政府监督下建设主体群体学习行为特征分析

建设工程质量政府监督的目的在于有效地保证公众和国家质量利益。在政府质量监督机构监督下,某个建设主体的质量行为是随机的,但随着时间的推移,某类建设主体采取某种质量行为的概率是固定的,建设主体群体学习行为符合马尔可夫特征,满足生灭过程。因此,政府监督机构应该根据各个建设主体的群体质量行为特征制定相应的激励与约束机制,以求在一定的监督力度下,实现监督效益最大化,保证质量总体水平不断提高。     

Political risk and the internationalization of firms: An empirical study of Canadian‐based export and FDI firms

Political risk analysis primarily receives attention for foreign direct investment (FDI) but only rarely for exporting. We examine how exporters and foreign direct investors evaluate the relative importance of political risk factors. We provide a rationale for exporters to evaluate political risk factors for FDI and for foreign direct investors to evaluate political risk factors for exporting. Survey data were collected from Canadian exporters and foreign direct investors and capture the distinctive nature of salient factors for exporting and FDI. We offer unique insights on the evolutionary character of political risk that are of practical value for both exporting and FDI. Copyright © 2007 ASAC. Published by John Wiley & Sons, Ltd.

技术创新与政府干预是紧密联系在一起的：一方面，技术创新的过程离不开政府的干预；另一方面，技术创新目标的实现需要政府的干预来协调。政府实施正确的干预方式和政策对技术创新具有积极的促进作用。     

新经济环境下中国企业效率管理创新之我见

作为研究企业管理方法的学科，企业管理内容是广博而宽泛的。其中任务管理法、人本管理法、目标管理法和系统管理法是倍受企业界青睐和推崇的管理思路和方法。在这些企业管理方法为企业的发展做出重大贡献的同时，企业发展实践中暴露出的诸多问题又不得不使我们清醒地意识到这些管理方法都只是在一定的管理环境中针对于某一特定的组织，本文正是从管理的本质出发，讨论效率管理在管理方法中的核心地位和作用，关注于效率管理在新经济环境下的发展现状，并由此提出效率管理的创新思路及方法。     

What can Remove the Obstacles from the Process of Asian Unification

Presently, the regional economic cooperation in Asia is developing fast and well with the ASEAN as an axis and with the proactive participation of major Asian nations such as China, 3apan, Korea and India. While envisaging the bright prospect, the unification process, however, is destined to encounter some obstacles and difficulties. By analyzing the hindrance, as well the reasons why Asia lags far behind Europe in unification, the author believes that Asian nations should draw on the lessons and experiences of European countries and learn their principle of subsidiary （bottom-up approaches）, which may serve as the key solution for Asia to overcome the impending obstructions.     

Adjustment Process of the Price to Book Ratio for Regulated Utilities

This study tests whether shifts in the price to book ratio (PB) of electric utilities follow a partial adjustment rather than the pure adjustment process implied by the cost-plus pricing policy of regulation. The results for utilities are compared to benchmark results for manufacturing firms to highlight the similarity/dissimilarity in the time-series behavior of PB for regulated and non-regulated firms. It is shown that shifts in PB follow a partial adjustment process. The adjustment period is longer for utilities than for manufacturing firms and extends well beyond the average regulatory lag. Moreover, shifts in PB are associated with changes in future profits and investments.

The Minimal Entropy Martingale Measures for Exponential Additive Processes

In this paper, we will consider exponential additive processes as a financial market model. Under a mild condition, we will determine the minimal entropy martingale measures (MEMMs) for the exponential additive processes. To this end, we will prepare several results on the exponential moment of additive processes and integrals based on them. As an application of our result, we will deduce optimal strategy for exponential utility maximization problem. We will also investigate our result through several examples, such as time-dependent versions of double Poisson model, Merton model and Kou model.     

商业模式设计如何促进企业可持续导向创新绩效——来自扎根理论的多案例研究

高质量发展背景下,企业可持续导向创新绩效成为学界关注的焦点。基于扎根理论,以6家企业为例,遵循“思维—行为—结果”逻辑,推演商业模式设计对可持续导向创新绩效的作用路径,即商业模式设计—知识治理—可持续导向创新绩效。结果表明：商业模式设计体现的微观、中观和宏观结构层次,与知识治理体现的显性和隐性维度,以及可持续导向创新绩效体现的基础性、发展性和增值性间具有对应逻辑关系。最后,提出注重经济、环境和社会创新绩效协同发展,发挥知识治理桥梁作用等启示。     

地方政府创新政策工具偏好测量——基于四川省政策文本的分析

创新是提高综合国力和国家竞争力的重要方式,我国各级政府均高度重视并出台系列政策推动创新驱动发展。四川省承担着西部地区转型探索的重任,为全国全面创新改革试验区建设贡献了宝贵经验。从政策文本分析视角,构建政策工具—企业生命周期二维分析框架,借助NVIVO11和UCINET等软件对2012-2020年四川省颁布的82份创新政策文件进行政策内容量化分析,研究发现四川省对创新给予了全方位激励和规制,但仍然存在一些问题：政策发布数量呈现平稳到快速增长再到缓慢回落的趋势,政策效力偏低且可操作性不强;政策颁布主体虽呈现多元化态势但联系不够紧密,形成两个小群体,即以科技厅、财政厅、发改委为代表的执行主体,以及省人民政府办公厅、省委办公厅为代表的规划主体;政策工具应用存在过溢或缺失,呈现重供给、轻需求的工具偏好,政策工具作用目标取向模糊;工具应用与创新主体生命周期不匹配,工具内部结构分布不均衡。
