顾客维度的政府绩效评估体系及其构建

政府绩效评估是近年来政府管理领域备受关注的主题。但传统的政府绩效评估在评估的价值取向、评估主体、评估指标设计以及评估结果使用等方面仍缺乏顾客维度的关怀。文章对此问题进行研究,提出构建顾客维度的政府绩效评估体系的设想,并在分析其意义与可行性的基础上提出系统的可操作性建议。     

Improving Agricultural Physical Marketing Infrastructure in Africa Through More Self-Help

The paper provides a brief overview of the problems of physical agricultural marketing infrastructure in Africa, with particular reference to rural roads and marketing facilities, such as storage, processing and market centres. In order to overcome these constraints, it is necessav to strengthen macro policy changes, with particular reference to commodity marketing, rural finance and government decentralization policies with the obiective of providing more incentives to marketing enterprises and local authorities to promote infrastructure development. Changes in macro policies have to be supported by adequate training programmes, support to institution building and adjustment of aid strategies to encourage self-help in developing marketing infrastructure.     

A study on X party material flow: the theory and applications

A thorough study of X party material flow (XPMF), its theory and its applications is conducted in this research. The X material flow concept is an extension of the material flow (MF) theory. To further elucidate that XPMF is one type of MF service model with PMF (party, material, flow) fractal structure and the characteristics of XPMF, we develop the three-pyramid synergetic operational model of XPMF. Through the analysis of several cases, we believe that OIR (Objective relational grade, Information sharing grade, and Resource complementary grade) is the set of order parameters that control and determine the formation of XPMF new structure and its degree of being ordered. Therefore it reveals the mechanism of XPMF formation and evolution. We also provide the principles and the methods for XPMF control.     

An Investigation into the Meaning of the Term Commitment in Sino Foreign Higher Educational Alliances—An Adventure into the Heart and Soul of Successful Alliances

Abstract

There is now a substantial body of research evaluating various aspects of educational alliances between Chinese and foreign universities, and one of the key aspects of success seems to be the degree of commitment made by the two sides. Yet the term commitment continues to remain elusive and very broad in scope. This paper attempts to identify what commitment meant to managers from a number of Chinese and foreign university alliances and concludes that it was a complex and deeply felt sentiment encompassing affective and cognitive aspects related to the personal and operational dimensions of an alliance over time. Commitment-in its various forms and guiseslay at the very core of a successful alliance. It enabled people-and their respective institutions-to devote considerable levels of emotional and cognitive energy to the alliance: it was about passion, and results; about enthusiasm and value; and about empathy and measurable quality.     

工作疏离感的影响因素及后果的整合研究

将工作疏离感(work alienation)的影响因素归纳为个体、人际、工作及组织层面四类:个体层面集中体现在人口学变量、个性心理特征;人际层面集中体现在人际关系、领导风格:工作层面集中体现在工作特征、角色压力;组织层面集中体现组织结构以及组织公平.工作疏离感的后果则主要表现为对员工的工作态度(工作投入、组织承诺、工作满意感等)和工作行为(工作绩效、组织公民行为、偏离行为等)的影响,以及对企业的经济绩效和发展绩效的影响.在此基础上,提出工作疏离感的影响因素及后果的整合研究模型.     

Who Plays the Key Role among Shanghai, Shenzhen and Hong Kong Stock Markets？

In this paper we examine the daily frequency stock market indices of Shanghai, Shenzhen and Hong Kong from January 2000 to June 2012, and use the Morlet wavelet coherence model to determine who is playing the most important role in the financial markets of China. We find that there are significant comovements between these stock markets in the medium and long run. This provides investors with opportunities to increase their capital gains. The Hong Kong stock market plays a leading role in the long run, but its leader position is threatened by fast‐growing Chinese mainland stock markets, especially the Shanghai Stock Exchange. Based on our analysis, the following suggestions apply to the Chinese stock markets: establish and improve international and regional finance centers in Chinese mainland; encourage more qualified institutional investors; reposition the market relations among Hong Kong, Shanghai and Shenzhen; and increase deregulation and internationalization to speed up the integration of financial resources.     

利益相关者理论的经济伦理意蕴

利益相关者理论不仅是一种管理技巧,而且是一种企业和经济伦理理论。其含义是指能够影响企业或受企业决策和行为影响的个人与团体,有广义和狭义之分:广义的利益相关者以经验主义的事实为基础,集中于参与者对企业行为的影响力方面;狭义的利益相关者则以合法性原则要求为基础,合同、法律和道德义务成为确定利益相关者的依据。其伦理维度是,企业与利益相关者之间是一种相互对待、双边互求的平等的伦理关系,是一种信任伦理,要求企业尊重利益相关者的包括道德权利在内的各种权利,具有广泛的公正性。企业处理与利益相关者的关系时必须认清关系、认定权益并对社会负责。     

倏逝波在一维氧化硅亚微米波导线中传输特性的研究

[HTK]基于光学倏逝波原理的光纤或波导传感器是目前光学传感器领域的重要发展方向之一,而倏逝波在其中的传输特性是决定该类传感器敏感特性的关键因数.利用倏逝场理论分析了直径102～103nm的一维氧化硅亚微米光波导在其直径与外部介质(折射率)变化时倏逝波的穿透深度.实验结果表明,亚微米光波导的传输损耗将随着波导尺寸和外部环境折射率的变化而变化,倏逝波的传输方式非常适用于高灵敏度探测,可应用于光化学传感器和生物化学传感器的设计.     

一种基于小波域的盲水印算法

提出了一种基于小波变换后频域系数的特征以及水印图像数据的奇偶性盲水印算法。该算法先将图像进行两级小波变换，根据LL2中数据特点和水印数据的奇偶性在HL2、LH2、HH2嵌入水印。在检测水印的时候，只需要拥有少量数据，就可以完成水印的提取。攻击实验研究表明：此算法具有很好的抗规则剪切、不规则剪切、加噪、压缩的能力，具有很好的鲁棒性。     

Polar sets of fractional Brownian sheets

The properties of the polar sets are discussed for a real-valued (N, d)-fractional Brownian sheet with Hurst index. Sufficient conditions and necessary conditions for a compact set to be polar for the fractional Brownian sheet are proved. The infimum of Hausdorff dimensions of its polar sets are also obtained by means of constructing a Cantor-type set to connect its Hausdorff dimension and capacity.
