非贸易关注问题的本质特征是农业的多功能性,即商品产出功能和非商品产出功能。非商品产出功能的基本特征是联合生产特征、公共产品特征和外部性,这三个特征互相融合,是三位一体的关系。本文对农业的非商品产出的外部性在国际贸易中的影响进行了理论分析,得出结论,在多数情况下,人们观察到的在自由贸易中进口国利益受损的原因在于农业的外部性未被内部化,而不是通常人们认为的是由自由贸易所导致的。在此基础上推论出其在非贸易关注问题中的政策含义,并指出了谁在非贸易关注问题中受益。最后,提出了我国在非贸易关注问题中应持的立场。 相似文献

Abstract Residents' perceptions of the specific quality attributes of food and service that affect the quantity of food consumed and their satisfaction with the dining service were explored. Eight focus groups composed of 45 residents were conducted in three continuing care retirement communities. When asked to identify the two most important attributes affecting food quality, the participants identified flavor/taste and texture/tenderness of meat. Appearance of staff and attentiveness of service were the most important attributes affecting service quality. These results can be used in identifying strategies to enhance the quality of food and service and overall satisfaction and developing an instrument to evaluate residents' satisfaction. 相似文献

ABSTRACT The publishing of food safety inspection scores in the media has been the subject of much debate and controversy among consumers, health inspectors, and reporters. Part of the debate centers around whether publishing the results of health inspections by the media influences foodservice establishments to gain better scores, since the media influence consumers' decisions as to whether or not to patronize an establishment. Using a case study approach, the health inspection scores obtained from Tippecanoe County, Indiana, US are analyzed prior to and after media reporting began to determine if the publishing of scores does impact the scores foodservice establishments receive. The results show that overall inspection scores and individual inspector's inspection scores increased and the number of consumer complaints to the health department decreased. This suggests that the reporting of restaurant inspections in the media not only provides information to consumers, but may also impact the inspection process itself. 相似文献

There is growing interest in the use of trade policy to create a healthier food supply. Eighty percent of chronic disease deaths occur in low and middle income countries, and a responsive food policy is an absolute necessity. In this paper we analysed three trade-related food policy initiatives to reduce the supply of fatty meat in the Pacific, in order to help public health workers understand how to effect policy change in sectors beyond the health portfolio. We found that policy uptake and implementation were easier with advocacy, tailoring the policy to the political context, the selection of policy tools that align with Government priorities (e.g. trade commitments) – ideally tools that are already used by trade policy makers in other contexts – and a broad justification for the policy initiative. Barriers to policy success included a focus only on health concerns (not taking into account policy issues of other sectors), limited engagement from other sectors in proposing and developing these cross-sectoral policies, and lack of a clear enforcement mechanism. 相似文献
