区域自主创新环境评价模型构建及实证分析

自主创新环境由资源环境、市场环境、政策法规环境、制度环境、社会文化环境和服务支持环境等六个方面因素构成。基于自主创新环境的内涵及构成,构建了多层次的区域自主创新环境评价指标体系模型,并应用模糊层次分析法对福建省自主创新环境状况进行定量评价与分析。

网络基础设施建设对城乡收入差距的影响研究 ——基于“宽带中国”战略的准自然实验

城乡收入差距的存在是城乡发展不均衡的重要体现,缩小城乡收入差距是我国实现2035年远景目标的必然要求。本文基于2005—2018年285个地级以及上城市的数据,将"宽带中国"战略作为一项准自然实验,利用倾向得分匹配双重差分(PSM-DID)模型评估网络基础设施建设对城乡收入差距的影响。研究结果表明:第一,"宽带中国"战略对城乡收入差距的影响系数显著为负值,即网络基础设施建设缩小了城乡收入差距,经过一系列稳健性检验后结论依然可靠。第二,网络基础设施建设显著缩小了中西部城市、南方城市、大中城市和传统基础设施水平较高城市的城乡收入差距,对其他城市的城乡收入差距没有显著影响。第三,网络基础设施主要通过互联网用户规模效应和数字普惠金融效应传导机制缩小了城乡收入差距。因此,要继续贯彻"宽带中国"战略的实施,发挥示范城市的带头作用,通过增加互联网用户规模、推动数字普惠金融的发展来缩小城乡收入差距。     

Highway to Economic Growth? Competition in Public Works Tenders in the Democratic Republic of Congo

The Democratic Republic of Congo (DRC) is one of the poorest countries in the world. The construction sector will play an essential part to bring the country on the path of economic growth, and competition within the sector is crucial to achieve this goal. In this paper, we analyse the effect of competition in public works tenders in the DRC, using a unique and newly assembled database on public works contracts. We find that the number of participating bidders significantly reduces contract prices, confirming our prior hypothesis that competitive pressure can enhance the overall performance of the sector. Further, we account for the possibility of heteregenous tender participants, finding that the competition effect can vary with the degree of bidders' heterogeneity.

随着我国高等教育事业的蓬勃发展,建设投资增大,工程审计作为规范建设管理的重要部分也随之跟进。由于学校内部审计人员数量有限,不能满足日益增多的审计任务,为此,委托社会审计就成为内审工作的重要部分。为了规范委托社会审计单位管理,严格控制审计质量,试通过建立社会审计单位备选库和PDCA循环控制方法对工程委托审计质量控制进行研究。     

Flexibility,labour subcontracting and HRM in the construction industry in Singapore: can the system be refined?

Labour subcontracting is an important labour-use strategy in the construction industry. In their search for labour-market flexibility, employers in the construction industry in Singapore rely extensively on the Kepala (labour subcontracting) system. The Kepala system offers a 'convenient' way of managing operative (skilled, semi-skilled and unskilled) construction workers. Essentially, this paper discusses the merits and demerits of the Kepala system. It is argued that, although employers in the construction industry derive some strategic benefits from the use of labour subcontracting, on the whole, the system has some adverse consequences for workers, companies, the industry and HRM functions. But, in the absence of any better system that the employers can turn to, it is necessary for the Kepala system to be refined. Thus, it is suggested that the Japanese model of labour subcontracting offers lessons, but will require modifications and adaptations before being applied in Singapore.

"Thank God . . . I thought for moment you were going to confess to converting to socialism! 'critiques McCloskey's account of her transition from a heterosexual male professor of "Chicago school" economics to a female, "free-market feminist." McCloskey's account raises fascinating questions for all feminists regarding both one's definitions of gender, and the institutions and practices which reinforce gender boundaries. At the same time, McCloskey's account is found to be lacking in certain respects. For example, she pays insufficient attention to the implications of gender for rational-choice, free-market economic theories, and she insufficiently contextualizes her definitions of masculinity/femininity to a particular class and race in the late 20th century US.     

新疆兵团农地利用的绩效评价

文章分析了兵团的农地利用现状,从农地利用效率、农地利用集约度和农地利用效益三个方面选取17个指标建立了农地利用绩效评价指标体系,进而对兵团的农地利用绩效进行了评价。结果表明:兵农地利用效率、利用集约度和利用效益都均呈现出上升的态势,农地利用绩效呈明显增长态势,绩效指数从0.2596增长到0.8006,进而提出了提高农地利用绩效的对策和建议。     

专业镇农产品销售与乡村游服务平台的构建研究——以中山市民众镇为例

本文根据中山市民众镇农产品和乡村游资源丰富,农产品市场价格波动而收益剧烈变化,乡村游宣传力度不够和配套设施不足而面临发展瓶颈的现状,在对电子商务在农产品和乡村游营销促进作用的研究的基础上,提出在该镇建立农产品销售与乡村游服务平台构建方案,形成“I＋N＋N”的专业镇集农产品销售与乡村游一体服务平台,以满足中小微乡村游企业发展和农产品销售的需要,推动当地以旅游业为主的第三产业的发展和农业经济的发展。
