We are interested in three related questions:(1) How should accounting prices be estimated?(2) How should we evaluate policy change in animperfect economy? (3) How can we check whetherintergenerational well-being will be sustainedalong a projected economic programme? We do notpresume that the economy is convex, nor do weassume that the government optimizes on behalfof its citizens. We show that the same set ofaccounting prices should be used both forpolicy evaluation and for assessing whether ornot intergenerational welfare along a giveneconomic path will be sustained. We also showthat a comprehensive measure of wealth,computed in terms of the accounting prices, canbe used as an index for problems (2) and (3)above. The remainder of the paper is concernedwith rules for estimating the accounting pricesof several specific environmental naturalresources, transacted in a few well knowneconomic institutions.  相似文献

竞争与所有制改革是目前自然垄断行业规制改革的主要趋势.但原有的理论和经验都是针对发达国家而言,对于转轨国家如何协调经济转轨与自然垄断行业改革却没有现成的理论与经验.所以,本文从转轨国家自然垄断行业引入竞争可能性以及所有制改革模式的选择入手,研究在加入策略性激励机制后竞争与所有制模式的不同组合对自然垄断企业绩效的影响.研究发现,转轨国家自然垄断行业改革进程取决于转轨国家市场发育程度以及改革的初始条件;混合所有制的企业竞争模式比完全私有化的社会福利水平要高,也更适合于转轨国家自然垄断行业改革的所有制选择模式.  相似文献

This paper focuses in particular on the 1992 tax reform in Norway. In this reform the top marginal tax rates were cut considerably. We find that the impact on overall labor supply is rather modest, but these modest changes shadow for stronger sectoral changes. The tax reform stimulated the women to shift their labor from the public to the private sector and to work longer hours. A calculation of mean compensated variation, calculated within the framework of a random utility model, shows that the richest households benefited far more from the 1992 tax reform than did the poorest households.  相似文献

In this paper, we assume that the domestic public firm competes in the market with a foreign private firm that cares about consumer surplus and the domestic government imposes tariffs on foreign firm. We aim to analyze the influence of the corporate social responsibility (CSR) level of foreign firm on privatization and tariff policy. It shows that if the government implements a privatization policy for the domestic public firm, the optimal degree of privatization decreases in the CSR level of foreign firm. Under the optimal privatization policy, if the product differentiation is relatively small, the equilibrium tariff increases in the CSR level; if the product differentiation is relatively large, the equilibrium tariff decreases in the CSR level; if the product differentiation is moderate, the relationship between the equilibrium tariff and CSR level is an inverted U-shape. We further consider the policy implications under sequential moves of firms.  相似文献

Economic circumstances have been argued to be a major determining factor of attitudes toward redistribution, but there is little well‐established evidence at the individual level. The Swedish National Election Studies are constructed as a rotating survey panel, which makes it possible to estimate the causal effect of economic changes. The empirical analysis shows that individuals who lose their job become considerably more supportive of redistribution. Yet, attitudes toward redistribution return to their initial level as economic prospects improve, suggesting that the effect is only temporary. While a job loss also changes attitudes toward the political parties, the probability of voting for the left‐wing is not affected.  相似文献

Repeated dichotomous choice contingent valuation data are generated from responses to a succession of binary questions regarding alternative prices for an environmental good. In this paper we propose a simultaneous equation model that allows for endogeneity and error correlation across the responses at each stage of the bidding process. The model allows us to study the evolution of anchoring effects after the second dichotomous choice question. Estimation involves the Bayesian techniques of Gibbs sampling and data augmentation, and the application focuses on the preservation value of a natural area. The results for a data set involving up to four successive dichotomous choice questions show that restricted multiple-bounded models are rejected by the data with the general model. In addition, willingness to pay tends to stabilize after the second stage in the elicitation process for the general unrestricted model. When taking anchoring effects into consideration, it is revealed that individuals’ responses in the latter stages are influenced by the sequence of bid prices offered in earlier questions. Nevertheless, they do not have a significant effect on welfare estimates.   相似文献

Malaysia's New Economic Policy (NEP), promulgated in 1971, established a two-pronged national social justice agenda of poverty reduction, and social restructuring or pro-Bumiputera affirmative action. This distinction of these policy objectives must be appreciated, but various misconceptions, especially regarding affirmative action, have resulted in polarization and stalemate after 50 years of the NEP. Social justice and affirmative action must be conceptualized and evaluated with clarity and rigor, with policy objectives, mechanisms and outcomes aligned. Malaysia needs to systematically formulate a new social justice paradigm, building on the NEP and anchored on the principles of equality and fairness. In the affirmative action sphere, this framework must focus on developing capability and competitiveness, and balance identity, need and merit in the allocation of opportunity.  相似文献

本文从探索式学习和利用式学习两个视角来研究组织学习,对社会资本通过组织学习作用于企业绩效的机理进行理论分析和实证检验。研究结论表明,组织学习在社会资本和企业绩效之间具有中介作用,其中,外部社会资本有利于探索式学习,而内部社会资本有利于利用式学习;探索式学习有利于提高新产品绩效,利用式学习有利于提高综合绩效,探索式学习与利用式学习之间具有协调和协同效应。  相似文献

Dozens of school districts and college admissions systems around the world have reformed their admissions rules in recent years. As the main motivation for these reforms, the policymakers cited the strategic flaws of the rules in place: students had incentives to game the system. However, after the reforms, almost none of the new rules became strategy-proof. We explain this puzzle. We show that the rules used after the reforms are less prone to gaming according to a criterion called “strategic accessibility”: each reform expands the set of schools wherein each student can never get admission by manipulation. We also show that the existing explanation of the puzzle due to Pathak and Sönmez (2013) is incomplete.  相似文献
