This article looks at successive attempts to create new spatial imaginaries around three estuary‐based city regions in England: the London–Thames Gateway, the Atlantic Gateway/Mersey Belt (Manchester and Liverpool), and Hull and the Humber ports. We develop a framework of analysis for new planning and regeneration spaces that takes forward debates on relational and territorial geographies, spatial imaginaries and the creation of new regional identities as governance objects. Specifically, we adopt a long‐term and comparative perspective that allows an examination of how successive efforts at regional building are both path‐dependent and context‐specific, as new approaches reflect emerging ideas about how best to construct successful regions in a changing global economy.  相似文献

This article examines the urban regeneration process of Hubei old village in Shenzen, and focuses on interest sharing among stakeholders. Urban regeneration processes are driven by the decreasing availability of construction land in Shenzhen’s city centre due to rapid urbanization and an unplanned, overcrowded urban core. The solution accepted by most stakeholders, i.e., local government, private developers, and urban villagers, is to generate land revenue through the demolition of urban villages like Hubei old village, thus clearing way for Shenzen’s urban development and transformation. However, tenants and small business operators do not benefit from the rising land and property value, and thus do not share the interests of other stakeholders. A further complication to Shenzen’s urban regeneration process is added by those who do not live in Hubei old village but have vocally fought to preserve its architectural heritage. By examining the urban regeneration process of Hubei old village in Shenzhen, this article provides a case study of the complex dynamics of the Hubei urban regeneration program and participatory planning process, taking as a starting point a question posed by an urban villager during an interview: “whose village?”, i.e., who has the right to make decisions on behalf of the urban village?  相似文献

Despite the burgeoning literature on creative cities, seldom explored is the context of cities rich in cultural capital but more orthodox in their approach to preserving the autonomy of culture. This article discusses the status of artistic spaces occupying abandoned industrial premises (‘creative brownfields') in historic cities that traditionally shape their policies around prestigious cultural institutions (‘cities of high culture'). Based on comparative insights from St Petersburg and Lausanne, the article explores the relations and tensions between mainstream cultural governance and creative brownfields. While there is no lack of creative brownfields in these cities, their wider urban impact is found to be marginal; moreover, these sites represent dispersed instances of temporary occupations rather than situated clusters of creative actors. More than coincidental, this (lack of) spatialization is argued to result from a particular governmentality—that of high culture—which disregards, rather than promotes, spaces of alternative cultural governance. The article conceptualizes creative brownfields in cities of high culture as the ‘soft infrastructure' of cultural production, in contrast with those in ‘creative cities' as the ‘hard infrastructure' of urban production. The article also calls for a recognition of the local context of regulation and accumulation in understanding the cultural/urban interplay.  相似文献

This paper discusses the potential value of local, partnership-based employability training and job guarantee programmes, focusing on one example—the 'Alloa Initiative'. The Initiative involved an employability training and job guarantee scheme developed in partnership with Tesco, a major retailer, in preparation for the opening of one of the company's new stores. This paper reports on the outputs from this project, which placed 109 disadvantaged job seekers into positions at the store, and proved particularly effective at targeting the long-term unemployed and those with limited experience of the retail sector. The analysis is based on the findings of survey research undertaken with 86 of the 109 training course completers (a 79 per cent response rate) and all the main partners involved in the Initiative. Innovative elements of the training programme that contributed to its positive outcomes are discussed, and a model for 'managing successful partnerships' is applied, in order to identify critical factors explaining the apparent success of the Initiative. In particular, the importance of employers providing job guarantees is noted.  相似文献

The idea that information and communication technologies (ICT) can provide a means to regenerate deprived urban areas is still a relatively new concept in the United Kingdom. There is in fact little empirical evidence to demonstrate what actually happens when ICT projects are designed with regeneration in mind. A case study of ICT regeneration is examined here, one funded through the Single Regeneration Budget and operational in an urban area in the North East of England. What became apparent during this study is how the changing policy environment meant other types of ICT initiative came on-stream before the project could firmly establish a position within its community. The authors challenge the logic of this form of activity and demonstrate that even when there seems to be a need to support ICT-led development the sustainability of such projects is highly problematic.  相似文献

This paper seeks to evaluate critically the extent to which there is community involvement in the construction and delivery of urban policy under New Labour, through a case study of the Greater Pollok Social Inclusion Partnership. The paper concentrates on the Scottish experience, but its lessons resonate more widely. Its key finding is that, for all the rhetoric of New Labour and community involvement, the degree to which it has occurred in practice is little different to the level of involvement under Conservative urban policy initiatives. The paper argues that the processes of community consultation and participation during the early stages of the Greater Pollok Social Inclusion Partnership were woefully inadequate. At best it was tokenistic, and at worst, local people were being 'exploited' to legitimise the policy process.  相似文献
