Development in Information and Communications Technology (ICT) Statistics at the Australian Bureau of Statistics

This paper outlines the ICT statistical developments that the ABS has undertaken over recent years. These developments have been on both the supply side (ICT industry) and the demand side (use of IT by sector). The content of ABS ICT surveys has changed significantly over the last few years and are expected to develop further in line with industry changes and emerging policy needs.
Recent developments in household collections have been the inclusion of IT use questions in the 2001 Census of Population and Housing and in various ABS social surveys such as Children's Participation in Culture and Leisure Activities. Annual business IT use surveys are now conducted and include topics such as Internet commerce and IT security. Biennial ICT industry surveys are conducted to provide data on ICT production, imports and exports, ICT industry employment, performance and structure information. An Internet activity survey is run every six months and provides regional Internet access details and infrastructure details on Internet service providers.
A major development for 2002–03 will be the compilation of an ICT satellite account. ABS intends to produce an ICT Information Development Plan to guide its future statistical development work in the ICT field.     

LOGISTICS SALIENCE IN A CHANGING ENVIRONMENT

The primary purpose of this paper was to empirically explore some of the reasons that logistics has become more important, or salient, in comparison to other functions within the firm. A survey of 296 managers across multiple industries in the U.S. found logistics becomes more important within the firm when the industry increases in uncertainty, when there is an emphasis on time‐based competition, when there is greater adoption of information technology, and when there is an emphasis on cross‐functional integration.     

THE EFFECT OF INVESTMENT IN INTERORGANIZATIONAL INFORMATION TECHNOLOGY IN A RETAIL SUPPLY CHAIN

The primary purpose of this research was to investigate the effect of investment in information technology in a supply chain. The results of that investigation are presented by focusing on an empirically tested supply chain relationship model containing both behavioral and operational constructs. The four behavioral constructs represented in the model are relationship trust, relationship commitment, relationship dependence, and long‐term relationship orientation. The four operational constructs represented in the model are retailer investment in interorganizational information technology, perceived supplier investment in interorganizational information technology, logistics efficiency, and logistics effectiveness. Among other findings, the results of the investigation found that perceived supplier investment in interorganizational information technology has a significant and positive effect on logistics efficiency.     

浅析多媒体技术在车辆工程教学中的应用

随着教育的发展 ,传统的教学方法已不能满足时代的需要 ,亟待运用现代教育技术手段 ,特别是多媒体的教学形式进入课堂 ,以发挥其特有的功能来提高学习效率。本文浅淡了如何在车辆工程教学中运用计算机多媒体的图、文、声、像并茂的特点 ,有效的激发学生的学习兴趣。     

“Ideas” driven growth: the OECD evidence

This paper estimates the parameters of the ideas production function crucial to recent ideas-driven growth models. Using U. S. patents granted to residents in OECD countries to generate the stock of commercially used ideas, we provide evidence for two main findings. First, at the level of the production of ideas, we find evidence of increasing returns to scale in the stock of ideas and number of researchers, but marginal decreasing returns in each one of these factors. 中美科技银行比较研究

从发展演变、外部环境、运营机制等方面对中美科技银行进行了系统比较,为我国科技银行的发展提供了有益的启示。研究结果表明：①发达的高技术产业、创业投资市场和宽松的监管环境为美国科技银行的发展创造了一个有利的外部环境。我国在这些方面的滞后或不足,是制约科技银行发展的主要因素;②美国科技银行在商业模式、风险控制机制等方面已经发展得非常成熟,为美国高技术产业的发展提供了重要支撑。我国科技银行则处于不断探索的阶段,还没找到一条适合自己发展的道路。最后,从营造良好外部环境和优化内部运营机制的角度,提出了发展中国科技银行的相关建议。     

中国-欧盟信息通信技术合作的契机与挑战

中国与欧盟在信息与通信领域的科技合作始于20世纪80年代。多年以来,信息通信一直是欧盟直接对华投入最大的科技合作领域。中国与欧盟信息通信技术合作机制不断完善,合作方式日益多样化。中国与欧盟互有需求,法律框架提供了制度保障,合作机制日臻完善,加之中国与欧盟成员国之间有友好合作的基础,种种有利条件使信息通信合作成为中国与欧盟科技合作的重点领域之一并具有很大发展空间。     

科技成果产业化目标市场评估与选择模型研究

在分析国内外目标市场评估与选择理论研究现状及其存在问题的基础上,构建了基于系统动力学(SD)的目标市场评估与选择过程控制模型;明确了科技成果产业化目标市场评估系统边界,并采用战略环境评估方法,从宏观环境支持程度、产业环境威胁力及内部资源条件满足程度等方面识别出24个营销绩效影响因素,形成了SD模型的基准变量;然后构建了科技成果产业化目标市场发展提升过程因果关系图、流图、量化分析方程,形成了SD系统结构模型,刻画出影响因素与科技成果产业化营销绩效的动态反馈规律;最后结合某高分子材料类科技成果产业化实际,对其目标市场评估SD模型进行了vensim软件模拟,并基于目标市场发展水平及稳定性模拟结果,提出了科技成果产业化目标市场选择方案,为高等院校和科研院所科技成果产业化目标市场评估与选择提供借鉴。     

技术导向与市场导向的战略协同研究

对于高技术企业而言,技术创新能力的提升无疑是其生存与发展的根本。但是,由于高技术行业具有高风险、高竞争、高成本等特征,能否进一步获得顾客关系、企业品牌等市场基础资源成为取得长期竞争优势的关键。本文以高技术企业为研究对象,选取2007-2011五年的相关数据,采用逐步扩大检验期间的方法,分别对技术导向和市场导向两种战略行为及其协同效应对企业绩效的影响进行了检验,研究发现：技术导向对企业营业利润率、市场价值均有显著的正向影响,而市场导向对企业市场价值没有显著影响,但对营业利润率具有逐渐增强的正向影响。对营业利润率而言,技术导向和市场导向具有协同效应,采取高技术导向和高市场导向相结合的战略的企业绩效更好。
