政府采购供应商的权利救济

政府采购的双重属性决定供应商权利救济体系的多重性、复杂性。供应商权利救济体系的不完善,导致供应商权利救济障碍。解决途径是完善行政救济的实体和程序,依据《民法》和《行政法》原理构造具有联系性、协调性和明确性的供应商权利救济体系。     

Shaping buyer–supplier relationships in manufacturing contexts: Design and test of a contingency model

Although the idea that buyer–supplier partnerships can yield considerable benefits to firms is largely diffused among researchers and practitioners, the approach adopted in this paper is that no “one best way” exists in buyer–supplier relationships, but rather a “best way” for each specific exchange context. Hence, this paper proposes a contingency model for shaping and managing buyer–supplier relationships in manufacturing contexts. In order to test the model, an empirical study was performed on a sample of 45 buyer–supplier relationships within the Italian white goods industry. A three-dimensional performance indicator was computed to compare supplier performance achieved within relations matching the model's suggestions with those set differently. The results strongly suggest that suppliers involved in relationships set accordingly to the contingency model are likely to enjoy superior performance.

企业持续成长是企业实现其他目标的前提。技术创新学派或制度创新学派分别强调技术创新或制度创新对企业成长的作用，忽视了二者的协同对企业成长的作用．本文借用熵理论和耗散结构理论，在提出企业技术熵、制度熵、技术负熵、制度负熵、协同负熵等概念的基础上，分别研究了企业的技术创新与制度创新的不同组合对企业持续性和成长性的影响，并对此进行了比较。最后应用所构建的模型分别对于生命周期处于闭区间和开区间的企业成长性和持续性进行了研究，并推导出了企业进行技术创新和制度创新的最佳时间，临界点。     

经济与环境两大效益并重——河北省可持续发展及其可操作性方案

改革开放20年，河北省坚持经济发展与环境建设并重，与国内外处在同一起飞阶段的地区相比，环境工程实现了历史性跨越。但既有的环评制度由于缺乏环境影响评价的项目后分析．难以控制经济发展中一系列非持续问题，必须将其研究提到议事日程上来，并付诸行动，才能扭转事态的恶化，并取得事半功倍的效果。     

长江经济带生态环境保护与经济高质量发展的耦合协调关系及其影响因素

以长江经济带为研究地区构建生态环境保护与经济高质量评价指标体系。利用耦合协调模型、Dagum基尼系数、核密度和固定效应模型探究耦合协调度的时空特征、区域差异、动态演进特征及影响因素。结果表明：1）2008-2020年两系统发展指数均呈上升趋势。2）耦合协调度仍处于较低水平，具体表现为沿海下游省市>中心省市>上游省市。3）区域间差异是总体差异的主要来源，并且绝对差异缩小，梯度效应减弱。4）经济发展水平、人口聚集程度、产业结构升级和城镇化水平对耦合协调发展具有显著影响。     

MUNICIPAL CONTRACTING OUT: GOVERNANCE CHOICES,MISALIGNMENT AND PERFORMANCE IN SWEDISH LOCAL GOVERNMENT

In this paper we apply a Transaction Cost Theory framework to analyse the use and effects of contracting out in Swedish local government. During the last decade Swedish local authorities, like in many other countries, have, to a larger extent, started to contract external subcontractors to fulfil their responsibilities towards its citizens. It is not only in the traditional subcontracting sectors such as housing, infrastructure, and technical services that this trend is evident, but also in policy areas like education, social care, and elderly care. In fact, very little is known about the overall effects of, and the mechanisms underlying, governance choices. The overall results corroborate transaction cost reasoning. Supplier competition and specificity have anticipated effects on municipal de‐integration. Too little, but not too much, use of contracting out, in relation to theoretical predictions, worsens performance. The latter aspect is not fully in accordance with TCE‐propositions.     

Reorienting consumer education using social learning theory: sustainable development via authentic consumer pedagogy

The paper illustrates the growing interest in understanding consumer behaviour through a social learning theory (SLT) lens, and explains the recently launched United Nations Decade for Education for Sustainable Development (ESD). Then, the discussion turns to an overview of a recently developed ESD/SLT integrated theoretical framework, which is then applied to consumer education via an authentic pedagogy. The paper highlights the rich potential of authentic intellectual work in the form of observational learning by augmenting ESD within authentic consumer education curricula.

在供应商评价中,专家打分是经常采用的方法.但是由于专家的学识、经验、考虑问题的角度和对评价对象的熟悉程度不同.专家打分往往与客观实际存在差距.文章在考虑专家信度的基础上,运用模糊层次分析法对供应商进行评价,评价结果更加接近客观实际.     

MISGUIDED CORPORATE VIRTUE: THE CASE AGAINST CSR,AND THE TRUE ROLE OF BUSINESS TODAY1

The doctrine of corporate social responsibility (CSR) has now been accepted across the world – not only by businesses and business organisations, together with an array of commentators and NGOs, but also by many governments. This is a worrying development. The doctrine rests on mistaken presumptions about recent economic developments and their implications for the role and conduct of enterprises, while putting it into effect would make the world poorer and more over‐regulated.
