高层公寓楼的给水和消防设计

城市用地的紧张促使高层建筑越来越多,而高层建筑的给水和消防对住户而言越来越重要,因此在设计中应摆脱以往小高层和多层的固有设计思路和方法。文章从实际案例出发,简述在高层公寓楼给水和消防设计中应注意的问题。     

天津市旅游制度环境现状与建设思路

天津市旅游经历了一个从政府强制性政策法规调控为主的制度环境发展到逐渐以旅游市场基础配置为主、政府宏观调控为辅的制度环境。本文借助于制度经济学的基本理论对天津市旅游制度环境的现状及其对旅游产业的影响进行了分析,并提出了建设思路。     

关于中国水安全问题的战略思考——解决好水安全问题是实现可持续发展的关键

水是基础性的自然资源和战略性的经济资源,水资源的可持续利用,是经济社会可持续发展的重要保证,也是维系自然生态系统的重要保证。本文阐述了水资源的现状及其存在的主要水安全问题,提出水安全是一种比较客观的水资源开发利用和管理理念,同时着眼于在一定时间内重构水资源的可持续利用状态,对合理利用水资源提出了相应的建议。     

论资源与环境的协调发展

本文概述了我国的资源现状，以及人类生活和生产引起的滑坡、崩塌、地裂缝、地面沉降、海水入侵、水土流失、洪涝灾害、水体污染等环境地质灾害，进而探讨了资源、环境与人口间的关系，提出了可持续发展的若干建议：提高对资源有限性的认识；树立保护环境、防止污染的意识；加强计划生育，控制人口增长；全民动员，美化生存环境。     

Aquatic resources and recreation behavior

While substantial effort has been undertaken to understand the consequences of industrial and agricultural uses for the environment, concern has also been expressed about its other uses, including recreation. Little is known about the relationship between recreational behavior and an environmental resource base. The present paper focuses upon participation in a specific outdoor recreation activity or activity‐cluster and dominant resource base where participation occurs. Resource bases identified were river, lake, ocean, swamp/marsh, forest/mountain, range/ farm and city/town. Emphasis is placed upon aquatic environs and participation in water‐based recreation. Water activities constituted from 14–30 percent of all outdoor activities taking place at those resource bases identified. Aquatic environments provided the resource base for 38 percent of all recreation participation events, water‐ and non‐water based, occurring during one reporting period. While participation in water‐based activities requires a water resource, the array of participation patterns reported suggests that resource bases defined as recreation places provide a wide range of opportunities for non‐resource‐dependent recreation activities. One conclusion is that resource bases cannot be distinguished by the recreation activities occurring on them. Resource bases in fact facilitate a wide range of recreation activities, some holding little direct connection with the resource base, nor are the conditions of the resource sufficient to predict behavioral outcomes.     

Beyond a Livable and Green Neighborhood: Asserting Control,Sovereignty and Transgression in the Casc Antic of Barcelona

During the past 15 years, the Casc Antic, a traditionally low‐income and immigrant neighborhood in Barcelona, has been the site of community‐based mobilization to revitalize abandoned areas and improve local environmental conditions. The organization of residents and their supporters is situated within a broader context of urban political and socioeconomic change — the transformation of the urban economy into a decentralized, global and technology‐ and service‐focused system, accompanied by rising socioeconomic inequality and displacement in inner‐city areas. To date, few studies in the urban environmental arena have been placed within processes of urban change and offer specificity on the purposes, intents and goals that poor and minority residents develop as they understand, resist and challenge their marginality. Why do residents of marginalized neighborhoods and their supporters organize to proactively improve livability and environmental quality? To what extent do the environmental struggles of marginalized communities serve as means to advance more complex political agendas in the city? Through the examination of neighborhood organization for livability in the Casc Antic, I analyze how activists use their environmental endeavors as tools to address stigmas attached to their place, control the land and its boundaries, and build a more transgressive form of democracy.

文中通过剖析十几年前康师傅因外包无法取得预期效果而被迫成立顶通物流、到后期顶通物流独立出来并发展壮大的案例，从企业内外部环境、企业行业位置、市场分工与专业化等多个动态因素角度，探讨了外部环境和企业自身状况对企业物流外包选择的影响，认为该案例实际上折射了我国改革开放以来第三方物流发展的动态历程，物流内部化的交易成本和生产成本都相对上升，而物流外包组织方式的交易成本和生产成本却相对下降。     

农村饮水安全工程评估评价指标体系的设计、标准和步骤

饮水安全工程是民生工程，党和国家对其高度重视，并为此投入了大量资金。但安饮工程的现状如何，完成的质量、效益、持续性如何，以及如何对典型而又复杂的农村饮水安全工程作一个全面、有效、及时的评估和评价，是一个值得探讨的问题。文章探讨通过运用科学的方法建立相应的绩效评价指标体系，对饮水安全工程这个财政支出项目进行绩效评估，以期全面了解农村饮水安全工程的落实情况，真正改善农村饮用水质量，解决广大农民的饮水案例问题，同时也让政府的管理效率和公共服务水平得到提升。
