浅谈绿色储粮的意义及思路

针对目前我国储粮的状况,阐述了绿色储粮的意义,提出了绿色储粮的思路。我们必须解放思想,转变观念,加大科技投入,认真学习,广泛吸取国内外最新储粮科技成果,重视研究和推广应用绿色储粮技术,为建设具有中国特色的绿色储粮工程,开辟一条新路子。     

历史制度主义视野下我国科技人才政策战略转型与变革逻辑

改革开放以来，我国科技人才政策历经恢复调整、初步确立、转型完善、深化改革到全面建设等5个发展阶段。基于历史制度主义分析范式，探究我国科技人才政策变革逻辑与动力机制。结果显示，路径依赖是我国科技人才政策保持结构稳定性与内在连贯性的基本阐释工具，体现在回报递增效应、多主体协作效应和制度场域自我强化等方面；关键节点在政治逻辑作用下成为科技人才政策变革的原始驱动力，其本质是在保证政治属性不变的前提下建构以绩效为核心的强制性制度变迁。进一步，在借鉴发达国家成熟经验的基础上，构建以“缓冲器”式中介组织为核心的行政认同、市场协调和学术本位之间的合理张力，进而推进利益相关者群体利益协调与整合机制成为我国科技人才政策不断自我革新的有效治理路径。     

亚当·斯密《国富论》所涉中国经济论及其当代启示

亚当·斯密生活的时代正是清朝乾隆时代,而"康乾盛世"并没有与西方工业化的发展同步,从而丧失了一次重大的世界性的历史发展机遇。亚当·斯密《国富论》中的有关论述有助于我们了解其中的重要原因。同时,研读相关论述,我们可以得出"观念变革重要性""放眼看世界重要性""制度变革重要性""开拓世界市场重要性"以及"追求真实价值重要性"等对当代中国深化经济改革和开放的诸多有益启示。     

The walrus, carpenter and oysters: Liberal reform, hypocrisy and expertocracy in Maori land loss in New Zealand 1885–1911

This paper considers the Liberal Governments’ reformist agenda and resultant hypocrisy surrounding wealth confiscation from Maori in New Zealand from 1885 to 1911. Through an analysis of official records, ledger accounts and other historical documents, it shows how the government compulsorily acquired land from Maori and resold it at considerable profit, thus supplying a means of increasing state revenues. Supplementing these revenues were exorbitant survey fees, government commissions from Native Reserves and local government rates in which accounting expertise made it possible to enclose, price and levy charges. The calculative process enabled parliamentarians to argue that given the poor returns to Maori, their assets should be put into the hands of land-selling councils. Maintaining a figurative distance from the mechanism of exploitation, all the while responsible for its enactment, successive Liberal administrations throughout the period made much of past injustices and expressed considerable sympathy for Maori. Maori were largely dispossessed of their land by the end of this period—a period of relative calm where public appeasement and niceties presented a more benign façade to the disproportionately heavy taxation burden on, and ultimate pillage of Maori.     

人民币国际化进程中的上海国际金融中心建设——历史视角下的经验和启示

本文将国际金融中心的演进历史与主要国际货币的变化相对比,通过相关性分析、Granger因果检验等定量研究发现,货币国际化和国际金融中心之间是高度相关、彼此促进的;发达的金融市场可为本币国际化提供重要的市场平台,而没有充足证据显示货币国际化程度的提高会必然促进本国金融市场的发展,．历史经验启示,上海建设国际金融中心要与人民币国际化的进程相匹配,具体要加快推进上海金融市场对外开放,支持人民币金融产品和业务创新,优化金融监管和金融服务环境,充分发挥浦东“核心功能区”的聚集效应等。     

超常规经济刺激方案退出机制的历史比较视角

本文从历史比较的视角,对美国大萧条时期、美国1980—1982年经济危机和日本20世纪90年代经济危机后期超常规经济刺激方案的退出机制进行了详细考察。在总结历史经验和教训的基础上,我们提出了2008—2009年危机后的超常规经济刺激方案退出机制的可行性路径。     

A Study to Improve the Method of Ascertaining Attribute Weight Based on Rough Sets Theory

There are some shortages to ascertain attribute weight based on rough set in current studies. In this paper, attribute importance represented by rough set is studied deeply. Aiming at the existing problems, algebra presentation of rough sets is proved to be more comprehensive than its information presentation, then a new method of ascertaining attribute weigh is put forward based on rough set conditional entropy. Finally, it is shown that the new method is more reasonable than the old one by an example.     

Golder's historical method in research in marketing

This article reviews a seminal article in the historical marketing literature — “Historical Method in Marketing Research: With New Evidence on Long-Term Market Share Stability” (Golder, 2000). The present study uses citation analysis and commentary to consider the contributions of Golder (2000) to the marketing discipline. This review explores why the article is seminal and how Golder's article influences marketing historical research. Golder's article is important for two main reasons. First for its findings, which contradict commonly held beliefs about long-term market share stability, though the relevant literature largely ignores these findings. The literature does recognize Golder's (2000) second contribution of the historical method: his article offers clear guidelines to new and emerging research in historical marketing.     

The origins and evolution of democracy: an exercise in history from a constitutional economics approach

In this article the conditions for the rise and fall of representative regimes are explored. High citizen mobility and unexploited opportunities for investment create the need of reassuring factor owners against the tax hunger of the State. This may lead to the emergence of representative institutions of government, a process that reverts when those conditions disappear. Factors that facilitate or restrain the mobility of citizenry are identified, mainly in the domain of military technology. Thus, a number of interrelations between production and war technologies, political development and economic performance are revealed, giving rise to an interpretation of historical evolution.

企业投资效率演进与中国总产出波动

本文将企业投资效率的变动过程引入包含名义和实际刚性等多种结构特征的新凯恩斯主义宏观模型,并用贝叶斯极大似然方法估计了模型的结构参数。边际数据密度比较结果显示,刚性价格-工资模型能够较好的解释实际数据。同时,我们还就企业投资效率冲击对实际总产出波动的解释力和历史贡献进行了评估,波动性分解的结果说明投资效率冲击对产出波动具有30%以上的解释力,是所有冲击中贡献最大的。历史分解和反事实模拟的结果显示投资效率是动态演化的,在本届政府的两个任期内,投资效率呈现总体改善趋势,相对于十五计划时期,十一五计划时期的投资效率更稳定、效率水平也更高。投资效率改善对2006年后产出增长有显著拉动作用,需要强调的是,如果没有投资效率改善所形成的产出拉动,2008年金融危机所导致的经济衰退要比实际情形严重很多倍。
