Socio-technical transition governance and public opinion: The case of passenger transport in Finland
As a governance perspective, transition management views the engagement of a wide variety of stakeholders in policy development as a necessary element in furthering sustainability through enhanced social learning. Yet as a literature it has paid relatively little attention to public consultation on socio-technical change. Here we set transition management in the context of longstanding debates in science and technology studies, technology assessment and deliberative democracy. Empirically, we use national survey data on Finnish public opinion of state support for future transport options. Showing how transport practices and attitudes to transport innovation policy vary with both demography and geography, we argue that these differences have implications for policy legitimacy. We suggest that, both given and despite the practical difficulties of deliberative democracy, use of participative opinion surveying to better understand social groups with needs and interests that differ from national averages, may help to enhance policy legitimacy and hence the success of transition management. 相似文献

Many planning authorities and airports study measures to increase public transport use for airport ground access and egress. At the same time, an increase in real estate development at and around airports is occurring, both due to airports seeking new revenue possibilities and other developers attempting to profit from high value locations. This paper considers non-aeronautical activities at large airports, largely commercial centres and transit hubs, as land uses that have the potential to improve the situation for operating public transport services. In order to assess potential benefits and disadvantages, four research questions are considered: (1) Can the additional travel volume reach levels at which it has a significant impact? (2) To what extent do non-aeronautical activities influence the public transport access system? (3) Is the resulting demand distribution better or worse regarding peaking behaviour? (4) Is there a potential for the resulting overall demand to bring about capacity shortages?A case study is conducted at the airport of Zurich, Switzerland, which finds that non-aeronautical activities in the direct airport vicinity have led to a situation where the operation of public transport services is much more viable due to overall higher passenger numbers and a more even distribution throughout the day. It is concluded that locating non-aeronautical activities at airports can, in addition to providing commercial benefits to developers, lead to a situation where improved public transport services become feasible. 相似文献

For the political left, decentralization has increased both the appeal and the importance of governing the city, and yet sharp constraints limit the left's transformative potential when it controls that level of government alone. Bogotá is an important case in point under the recent mayoral administration of Gustavo Petro (2012–15), a demobilized guerrilla leader who sought to implement a series of urban policy reforms that together represent one of the most substantively radical and intellectually coherent attempts to challenge neoliberalism in all of Latin America. Focusing on the four policy arenas through which Petro hoped to transform the city (environment, housing, transport, and trash collection), the article documents the veto power of the firms whose privileges he threatened, as well as the tools through which they derailed reform. In contrast to the failure of his political economy agenda, Petro was indeed able to enact a number of progressive social policy reforms precisely because they did not threaten the profitability of the city's entrenched growth machine. 相似文献

This research assesses the impact of the integration of Continuous Climb operations (CCOs) on Air Traffic Control (ATC) workload. The methodology encompasses different modules: CCO, standard departing and arriving trajectories extracted from an external database, an ad-hoc algorithm for detecting and solving conflicts, and an ATC-workload model with the inclusion of CCO-task modifications. Monte Carlo simulations evaluates different combinations of these modules. Then, a sensitivity analysis is performed to evaluate two parameters: the impact of the calibration of the maximum ATC workload and the percentage increase of the CCO tasks on the ATC workload. The methodology is applied to a case study at Palma airport in Spain. Extensive numerical simulations are executed based on the integration of CCOs into the system from 0% to 100%. The integration of CCOs implies the increase of the ATC workload in the Control Tower (TWR) and the reduction in the Approach Control Centre (APP). The sensitivity analysis shows that the decrease in the increase of CCO-task workload barely affects the number of CCOs that can be operated without exceeding the workload limits. Conversely, the reduction of the ATC workload calibration allows the integration of CCOs around 50% in the case of 90% TWR calibration and up to 100% in the case of 80%. 相似文献

We examine the willingness to pay (WTP) for green products in air travel. Green products in aviation are supplementary services, which are sold on top of the travel service (e.g. carbon offsets, organic on‐board food). We identify a set of potential green products in aviation and report the preferences for additional airline services of 811 Swiss air travellers using an adaptive choice‐based conjoint survey. We find that 20% of those passengers who are interested in purchasing supplementary services show a considerable WTP for green products. The green segment differs from the regular segment only in terms of behavioural features, not in terms of demographic or socio‐economic characteristics. The standard textbook analysis shows that drivers as a group lose from congestion charges. However, it omits taste heterogeneity, shorter travel times far out in the larger network arising from less blocking back of upstream links and the possibility for drivers to reschedule. Taking account of these factors, using a dynamic scheduling model with heterogeneous users we find that all three add significantly to the benefit of the Stockholm congestion charges and that drivers as a group benefit from these charges even without recycling of revenues. To understand how a supplier helps a buying company create value through innovations, studies have focused on a supplier's internal resources or its relationship with a buying company. Building upon this body of literature, we develop a theory of supplier network-based innovation value in this conceptual paper. This theory explains how a supplier's upstream and downstream value network can be a source of competitive advantage for a buying company. Specifically, it proposes that the levels and types of supplier innovation value is contingent on the configuration of a dual-ego value network, characterized by the locus and degree of buyer-supplier structural equivalence. This theory also explains how a supplier's ties with a buying firm's competitors can pose both opportunity and risk to buying company innovation. This theory contributes to the literature by showing when “seemingly undesirable” suppliers, due to a lack of technical capability or strong relationship with a buying company, might still be valuable to a buying company's innovation. 相似文献

长久以来,前辈学人对于《史记》中平阳君赵豹“秦以牛田(之)水通粮”一语解释多有不同,或以为是秦“以牛耕田,以水漕粮”,或以为是秦“以发源于‘牛田’之地的河流进行漕粮”,但均未形成定论。本文认为,先秦时期关中水资源丰富,渭河支流多可航运,加上关中水利发达,于是秦国利用与渭河支流连通的田间大渠——“浍”渠进行粮食漕运,即所谓“秦以牛田水通粮”。且战国后期,随着秦对外战争规模的扩大,粮秣耗费日增,使用“牛田水通粮”已十分必要。 相似文献
