Location-based tax policies are redistributive as evidenced by their placement in distressed areas. However, the previous literature has focused on mean effects which can mask important effects that the program has on the distribution of households. Therefore, we extend the literature by studying changes in the entire household income distribution, in the context of the federal Empowerment Zone (EZ) program. We do not find evidence that the impoverished residents benefited from the program. Our findings are consistent with the areas becoming more attractive to high-income households. The improvements in the areas were concentrated in those portions of each zone that were relatively better-off prior to EZ designation. The results confirm the prior literature findings that the areas, on average, became more attractive but also suggest that the benefits of the program likely did not accrue to the lower-income residents of the EZ areas.  相似文献

Wetland mitigation banking (WMB) is an organizational form that attempts to balance the ecological goals of wetland conservation and the economic goals of development with the aim of improving the implementation of wetland offsetting. Given the resulting tension, it is important to understand how the way stakeholders employ the WMB regulatory framework affects the goal of No Net Loss of wetlands. In this study, we interviewed WMB stakeholders in Florida in the United States to identify their strategies during negotiations around different aspects of defining wetland mitigation credits (e.g. service areas, types of credit and credit release schedules). Using the approach of New Institutional Economics, we found that within a framework of well-defined rules that nonetheless allow flexibility, WMB enables a field of action for negotiating within a zone of ecological-economic viability – in part due to the stakeholders’ interest in maintaining a good reputation in this field. Outside of this zone of viability a wetland mitigation bank proposal collapses for economic or ecological reasons.  相似文献

This paper studies pension fund design in the context of investment in the debt and equity of a firm. We employ a general equilibrium framework to demonstrate that: (i) the asset location ‘puzzle’ is purely a partial equilibrium phenomenon, conceived in a risk neutral setting, that disappears with the introduction of sufficient risk aversion; (ii) the inability of policy makers to manage an economy with multiple firms yields a mixed equilibrium, where bonds are observed in both taxable and tax-deferred accounts; and (iii) the Pareto-efficient pension plan comprises of a defined benefit plan.  相似文献

The cadastral systems used in each country and region have developed through the centuries to their current form. We cannot assume that the current situation will remain the same from this point to the future. There are signs in recent studies and development projects throughout the world that those cadastral systems which are traditionally seen as well-functioning also need to be renewed as society changes at a rapid pace.This study is set up to analyze the future needs of a cadastral system and registers related to it in Finland. The objective of the study is to reveal future themes affecting the operational environment of the cadastral system by using research methods provided by futurology. The method used in this study is called environmental scanning and it consists of three phases: collecting events, recognizing phenomena and combining the phenomena as themes.The study analyses 352 literature sources and reveals 14 different future themes in the operational environment of the cadastral system, which are economic pressure, demographic changes, development of technology, transparent society, safety, environmental values, globalization, digitalization, know-how, quality, political change, soft values, public-private partnership and crowd sourcing. The future themes, their possible relations between each other and their significance for the cadastral system are analyzed by using the concepts of megatrends, trends, wild cards, driving forces and weak signals and reflecting the results to research made in the field of land management internationally.The results can be used when renewing a cadastral system, in order to consider possible future themes that may affect the system. Detecting and recognizing the future themes provides an opportunity to react and change the course of action in order to adapt to the future. The results are not only usable in the Finnish context, but can also be applied in other countries⿿ development of their cadastre and as part of environmental scanning.  相似文献

This paper examines the determinants of tax morale in Pakistan, a country that has struggled with low tax effort over the past decade. We exploit novel data for individual taxpayers collected in 2014 by Pakistan’s Federal Board of Revenue to estimate a binary probit regression model. Our results are generally in line with the findings of the modern empirical literature on tax morale in other countries. Overall, groups with lower labor force participation show more positive attitudes toward tax compliance. Educated respondents exhibit higher tax morale than the illiterate, but only for those with very low or very high educational attainment is tax morale higher than for those with bachelor’s degrees. Tax morale is highest in major industrialized population centers that serve as seats of government. Females show generally higher tax morale than males, however, their attitudes tend to worsen with age to such an extent that elderly females have lower tax morale than elderly males. Our findings on gender suggest potential gains from increasing female labor force participation rates. More generally, addressing the current failures of tax administration and dealing with horizontal inequity arising from administrative weaknesses may contribute materially to improving voluntary compliance.  相似文献

Using separate nationally representative surveys, this study compared the views and perspectives of farmers towards agricultural related conservation issues with that of the general public. Results suggest that both the general public and farmers expressed similar levels of concern regarding the environment as a whole. This is an encouraging sign when it comes to environmental protection, as it indicates a certain level of agreement between farmers as the group whose activities largely shape the quality of the rural environment, with the views of the general public who are the major consumers of landscape related environmental public goods. The analysis did, however, reveal important differences in attitudes in relation to certain environmental issues such as the relative importance of maintaining wildlife and habitats and having wild flora and fauna in the countryside. These activities could be seen as in conflict with farmers’ productivist attitudes. We found no significant difference in environmental attitudes between farmers who have participated in voluntary agri-environmental schemes and those who did not. Results also suggest that there is significant heterogeneity in public attitudes towards environmental issues. Specifically, age, income, place of residence and presence of children were all significantly associated with environmental preferences. The study concludes that consideration needs to be given to the different views and perspectives of farmers and the general public in formulating policy aimed at providing an optimal mix of agricultural related environmental public goods and services.  相似文献

Estimation of ecosystem service values is a hot area of research in ecological conservation and economics. However, the costs of these outputs are largely unknown. In this paper, we estimated the opportunity cost of water allocated to afforestation projects through mathematical modeling based on statistical data for all of China to provide support for restoration planning based on a fuller consideration of the true costs. To guide future ecological conservation and environmental policy development, we illustrate a neglected concept (ecosystem service costs) and use this concept to compare the ecological services provided by ecological restoration based on afforestation with those of restoration based on the conservation of natural vegetation using data obtained since 1949 in China. The results showed that afforestation and natural vegetation create annual costs related to use of the available water resources equal to 4800 and 3700 RMB ha−1, respectively, representing a water opportunity cost of 1100 RMB ha−1 for afforestation. This illustrates the rule that “there is no free lunch” for any service, including ecosystem services. Therefore, to support the development of more effective and sustainable environmental restoration policy, it will be necessary to evaluate the associated opportunity costs.  相似文献

An important determinant of informality in a country is its tax enforcement capacity, which some authors argue further distorts the decisions of firms and creates inefficiency. In this paper, I assess the quantitative effect of incomplete tax enforcement on aggregate output and productivity using a dynamic general equilibrium framework. I calibrate the model using data for Mexico, where the informal sector is large. I then investigate the effects of improving enforcement. I find that under complete enforcement, Mexico's labor productivity and output would be 19% higher under perfect competition and 34% higher under monopolistic competition. The source of this gain is the removal of the distortions induced by incomplete enforcement of taxes. These distortions affect the economy in three ways: by reducing the capital–labor ratios of informal establishments; by allowing low-productive entrepreneurs to enter; and by misallocating resources towards low-productive establishments. As a result, TFP and capital accumulation are reduced, and hence output. I decompose the gains following the guidelines of five leading papers in the literature of resource misallocation across plants. I isolate the effects of pure factor misallocation, distorted occupational choices, capital accumulation, and complementarities. I also study marginal improvements in enforcement and find that there is an inverted-U relationship between the size of the informal sector and output. This reflects the fact that improving enforcement entails a tradeoff: more taxes vs. fewer distortions.  相似文献

The gold ores in Roşia Montană have been intensely mined for the last two thousand years, as this mining district was one of the richest gold deposits in the Apuseni Mountains (the so-called Golden Quadrangle of Romania). Itis currently considered the largest gold deposit in Europe. Up until a few decades ago, gold mines had a relatively predictable path, which began with exploration and ended with abandonment. This has since changed, once the impact of abusive past or current exploitation methods and technologies has been deemed unacceptable by the state and the public. With its millennia-old history of mining, Roșia Montană raises the intriguing question of what does the future hold for different actors in a situation that is clearly unsustainable, but which may be continued through environmental rehabilitation, or even a larger mine. We address the question for this particular mine by drawing on a worldwide database of similar cases contained in the Environmental Justice Atlas (EJAtlas). We consider three scenarios, namely: 1) continued degradation with no intervention; 2) approval of large-scale mining, due to international arbitration; 3) environmental rehabilitation. These capture the most plausible future scenarios of the Roșia Montană case and, by relating them to the relevant transnational environmental justice context, we aim at assessing their implications for different actors and also the extent to which they are illustrative for the fate of other mines worldwide. Mine closure and the rehabilitation of the environment, regardless how distant they may seem at the beginning of the prospection and extraction stage, are imminent in the mine life cycle and a mandatory step of the environmental management process. We conclude by suggesting under which governance regimes each scenario is likely to unfold and what implications can be drawn for public policy.  相似文献
