The two leading principles of pricing for public enterprises are outlined: Value based and cost based pricing. It is shown that optimal pricing à la Ramsey-Boiteux is closely related to value based pricing which itself is connected with Lindahl pricing of public goods. Cost based pricing is related to the pricing in competitive markets. Opening up of telecommunication to competition implies a change from value based (public good) pricing to cost based (pritate good) pricing. It is shown why specific developments in telecommunication technology make a switch to cost based pricing and a competitive environment appropriate. At the end a proposal is developed for a gradual change towards competition which would meet less political resistance.  相似文献

From the management development viewpoint, it is important to know whether managers possess the required competencies to achieve successful job performance. This could be identified by exploring the competency needs. The aim of the paper is to present and discuss results of an empirical investigation on managerial competency needs using quantitative methodology. The study is confined to a fully integrated telecommunication service provider; 198 managerial employees participated in the survey. The findings led to identification of: perceived levels of current competency expertise; current and future competency gaps; and competencies that managers wish to improve. Managerial implications, limitations and directions for future research are discussed.  相似文献

This empirical study investigates the effects of nine ethical climate types (self-interest, company profit, efficiency, friendship, team interest, social responsibility, personal morality, company rules and procedures, and lastly laws and professional codes) on employee work satisfaction. The ethical climate typology developed by Victor and Cullen (in W. C. Frederick (ed.) Research in Corporate Social Performance and Policy, 1987; Administrative Science Quarterly 33, 101–125, 1988) is tested on a sample of staff and managers from 62 different telecommunication firms in Turkey. The results obtained from the 1174 usable questionnaires confirm the existence of nine different ethical climate types observed in western cultures in the present sample context, which is a developing Muslim country. Regarding the effects of ethical climatic factors on employee work satisfaction, self-interest climate type appears to negatively influence work satisfaction, whereas team interest, social responsibility and law and professional codes climate types are found to have positive impacts. Managerial and further research implications of the findings are discussed.  相似文献

The article analyzes network effects on the German GSM mobile telephony market. The authors use an ACE-approach to examine how a new competitor can successfully gain ground in the market with a discount-pricing strategy. In particular they study the impact of several elements of a mobile phone contract like on-net-, landline- or off-net-fees on the competitor’s market share. It turns out that it is possible to successfully enter the market with a prepaid contract using a discount-pricing strategy where the single fees only marginally exceed the termination rates, which have to be transferred to foreign network operators. 本文在分析电信业技术、经济特征的基础上,通过总结世界电信改革的经验,回顾我国电信改革历程,提出并构建了TDG—RCP分析框架。透过这个框架,旨在使中国电信改革能够沿着“规制竞争-产权”的演进逻辑螺旋上升、逐步推进。从趋势上看,以构建有效竞争格局为目标,在3G实施和3C融合、兑现WTO承诺与需求不断增长的条件下,电信立法与专业规制、运营商全业务竞争、业务开放以及向民营资本开放正逐渐成为现实。  相似文献

Theoretical analyses have dealt with the relationship between standardisation activities in formal standardisation bodies and in standards consortia. However, the empirical evidence is rather weak. Besides various case studies, there is no broad and quantitative approach for examining the relationship between formal and informal standardisation processes. This paper quantifies the standardisation activities in information and communication technology (ICT) of formal and informal standardisation bodies by utilising the database PERINORM containing formal standards and by analysing two CEN/ISSS surveys of standardisation consortia in 2000 and 2004. The two major insights gained are that the technical content of activities of formal and informal standardisation bodies is complementary rather than substitutive, which means most technical issues are addressed by both formal standardisation bodies and standardisation consortia. In addition, there has been a consolidation of consortia activities through a significant reduction in the number of consortia. However, this reduction has not changed the distribution of consortia activities by technical fields and complementary relations with the activities of formal standardisation bodies. Based on these new insights, some challenges emerge both for future theoretical analysis of decisions on standardisation types and for ICT policy regarding the interaction between standardisation and technical regulation and the role of standards in public procurement.  相似文献

目前,我国电信行业在国家指导下,以为适应新的市场环境,提高行业内部竞争力为目的,进行了较大力度的体制改革。但在我国电信市场中,市场竞争还很不规范,过渡的价格竞争已经显现,不利于我国电信的健康成长。本文使用博弈论的方法,结合电信行业的特性和我国电信行业的特点。探讨了引发企业间价格战的原因。并通过伯川德模型,进一步探讨了企业间的市场竞争,给出了实施企业产品差异化,构筑企业核心竞争力、合理规划行业企业数量是解决我国电信市场不合理竞争的有效方法的建议。  相似文献
