Contracting and Transaction Costs in Conservation Contracts

Conservation in the agricultural sector is difficult to achieve. A primary complicating factor in achieving conservation is the large number of public good environmental services provided by large numbers of individuals acting under diverse economic and ecological conditions. The complexity of the problem implies that additional consideration must be given to transaction cost economics and the theory of incomplete contracting. Drawing on insights from organisational economics, this paper argues that conservation policy and research could be improved with explicit consideration of the effects of ‘holdup problems’, transaction costs and trust on the provision of conservation services. ‘Bottom‐up’ approaches are promising as they directly incorporate these organisational issues, and the paper concludes with an example of a ‘bottom‐up’ conservation programme, the Ontario Environmental Farm Planning programme.     

Public Debt,Terms of Trade and Welfare: The Role of Capital Production Shares,External Balances,and Dynamic (In)efficiency

In view of still large external imbalances across the world economy and dramatically risen public debts in major advanced economies, this paper reconsiders the relationship between public debt, the terms of trade and welfare in a two-good, two-country overlapping generations model with technological differences across countries. We find that the terms of trade effect of a public debt shock depends only on international differences in capital production shares and the dynamic (in)efficiency of the world economy. As in a model with similar capital production shares, domestic welfare rises and foreign welfare decreases when Home has a positive external balance and the Golden Rule holds. Under dynamic efficiency, welfare decreases in the debt-expanding, net foreign creditor country if she has a relatively smaller capital production share, and if the welfare effect through the accumulation channel is negative. In contrast, under dynamic inefficiency she can increase her welfare by debt expansion.     

Planning Discourse versus Land Discourse: The 2009–12 Reforms in Land‐Use Planning Policy and Land Policy in Israel

Land policy and land‐use planning policy are two types of public policy pertaining to space. In general, land‐use planning policy deals with land‐use allocation and property rights, whereas land policy defines the land regime of a society. These differences have shaped a unique discourse for each of these policy types. The purpose of this article is to examine the differences and similarities between the land discourse and the planning discourse by analyzing two public campaigns conducted in Israel against two proposed reforms: the 2009 reform of the Israel Land Administration and the 2010–12 reform of the Planning and Building Law. The findings reveal substantive differences between the two campaigns, manifested in the nature of the leading players, the types of public activities they chose, and most notably in the discourses and the hierarchy of considerations they addressed. The findings raise profound questions regarding universal trends in spatial policy reforms; their influence on the activities of public coalitions and the discourses they adopted; possible future effects of these trends on the differences between the land discourse and the planning discourse; and the impact of these trends on the ability of groups and individuals elsewhere to influence spatial policies (such as planning and land policies).     

What Would Veblen Say?

It has been more than 100 years since Thorstein Veblen published The Theory of the Leisure Class (TLC). The book was a scathing attack on the greedy leisure class of his day and described how people used wealth to elevate their social position in society. Surprisingly, few researchers use this book to understand leisure in contemporary society. TLC remains as relevant today as it did when first published. In this essay I elucidate some of Veblen's ideas and show how they shed light on leisure spending, emulation among birdwatchers, our display of books, boundary maintenance and social distance, and environmental destruction.
