人民币跨境流动自由度的测算——基于资本项目名义开放指数的借鉴

长期以来,人们只看重货币国际化结果,以占全球贸易计价结算比重、外汇交易比重、国际债券比重、外汇储备比重等相关指标衡量一国货币的国际化程度,而忽视货币跨境流动放松过程,即一国货币的跨境流动自由化程度。货币国际化是一个过程又是一种结果,包含进程和结果两个层面,在货币国际化进程中,过早过快放松本币流出入会引发经济金融风险,某些情形下进程比结果更值得关注。构建人民币跨境自由度指数涉及强度赋值、项目设置和权重确定三方面内容。在梳理2019年第2季度前我国货币政策基础上,对2008年至2019年经常项目下的人民币跨境流动自由度、证券投资项目下的人民币跨境流动自由度以及资本项目下的人民币跨境流动自由度进行评估,并以美国近5年各项目下的资金流动平均占比为权重,构建了人民币跨境流动自由化指数,考察2008—2019年人民币跨境流动自由化程度,结果显示人民币国际化进展较快,跨境流动已得到很大程度放松,而且人民币流入自由程度显著高于流出自由度。我国人民币国际化进程应持续遵循先经常项目后资本项目、先流入后流出、先机构后个人、先大额后小额、先风险小项目后风险大项目的次序,提高人民币跨境流动的稳定性,降低无序流动的投机风险;严格管控证券投资、其他投资、衍生品项目下人民币跨境流动,并依据我国利率市场化程度、金融市场发达程度及审慎监管能力进行调整;大力提升经常项目的人民币结算比重,发展人民币离岸市场,提高非居民间的人民币使用频率和使用规模;充分评估各项目下人民币跨境流动和本外币兑换自由度,提高两者的协同匹配程度,降低因两者不匹配而产生的负面影响。

Entrepreneurs and the context of cooperative organizations: A definition of cooperative entrepreneur

We focus on the role of entrepreneurs in organizations that are structured as cooperatives. In considering the similarities and differences among various forms of entrepreneurship, a comprehensive definition of the cooperative entrepreneur is formulated. A model illustrating four variations in the manner in which cooperative entrepreneurship contributes to the creation of cooperatives is also presented. These contributions help to more clearly frame future research and lend visibility to the challenges faced by entrepreneurs in the cooperative context. Copyright © 2013 ASAC. La importancia del empleo para reactivar el crecimiento y reducir la desigualdad

La crisis económica mundial ha frenado el crecimiento y aún más la creación de empleo. El deterioro de las condiciones de trabajo exacerba la tendencia a la desigualdad. El crecimiento sin empleo obstaculiza el crecimiento de la producción debido a una peor distribución del ingreso. Los salarios son costos para la oferta, pero también ingresos que sostienen la demanda; el crecimiento impulsado por los salarios es pues complementario del impulsado por los beneficios. Crecimiento y empleo se retroalimentan. Con más empleo y de mejor calidad disminuirá también la desigualdad. Si las políticas macroeconómicas se centran en crear empleo y no en los precios y los presupuestos, el empleo reavivará el crecimiento y reducirá la desigualdad.     

The reversing influence of involvement on the framing effect: The role of emotions and negativity

The Asian disease problem (ADP), as a demonstration of the framing effect, revealed a preference reversal between options perceived as risky and those perceived as certain. This research identifies individuals' involvement level as a moderator of the framing effect. The framing effect in the ADP consisted of emotional choice outcomes regarding human lives. Two studies in this paper demonstrate that when based on emotional choices, the framing effect in high involvement conditions increases in size. Interestingly, this influence of involvement reverses when the framing effect is based on rational choices. The studies reveal that the negativity invoked by the certain loss option is instrumental in the underlying mechanism of the risky choice framing effect, such as that demonstrated by the ADP. Normativa de empleo,teoría de juegos y representación laboral insuficiente en las economías liberales

Se analiza el impacto de la normativa europea de información y consulta en los niveles de representación de los trabajadores en dos economías liberales (Irlanda y Reino Unido) a partir de tres postulados teóricos y del dilema del prisionero de la teoría de juegos. Sobre la base de datos cualitativos de 16 empresas recabados mediante entrevistas, los autores evalúan los postulados y explican por qué las normas nacionales de transposición son ineficaces para promover la cooperación en beneficio mutuo en economías liberales, aportando así un modelo teórico a las investigaciones previas sobre el tema, fundamentalmente empíricas.     

Job Classification for the Purpose of Making Optimal Decisions Concerning Management Control

The job classification literature has been dominated by a micro‐level orientation reflective of the needs of specialists in human resources. In contrast, we take a multidisciplinary approach involving both micro‐ and macro‐level variables to propose a relatively simple system comprised of four job classes. Our model isintended to inform management as to the type and mix of controls (e.g., centralization, formalization, and various human resources policies) that could be applied to different job types to optimally promote the overall goals of the organization. Tourism theory and the earth

Given that tourism is an “earthly business”, why is it that the Earth rarely explicitly appears in tourism studies and tourism theory? In an attempt to grapple with this paradox, this paper seeks to contribute to a conceptual re-cognition of the Earth in tourism theory by probing some theoretical obstacles and possibilities. The paper demonstrates how the Earth has been conceptually erased in tourism theory by a privileging of the mapping of tourism and tourists onto the reference plane of the social. As an alternative the paper seeks to provide a geo-philosophically informed conceptualisation of the Earth as a primary plane of reference of which tourism is a particular form of de/re-territorialisation.     

Reflexiones sobre el tratamiento de la crisis del empleo en Europa

Europa sufre desde el decenio de 1970 una crisis crónica del empleo que ha cobrado dimensiones sin precedentes con la crisis económica actual. Para comprenderla, la autora hace un balance del diálogo social y de los pactos sociales sobre reformas laborales y de los regímenes de pensiones, evalúa las políticas activas de mercado de trabajo y analiza las economías resilientes; concluye demostrando la necesidad de reinventar el diálogo social y la protección social teniendo en cuenta las transformaciones socioeconómicas actuales, reorientar el crédito hacia las PYME, activar la demanda de trabajadores y coordinar las políticas macroeconómicas a escala internacional.
