伴随着微博渐趋平民化与大众化,微博问政这一“民间舆论场”受到网民青睐.微博问政对公共政策的制定利弊皆存：它有利于推动社会问题进入政策议程,维护政策合法化,促进政策制定的民主科学化；但由于虚假信息过多、利益集团、国外敌对势力的干扰、数字鸿沟的差异使得微博问政给公共政策制定也带来消极影响.本文将立足阐述微博问政兴起的背景与发展现状,分析其对公共政策制定的利弊,最后将探讨提升微博问政在公共政策制定中效能的路径.     

公文流转中文件安全传输的技术实现

为进一步提高办公效率，实现中央银行与银行业金融机构之间公文高效、安全传递，本文简要介绍了金融机构间公文传输中所涉及的安全技术：PKI（公钥设施基础）基本概念、基本组成、基本运行模式以及RSA算法，并设计了金融专网间公文安全的传输技术方案。     

Employee creativity trumps supervisor-subordinate guanxi: Predicting prequitting behaviors in China's hotel industry

This study aims to explore the moderating roles of supervisor-subordinate guanxi and employee creativity in the perceived organizational support-organizational commitment-turnover intention link in the Chinese hotel organizations. Using a matched sample of 85 supervisors and 249 subordinates from 13 hotels in Shenzhen, China, we found that both supervisor-subordinate guanxi and employee creativity altered the relationships of perceived organizational support, affective commitment and employee prequitting behaviors. A significant conditional direct effect of perceived organizational support on prequitting behaviors was moderated by low supervisor-subordinate guanxi. Furthermore, a significant conditional indirect relationship between perceived organizational support and prequitting behaviors was found at high employee creativity. Moreover, interactive effect of affective commitment and employee creativity exerted a significant negative effect on prequitting behaviors. Findings shed light on the changing traditional values in modern management practices and the conditions under which organizations can improve employee retention. Theoretical and practical implications for talent management are discussed.     

Updating Seminal Studies of Entrepreneurial Researchers in the 60's to the 90's

ABSTRACT

As early as the 1960's various researchers of African and Nigerian small business and entrepreneurship like P. Schatz, P. Kilby, J. Harris and M. Rowe, A. Ale, W. Nafziger, J. Wilde and others have been debating. Their argument is with attempt to trace and identify the factors which continue to stunt the growth and development of small and medium enterprises (SME's) and entrepreneurship in Africa and in Nigeria. The investigations carried out by these and other researchers on this subject should be accepted as pertinent and justifiable. This is especially so, in consideration of the abundant availability of both natural and mineral resources for use as raw materials within the continent. In addition, enormous amount of funds has been expended alongside immense attention and effort by governments towards the development of small-scale industries and entrepreneurship. A number of external factors therefore, like inadequate infrastructure, scarcity of machines, spare parts and equipment, lack of information, paucity of raw material supplies and problem with government policies and officials as well as cultural factors have been identified among the most serious obstacles. Internal factors such as poor organizational planning, problems of succession, inadequate re-investment of profits, lack of capital and poor managerial skills have also been noted by other researchers as main growth barriers. This research updated earlier work done by these different groups of researchers with reference to the small plastics manufacturing sector in Nigeria to see if there have been any changes in the last 10-30 years of study. The findings revealed that there has hardly been any significant difference in terms of improvement especially of external constraints observed between the 1960's and 1990's. However, the study found a number of progressive internal improvements being applied in other small plastic manufacturing businesses. Recently, some small plastics manufacturing entrepreneurs on their own initiative have learned to create and innovate various ways of coping with constraints facing their businesses independently.     

Socio-technical challenges in the development of digital multimedia broadcasting: A survey of Korean mobile television development

This paper examines the prospectus of Digital Multimedia Broadcasting from the technical, economic and regulatory issues. This paper attempts to gain a better understanding of how DMB will evolve and stabilize in next generation network environments. Two research questions guide this study: (1) How does DMB trigger a change in policy, market and industry structure? (2) What are the driving forces of the rapid DMB development in Korea? As these questions involve socio-technical issues, this study uses a socio-technical perspective to investigate the complex relations between the social and technical aspects of DMB by highlighting the co-evolving nature, diversity, and interface between different driving forces and policy. The finding is that Korean DMB is the outcome of a proactive strategy of a telecom carrier and the Korean government's industrial policy to support such strategy. Among the push-oriented trajectory, however, non-technical issues such as users, market and regulation are left behind, which reveals the disjunction of the DMB development in terms of the socio-technical system perspective. The development of DMB sheds light on the growing challenges in the dynamics of industry, regulation, and technology.

Superhighway patrolman

This fictional prototype explores two of the future's major societal challenges: the delivery of healthcare to an increasingly ageing society; and the policing of a society, in which digital surveillance may predominate. It contrasts the author's vision of what life could be like in the United Kingdom in a decade's time (just as he contemplates retirement) with the simpler values of the 1980s, when he began his postgraduate career. The lyrics of the poignant 1982 Bruce Springsteen song, “Highway Patrolman” are used to bridge the epochs¹. The prototype relocates the two main ‘middle-America’ characters, brothers Joe and Frank Roberts, in London in the year 2025. Much has already changed politically and socially in ‘Western societies’ in the intervening period up to 2012, driven by the inexorable advances of technology. As further scientific advances drive us to an anticipated paradigm change,² one can only speculate on how society will advance, posing serious ethical dilemmas. Many of the changes will be positive. However, the story explores the potential negative consequences to the ageing population, in what appears to be a successful economy. Although somewhat pessimistic in outlook, a hopeful conclusion is that the ‘ties that bind’ will still predominate.
