Steering From Ministers and Departments

Abstract

This article aims at contributing to the study of autonomous agencies by focusing on how they cope with steering from ministers and departments. Drawing from the trust literature, we look at how agencies co-operate with ministers and departments, in order to increase autonomy. A model is built to cluster several trust-building mechanisms and to link these to autonomy. We then apply this to a limited set of Flemish agencies. We conclude that agencies develop strategies to increase trust with the trustor. These strategies may be targeted either at the minister as a trustor or at the department as a competing trustee.

Personalized digital marketing recommender engine

E-business leverages digital channels to scale its functions and services and operates by connecting and retaining customers using marketing initiatives. To increase the likelihood of a sale, the business must recommend additional items that the customers may be unaware of or may find appealing. Recommender Engine (RE) is considered to be the preferred solution in these cases for reasons that include delivering relevant items, hence improving cart value, and boosting customer engagement. The paper describes a model for delivering real-time, personalised marketing information concerning the recommended items for online and offline customers, using a blend of selling strategies: up-selling, cross-selling, best-in-class-selling, needs-satisfaction-selling and consultative-selling. The model further defines the e-marketplace by clustering items, customers and unique selling proposition (USP), and then gathering, storing, and processing transactional data, and displaying personalised marketing information to support the customer in their decision-making process, even when purchasing from large item spaces. An experimental study using a quantitative research methodology was conducted in a mid-size healthcare retailer, based out of India, to determine the tangible benefits. The model was tested with 100 online customers and, with the adoption of the proposed methodology, the results indicated growth in average monthly revenue (33.49%), Average Order Value (AOV) (32.79%) and Items per Order (IPO) (1.93%).

人类的可持续发展正面临着诸如气候变化、城市化、粮食安全、水资源供应以及灾害风险等诸多挑战。为了应对这些复杂的挑战，既需要依靠技术策略以解决发展中的工程问题，同时还需要通过全面管理社会生态系统，以提高生态系统的服务能力；这些综合的方案被统称为“基于自然的解决方案”。首先对如何定义基于自然的解决方案进行探究，接着从实施途径到效益评估的角度，阐述基于自然的解决方案是如何落地的，并借助荷兰德尔福兰德的沙滩引擎项目，结合Christopher M.Raymond的七阶段实施指导流程，具体阐释基于自然的解决方案是如何开展实践与评估。最后文章指出，尽管基于自然的解决方案已投入广泛的实践，但其仍处于探索阶段，存在着一定的发展障碍与知识缺口。为了更好地利用自然应对当下的严峻的挑战，亟须确立该术语的定义框架，制定统一的实施与评估流程，以提高基于自然的解决方案的可操作性。     

搜索引擎对网络购买意愿的影响研究

根据消费者网络购买决策理论,人们在线购买行为要从搜索产品信息开始。本文从消费者的视角切入,采用结构方程模型方法研究搜索引擎对网络购买意愿的影响。研究表明,搜索引擎排名和搜索成本对在线消费者的购买意愿存在影响,并根据消费者专业能力的不同,对搜索引擎排名与态度之间存在调节关系。

Exploring the role of steering committees in realizing value from project management

The impact of steering committees on project performance and their role in creating value from project management capabilities is not well understood. A case study analysis was chosen to analyze the configurations and specific functions of project steering committees. A measurement model for steering committee configurations was developed to enable further survey‐based studies. One of the major insights resulting from the authors' interviews with project managers and senior managers was that they perceived the existence of a project steering committee only when the context was defined and clarified. Furthermore, a large variety of committee involvements was identified, concluding that steering committees per se are very rare. On the project level, the cases clearly demonstrate that committees with project steering functions play an important role in the selection, initiation, definition, and control of projects. On the organizational level, they are important to implement and maintain project management standards. Finally, the results clearly indicate that steering committees directly support project success and are instrumental for attaining value from an organization's investments in its project management system.
