This article provides some insights into how performance contracting works in practice in a developing country context, using the case of the Ghana Water and Sewerage Corporation (GWSC). Performance contracting has been a useful instrument for restructuring the state-owned enterprises (SOE) sector in Ghana, and the GWSC has made some moderate improvements since its introduction. However, the article highlights some of the institutional constraints and capacity issues that reformers will have to pay attention to, including overstretched capacity of the monitoring agency, a weak information management system and inconsistent compliance to contract by government. The findings also highlight the difficulty of separating politics from operational/management issues, especially in politically sensitive public services, yet performance contracting relies on such separation to be effective. Also it shows how informal behaviour undermines the formality of performance contracting.  相似文献

The objective of this study was to examine the effect of global–local interactions on food production and consumption in Ghana, and identify possible local solutions. Primary data were collected using a combination of quantitative‐qualitative methods, which included focus group discussions and one‐on‐one interviews. Approximately 450 household heads were randomly selected and interviewed between August 2007 and August 2008 in Eastern, Central, Upper East and Northern Regions of Ghana. Findings revealed increasing consumption of foreign rice as opposed to decreasing consumption of local rice and other staples like millet, sorghum and yam because of global–local interactions. However, opportunities exist to re‐localize production‐consumption patterns through the use of ‘glocal foods’ like improved ‘koose and waakye’. Referencing the situation in Ghana, the study recommends improved production and processing practices backed with appropriate technologies that reflect changing consumption dynamics in order to take full advantage of opportunities created as a result of global–local interactions.  相似文献

Contract farming (CF) is attractive as a possible private sector-led strategy for improving market coordination and smallholder farmers’ welfare. At the same time, governmental and non-governmental development projects aimed at improving farmers’ welfare continue to be organized. It is not uncommon for CF activities and development projects to take place in the same communities. Yet so far there is no evidence on how development projects affect CF activities. We examine factors affecting entry in and exit from different maize CF schemes in Northern Ghana, and focus specifically on the role of development projects. We find that the presence of agricultural development projects in the community is associated with lower scheme entry, but this not the case for non-agricultural projects. CF exit is more strongly associated with maize projects, but not significantly with non-maize or non-agricultural projects. Thus, our findings do not support concerns of a general moral hazard problem arising from the presence of any development project, but indicate possible negative associations of more closely related agricultural or maize projects with maize CF participation.  相似文献

This study investigates residents' perceptions of tourism's physical impacts in the Lake Bosomtwe Basin in Ghana. Data were based on a resident survey conducted in the basin in January 2006. Residents perceived both positive and negative impacts of tourism development, but were more inclined to the positive side. Based on the findings, it is recommended that the district assemblies in partnership with the Ministry of Tourism should start managing the impacts, and also educate the local population on the dangers of underestimating the negative impacts of tourism on the environment.  相似文献

This study replicates and extends previous research focusing on China, to a sub‐Saharan African emerging economy environment. Specifically, the study directly replicates the impact of social capital derived from the micro‐managerial networking relationships and ties with top managers at other firms and government officials on macro‐organizational performance using data from Ghana. This study further extends previous work by examining the impact of social capital derived from managerial social networking relationships and ties with community leaders on organizational performance. It examines how the relationship between social capital and organizational performance is contingent on an organization's competitive strategic orientation. The findings suggest that social capital developed from managerial networking and social relationships with top managers at other firms, government officials (political leaders and bureaucratic officials), and community leadership enhance organizational performance. The findings from the contingency analyses reveal some interesting trends. The impact of social capital on organizational performance differs between firms that pursue the different competitive strategies (low‐cost, differentiation, and combination of low‐cost and differentiation) and those who do not pursue those strategies. This paper provides an empirical analysis of the factors accounting for inflation dynamics in Ghana using the bounds test and other econometric approaches. We find that real output, nominal exchange rate, broad money supply, nominal interest rate and fiscal deficit play a dominant role in the inflationary process in Ghana. To the extent that output growth by far has the strongest impact on inflation, targeting supply‐side constraints will help moderate price inflation. The paper concludes that inflation in Ghana is explained by a combination of structural and monetary factors consistent with prior studies.  相似文献

ABSTRACT

This study ascertains the extent to which the marketing concept has been adopted and implemented by banks in Ghana. It addresses a gap in an area that is currently under researched and provides insight into the banking services industry in a developing country. All sixteen licensed banks in Ghana were included in this study. The data was collected through in-depth interviews and self completed questionnaires. The results suggest that marketing departments in the banks are organised mainly within headquarters and headed by marketing and advertising/public relations managers. The marketing activities in the banks are associated with the stage where marketing orientation is perceived as advertising and public relations. There is a partial lack of marketing culture in the banks. The total and formal acceptance and understanding of the marketing concept is at an embryonic stage in the evolutionary process.  相似文献

Abstract

The objective of this paper is to investigate the relationship between ethnocentrism of Ghanaian consumers and their attitudes toward a “buy local” campaign. Two hundred and thirty three consumers were interviewed in Cape Coast, the capital city and administrative centre of the Central region of Ghana. Data for the study were collected through interviewing using the mall intercept approach and factor analysed. Our findings show a relationship between ethnocentrism and attitudes of Ghanaian consumers toward the “buy local” campaign. Furthermore, the factor analysis results indicate that the attitudes of the Ghanaian consumers to the buy locally-made products can be characterized as protectionist, nationalistic, and self-interest. Implicitly, the consumers will buy Ghanaian-made products where they are of comparable quality and price as foreign-made products. This requires companies to ensure that their products are of high quality and prices are commensurate with quality. This study contributes to the ethnocentrism and country of origin literature pertaining to the African region, which is sorely under-researched.  相似文献

Abstract

The last two decades have witnessed an increase in the number of business organizations which have recognised and adopted formal measures for undertaking strategic planning in industrialised countries. Notwithstanding the volume of pedagogical literature concerning strategic planning practice, there is limited evidence on issues relating to the planning process in developing nations. Although executives in transition developing economies may be stimulated to adopt a robust approach to planning their commercial activities, the justification for such an orientation has tended to rely upon intuitive thinking and conceptual contributions to knowledge. It is suggested that empirical tests or the anticipated benefits of planning might be more revealing and provide a grounded approach to assessing the utility of strategic planning for businesses operating in an emerging developing market. For this reason, the focus of this article is a discussion of the findings from an empirical study that investigated the perceived attitudinal and behavioural consequences of strategic planning, with the aim of determining the significance of such effects on planning among firms operating in Ghana's transition economy.
