As the second longest practicing inflation targeting economy in Africa, it is of interest to investigate the degree to which policy interest rate influences other money market rates so as to gauge the overall effectiveness of monetary policy transmission in Ghana. This study evaluates the degree of connectedness among money market rates and also determines the most dominant money market rate(s) in Ghana. The basic finding is that the monetary policy rate has a low-to-moderate influence on volatility dynamics of other money market rates in Ghana across historical time-interval and time-frequency domains. This is a reflection of a generally weak capability of policy interest rate to drive other market rates in Ghana. Both monetary policy rate and Treasury bill rate are net transmitters of shocks, while interbank, lending and saving rates are net receivers of shocks in the money market. However, the Treasury bill emerges as the largest shock transmitter in the money market, across all forecast horizons and analytical domains. The lending rate is the largest shock recipient in the money market, largely from the Treasury bill rate which suggests ample evidence of fiscal dominance in Ghana. The study accentuates the exigency for monetary and fiscal policies to expeditiously address the domestic structural bottlenecks, especially in the financial sector and the fragile fiscal profile, in order to strengthen policy transmission in Ghana.  相似文献

The study examines the effect of religious affiliation on livelihood activity choice amongst a sample of 1209 women in the Yilo and Lower Manya Krobo Districts of Ghana. We attempt to disentangle the effect religion would have through its effect on risk preferences, from the effect it would have due to creation of social capital or the effect of clustering due to social identity. We find evidence that there is a strong positive social capital or social identity effect of being Catholic, Pentecostal or Protestant when it comes to farming. This effect is also positive for Protestant and Catholic women for wage employment. This social capital and social identity effect is significantly negative for Catholic, Pentecostal and Protestant women in the case of petty retailing. Women who are willing to take risk are more likely to be in farming and less likely to be wage employed than risk averse women. However, the effect of risk aversion as a result of being Catholic, Protestant or Pentecostal only seems to have a negative effect in the case of farming. The risk aversion effect does not appear to act through religious affiliation when it comes to wage employment. It is recommended that any policy intervention aimed at enhancing livelihood activities of women in this area should take into consideration any relative advantage of having a specific religious affiliation. Such policies should take cognizance of both clustering and networking effects resulting from belonging to a religious group. Risk profiles of women are also important when implementing such policies. Other important considerations are age, household headship, education, dependency ratio, household farm ownership and household enterprise ownership.  相似文献

Ghana was one of the first countries in sub-Saharan Africa to be connected to the Internet, yet has very low Internet usage (5.3 users per 100 inhabitants). A qualitative study including in-depth interviews with ISPs explored Internet diffusion in Ghana. Findings suggest that due to Ghana's inefficient and outdated fixed-line infrastructure, universal Internet access goals might not be achievable through fixed-line technologies. Rather, wireless technologies may be more efficient. However, high access costs continue to be a barrier. Policy options to encourage widespread deployment of wireless broadband and cost reduction are presented as suggestions for further research. These include using universal service funds to expand the national backbone with an open access high capacity wireless backbone to reach unserved and underserved areas, reducing license and regulatory fees for the wireless industry to encourage coverage and capacity expansion, and mandatory infrastructure sharing to reduce cost.  相似文献

Having reliable estimates of the shortfalls in road traffic crash data is an important prerequisite for setting more realistic targets for crash/casualty reduction programmes and for a better appreciation of the socio-economic significance of road traffic crashes. This study was carried out to establish realistic estimates of the overall shortfall (under-reporting) in the official crash statistics in Ghana over an eight-year period (1997–2004). Surveys were conducted at hospitals and among drivers to generate relevant alternative data which were then matched against records in police crash data files and the official database. Overall shortfalls came from two sources, namely, ‘non-reporting’ and ‘under-recording’. The results show that the level of non-reporting varied significantly with the severity of the crash from about 57% for property damage crashes through 8% for serious injury crashes to 0% for fatal crashes. Crashes involving cyclists and motorcyclists were also substantially non-reported. Under-recording on the other hand declined significantly over the period from an average of 37% in 1997–1998 to 27% in 2003–2004. Thus, the official statistics of road traffic crashes in Ghana are subject to significant shortfalls that need to be accounted for. Correction factors have therefore been suggested for adjusting the official data.  相似文献

Convicted for paying bribes to secure contracts abroad, Mabey and Johnson (M&J), a UK construction firm, made both legal and international business history. Drawing on hubris as a lens, we examine M&J's bribery scandal in Ghana and Jamaica. Through a qualitative study of court documents, witness statements, newspaper articles, and internal company emails, we unpack the bribery scheme operated by M&J executives that enabled the firm to illegitimately win major government contracts in Ghana and Jamaica. Fueled by executive hubris, M&J's practice of bribing foreign officials to secure contracts effectively insulated M&J executives from day‐to‐day realities. Over time, the firm's executives viewed themselves as infallible, exempt from established mores, invincible, and were unremorseful for their actions. Building on these findings, we develop a hubris‐bribery heuristic framework showing how individual, organizational, and institutional contexts constitutively fueled executive hubris, driving bribery at M&J. The implication for theory and practice is examined.  相似文献

Abstract

African countries face opportunities for the export of cultural products. Demand for these products has increased in recent years and has found distribution outlets via American and European mass retailers. The potential for African countries to exploit demand for locally produced crafts and cultural products depends critically on their ability to anticipate and respond to the market. This paper compares and contrasts craft production in Kenya and in Ghana in order to analyze the impact of culture on the countries' ability to exploit export opportunities. Key distinctions are raised in the areas of internally focused versus externally focused production and between products that are subject to local control in their production versus those that are not. Issues of authenticity versus representativeness are also raised relative to demand for craft products.  相似文献

This study explores the following novel research question: Do attributes relating to the resources and signals of lead entrepreneurs, particularly prior business ownership experience quality signals, reduce the probability that entrepreneurs will be chronic credit-rationed entrepreneurs in a developing economy context with resource deficiencies? Guided by insights from signalling, resource-based view of the firm and human capital theory, profiles of credit-rationed entrepreneurs (i.e. debt finance obtained but below the amount requested) are highlighted. The length of the debt finance gap was considered with regard to temporary (over one year), major (over two years) and chronic (over three years) finance gaps. We find support for our hypotheses relating to entrepreneurs whose firms are more innovative being more likely to be chronically credit-rationed, whilst firms with partners, entrepreneurs with longer prior business ownership experience and habitual entrepreneurs are less likely to be credit-rationed. The interaction with serial or portfolio entrepreneur reduces the chronic credit-rationing problem faced by innovative firms. A case for developing linkages between inexperienced novice entrepreneurs and habitual entrepreneurs, particularly successful portfolio entrepreneurs, is made. Notably, we suggest that building upon the experienced entrepreneurs who do exist may be particularly beneficial in resource deficit contexts such as Ghana  相似文献

The paper examines the travel behaviour of residents in four key metropolitan areas in Ghana with data from 926 respondents including 451 females obtained at intra-commuter vehicle terminals. The analysis of the data showed that the Ghana Private Road Transport Union (GPRTU) continues to dominate in the intra-urban commuter service. Also, in spite of persistent complaints from consumers about the high cost of transport fares, it is rather the cost of food, children’s education, clothing and to some extent personal entertainment which consume a disproportionate share of residents’ disposable incomes. Notwithstanding this finding, respondents’ expectation is to pay less than they are doing now for commuting within the study areas.  相似文献

Forest resources outside permanent forest reserves form a substantial part of the overall natural forest biodiversity resources in Ghana. However, timber exploitation in off-reserve areas has been problematic as loggers and farmers have often been involved in conflicts over payment of crop-damage compensation. The paper examines 81 cases of this conflict which were reconstructed chronologically to investigate patterns of actors’ use of power resources and strategies and their effectiveness. The study employed an actor-empowerment conceptualisation of power and used a two-actor game model for the reconstruction of the conflicts. While several strategies and resources were mobilised and employed by the actors, their effectiveness were context-bound. The paper makes a case for areas where actors’ conflict capabilities could be built, why mediated bargaining can be more effective for managing such local conflict constellations and the need to interlock actor interests for mutual interaction by institutionalising mediated bargaining.  相似文献

The siting of landfills in peri-urban spaces is seen as both a solution to land scarcity in inner cities and a development opportunity for rural hinterlands. Despite the widespread reliance on landfills for managing urban waste in Ghana, their operation tends to ignite land use conflicts at different scales. However, existing studies on the drivers of these conflicts have mostly failed to situate local resistance within the broader political economy of land control. Drawing on a longstanding landfill conflict in northern Ghana, this contribution shows how under the guise of landfills, the land question in peri-urban spaces is contested. While at face value the landfill struggle appears to be fuelled by the associated poor environmental conditions and health risks of waste from the inner city, our findings reveal the role of diverse incongruities including: (i) the crafty tactics deployed by state institutions in land acquisition for 'public interest', (ii) payment of unrealistic consideration, and (iii) diversion of designated public lands to undeclared uses. Amid these contestations, the notion of territorial belonging by peri-urban communities often runs counter to statutory ordering by the government who hold such hitherto private lands for ‘public interest’. Powerful local actors such as chiefs hide behind community agitations with hopes of controlling land if such contestations materialize. These dynamics have ramifications for the achievement of the New Urban Agenda of Habitat III, which focuses on secondary cities. A sustainable resolution of landfill-related conflicts must therefore begin with addressing the land question in peri-urban spaces.  相似文献
