高校经济合同审计工作的探索

随着社会改革的不断深入和经济的高速发展，各高校对基础设施和教学科研等的资金投入也相应大幅度增加，需要签订的经济合同也越来越多。如何在复杂的环境中做好经济合同审计工作，成为高校审计人员在审计工作中遇到的新课题。     

注册会计师的角色认识与监管中的难题思考

从审计市场的供需两方来看,作为以提供审计服务换取收入的注册会计师,不可避免地有着“经济人”的共有特征——追求自身利益最大化,但同时,由于需求方信息使用者的广泛性,注册会计师实际上又肩负着维持市场秩序的社会责任,这正是注册会计师比其他提供劳务的行业受到更多限制的原因所在。从中关独立审计的发展轨迹可见,为了使注册会计师担当好其应有的社会角色,单靠市场或政府都是不可行的,作为公众利益的代言人——政府,如何合理把握市场与政府的界限,做好市场主体权利的配置是各国政府共同面临的难题。

将评价指标体系应用于经济责任审计可避免审计的随意性和不同审计人员审计的不一致性,本文以高等院校为主体从合法合规性、效益性、目标性等方面设计了经济责任评价指标体系。     

Growth at the EU periphery: the next enlargement

In 2004, 75 million people are scheduled to become EU citizens, making this the largest round of expansion of the Western European club to date. Of the 10 new entrants, 8 are former socialist economies, for which membership in the EU represents the coronation of an effort began with the fall of the Berlin wall in 1989. Based on their recent economic performance, the Central and Eastern European countries appear to be well on their way to successfully integrate in the Western European club, while the Baltic Republics still lag behind. The gap between the two groups emerges when we consider the adjustment of the production structure, the composition of trade and FDI flows, and income distribution. The evidence we review appears to support the role of institutional quality to facilitate integration in the world market and overall economic performance.     

Union games: technological unemployment

Summary. Given a production economy, we define union games by considering strategic behavior of the suppliers of factors. We refer to the Nash equilibria of this game as union equilibria. We analyze situations where the unemployment of factors is supported as a union equilibrium. The degree of unemployment depends on technological conditions. This allows us to model a source of unemployment which differs from the usual sources provided in the literature. We state a limit result that demonstrates that, as the market power of unions decreases, the corresponding sequence of union equilibria converges to the Walrasian equilibrium, that is, to full employment of factors. Cointegration, causality and export-led growth in Mexico, 1895–1992

Cointegration and Granger-causality tests show that real exports and real GDP in Mexico over 1895–1992 were cointegrated and there was a significant and positive Granger-causal relationship running from exports to economic growth.

国际经济法是国际公法的一个重要组成部分，它经过了三个阶段的形成与发展。特别是自上世纪70年代以来，国际知识产权组织成立，国际知识产权的法律地位日益突出，知识产权的法律保护也就成为各国关注的焦点。如何推动更公平、平等的国际经济新秩序和知识产权法律的完善与发展，是值得研究的新课题。     

The Effects of Public Ownership and Regulatory Independence on Regulatory Outcomes

We examine the effects of public ownership and regulatory agency independence on regulatory outcomes in EU telecommunications. Specifically, we study regulated interconnect rates paid by entrants to incumbents. We find that public ownership of the incumbent positively affects these interconnect rates, and suggest that governments influence regulatory outcomes in favor of incumbents in which they are substantially invested. However, we also find that the presence of institutional features enhancing regulatory independence from the government mitigates this effect. In order to study regulatory independence, we introduce a new cross-country time-series database—the European Union Regulatory Institutions (EURI) Database. This database describes the development of institutions bearing on regulatory independence and quality in telecommunications in the 15 founding EU member states from 1997 to 2003 *We thank Laurent Pipitone for superb research assistance.
