本币名义汇率低于真实汇率是保持国际竞争力的有效手段

本文表达了如下想法:①名义汇率围绕真实汇率上下波动的调整,会促使一国国际收支恶化或者改善;②美元对人民币贬值并不一定能够满足马歇尔———勒纳条件和解决中美国际收支失衡问题,因为失衡问题主要是美国的国内因素以及限制对华技术出口与中国商品进口所引起的;③我国作为一个发展中国家,应该适度控制名义汇率,使其低于真实汇率,才能支持劳动力优势,保持国际收支顺差;④国际收支长期盈余,是我国经济增长和经济安全的保证。     

关于建立和实施QHSE综合管理体系的研究

阐述了两个管理体系对于石油企业提高自身竞争能力的作用和意义，针对目前一些石油企业在建立ISO 9000质量管理体系和HSE管理体系工作中因两个管理体系并存所带来的问题，提出建立一个综合性的QHSE管理体系的观点，并对两个体系进行整合的意义、整合的可行性、整合的基本思路等进行了分析和阐述，同时还结合工作中总结出的经验，对QHSE管理体系在建立和运行工作中应注重解决好的几方面问题进行了阐述和说明。     

安全法学的超前性与"违犯法令禁止的危险行为"的提出

超前性是安全科学发展的基本趋势.我国安全生产法片面强调实害犯,使得预防为主的原则得不到很好的贯彻落实.过失危险理论及国外相应的立法实践为我们提供了有益的借鉴.在把握过失危险行为犯罪化与谦抑性原则和法益保护理念的统一中提出"违犯法令禁止的危险行为"这一新的概念,为安全法学的重构提供一个新的逻辑起点.     

Do owner–operators pose a safety risk on the nation’s highways?

Despite persistent claims in the motor carrier industry of poorer safety performance of owner–operators, there is little empirical work directly comparing owner–operator safety performance to that of employee drivers. This study assesses the statistical significance of differences in the safety performance between owner–operators and employee drivers. This study also expands on previous driver focused safety models by examining how driver and carrier characteristics affect safety performance. Data for this study were derived from the Motor Carrier Management Information System (MCMIS), and the Commercial Driver’s License Information System (CDLIS) databases. Study results provide evidence that owner–operators are associated with more driver- and vehicle-out-of-service violations but experience lower crash rates than do employee drivers.

明确大型玩具的安全技术要求，是避免和减少儿童安全事故的重要措施。该类产品安全隐患根源在于生产、安装和维护等无标可循，成人又疏于监管儿童使用等；据国外对该类产品的安全标准，其安全技术要求应包括一般安全要求、特定产品安全要求和对安装、检查、维护和操作的要求等三部分。     

Outsourcing occupational safety and health: An analysis of the make or buy decision

This paper investigates the factors affecting the outsourcing decision of occupational safety and health (OSH) services. I posit several hypotheses following the three main approaches to the make or buy question: (1) the transaction cost theory, (2) the resource‐based view of the firm, and (3) the behavioral decision‐making framework. The empirical analysis draws on microdata from 3,047 Spanish firms that are legally obliged to provide organized OSH activities but free to choose the option to outsource. Results show that informational symmetries and increasing transaction costs mainly explain the decision to outsource the OSH activity. Organizational behavior variables, such as management commitment to safety and workers' representation, also relate to the outcome of the decision but not necessarily as hypothesized. Finally, I did not generally observe the strategic value of safety in informing the make or buy decision. © 2009 Wiley Periodicals, Inc.     

Assessment of the road safety performance of four roundabouts in Kumasi,Ghana

Upgrade of the Ejisu-Kumasi section of the N6 saw the construction of roundabouts at selected intersections. Their use appears challenging particularly for vehicles with elevated Centre-of-Gravity. The objective of this study was to establish the relative risk of traffic accident deaths or hospitalized injuries at the roundabouts. Five-year crash data covering a 100 m stretch upstream and downstream of the roundabouts were analysed. A total of 119 crashes occurred with 18% casualty hospitalization and 12%fatalities. Compared with the Ejisu roundabout, fatal or hospitalized injuries were significantly higher at the Boadi (OR = 25.6, p = 0.0021) and Kwame Nkrumah University of Science and Technology Police Station Junctions (OR = 48.2, p < 0.001). Occupants of buses, heavy goods vehicles and riders of two wheelers were at elevated risk of deaths or serious injuries. Crash severity at the round abouts was aggravated by night-time, steep gradients and adverse cambers. It is recommended that, signalization and grade separation should be used in the current arrangement where appropriate.     

Central–local collaboration in regulating food safety in China

This paper analyses how China's inter-governmental arrangements have functioned in different ways to reduce food risk. While there is greater transparency, consistency, and inclusiveness in the process of setting food safety standards than in the past, the central government has almost exclusive power over these standards. Local governments are mainly responsible for gathering timely information and enforcing standards. This institutional design has redistributed costs for both the food producers and regulators alike, and enhanced public participation.

境外战略投资者参股中资银行与中国金融安全

近期,关于引入境外战略投资者是否会影响中国金融安全的讨论颇多,但研究者在讨论时所使用的金融安全概念较为模糊,不利于正确理解两者之间关系。本文从界定金融安全的概念入手,澄清了金融安全的学术含义及当前人们所关心的金融安全问题,之后对目前引进战略投资者的情况进行介绍,通过对我国的引资政策和相关数据的深度分析得出结论,认为不应该对中国金融安全过分担忧,而阻碍通过引入境外战略投资者促进银行业改革的战略。
