在中国实现“创新大国”转向“创新强国”的政策背景下,增强企业创新需要政府和风险资本市场的积极支持。本文采取多元回归分析方法,以2009—2016年中国554家创业板上市公司为样本,研究政府补贴对企业创新“数量”和“质量”的影响。结果显示:政府补贴对企业创新“数量”和“质量”均有显著的促进作用;创新数量在政府补贴对创新质量的影响中起部分中介效应。进一步研究发现,风险投资异质性对政府补贴创新效应具有显著调节作用,其中风险投资的参与会减弱政府补贴对创新质量的正向影响,是“画蛇添足”的行为;国有背景风险投资的参与能显著增强政府补贴对创新质量的正向影响,是“锦上添花”的行为。本文拓展了政府补贴对企业创新影响的研究,丰富了宏观经济政策与微观企业行为的相关文献。本文的研究结论为理性认识国家创新驱动发展战略背景下政府补贴的创新效应,充分发挥风险资本市场的积极效应,实现政府和市场的双重驱动提供了经验证据。  相似文献

基于公司投资视角,以2007—2012年我国资本市场上A股上市公司为样本,研究政府补助对公司投资行为的影响,结果显示:政府补助越多,公司投资支出水平越高;政府补助对非国有公司的投资激励作用比国有公司更有效;公司产权性质差异会影响政府补助的投资激励效应;市场化程度越低、经济增长越缓慢的地区,政府补助对公司投资支出的影响越敏感;上市公司的非效率投资问题比较突出,政府补助加剧了上市公司的过度投资行为。因此,政府应根据微观企业主体的差异性来制定和实施相应的补助政策,以实现预期效果。  相似文献

The literature estimates for labor force participation elasticity with regard to child care prices are extensive and varying. While some estimates imply substantial gains from child care subsidies, others find insignificant effects. To determine the causes of the variance, this paper reviews and analyzes the elasticity sizes using estimates from 36 peer‐reviewed articles and working papers in the literature. We start by reviewing the theoretical and empirical aspects related to participation elasticity with regard to child care costs, paying special attention to sample characteristics, methodological aspects, and macro level factors. We conclude by providing a meta‐regression using control variables based on our review of the literature to explain some of the differences between the estimates. As research builds on and improves the methods and assumptions in prior works, elasticity estimates have become smaller over time. This decline might also be partially explained by changes in labor market characteristics. In countries with high rates of part‐time work and very high or very low rates of female labor force participation, we find elasticity rates to be smaller.  相似文献

The paper outlines EU policy on bioenergy, including biofuels, in the context of its policy initiatives to promote renewable energy to combat greenhouse gas emissions and climate change. The EU’s Member States are responsible for implementing EU policy: thus, the UK’s Renewables Obligation on electricity suppliers and its Renewable Transport Fuel Obligation and road‐fuel tax rebates are examined. It is unlikely that EU policy is in conflict with the WTO Agreement on Agriculture or that on Subsidies and Countervailing Measures, but its provisions on environmental sustainability criteria could be problematic.  相似文献

A general theory of cross-subsidization due to inframarginal support is developed. Two sources of output distortion are identified: exit deterrence and extramarginal output. Some firms would not be in business without the subsidy. Cost savings due to declining average costs are always greater than the losses incurred where price equals marginal cost. Moreover, it is theoretically possible for inframarginal subsidies to expand output more than equivalent fully coupled subsidies. Empirical analysis of U.S. dairy subsidies isolates these components of cross-subsidization and finds distortions from inframarginal support to be substantial, with implications for trade negotiations, dispute settlement, and policy formulation.  相似文献

This paper analyses how strategic export policies are affected by introducing an imperfectly competitive intermediate good into a Bertrand duopoly model with product differentiation, where a home and a foreign final‐good firm export to a third‐country market. It is shown that when the home and foreign markets for the intermediate good are segmented, the optimal export policy towards the final good is a tax. In contrast, under integrated markets, the optimal export intervention is a subsidy. Whether bilateral export intervention is welfare improving compared with free trade, depends on the degree of product differentiation between the home and foreign final goods.  相似文献

In this paper we study how the impact of a foreign monetary shock is transmitted between two monopolistically competitive economies engaging in intra-industry trade with differentiated products. Intra-industry trade is the only international link that works through the flexible exchange rate affecting national price levels and a product's internal and external relative prices. While national price levels are subject to purchasing power parity, the two relative prices are determined by the interaction between macro and micro variables. In this context, the exchange rate can insulate a national economy perfectly from a foreign monetary shock provided that monopolists adjust prices. Even if monopolists keep prices rigid, this shock only affects domestic real balances and aggregate demand, leaving domestic aggregate output unchanged because the real balances effect is just offset by the resulting unfavorable relative prices effects under the assumption of Spence-Dixit-Stiglitz preferences.  相似文献

补贴是一个相当复杂的议题,其复杂性不仅表现在概念上,也表现在它可能产生的效果上。补贴可能增加也可能降低其受体的利润水平;可能对国际贸易产生扭曲效果,其影响也可能仅限于国内;可能有助于政府实现其意欲达成的目标,也可能背离其初衷;可能增加或降低政府收益,也可能无影响。把补贴宽泛地界定为有可能在短期、中期或长期对其受体的利润水平产生影响的政府作为(或不作为),有助于使决策者把关注重点转向补贴效果,从而有利于其做出应否维持、增加、减少或消除特定补贴的判断。  相似文献

Colleges and universities in the US differ markedly in their access to economic resources. National data are used here to describe the resulting hierarchy that's reflected in schools' spending on their students, the prices those students pay, and the subsidies they get in consequence. Both historical data and projections based on recent institutional saving suggest that economic disparities among institutions and their students are increasing. In a final section, the paper asks what to make of this: what we can say about the right degree of institutional disparity – whether we have too much, too little, or about the right amount of differentiation.  相似文献
