医疗卫生基本公共服务的城乡差距及均等化路径

当前,我国城乡之间的医疗卫生服务不均等已成为一个重要的社会问题。本文通过医疗卫生费用和医疗卫生资源的城乡数据分析得出城乡之间的医疗卫生公共服务差距巨大,并通过2000—2008年城乡医疗保健费用的泰尔指数分析,发现城乡组间对城乡医疗卫生公共服务差距的贡献基本上在80%以上,几乎是组内差距贡献的4倍,而从两组的内部差距来看,农村内部的不均等程度要稍高于城市内部的不均等程度,根据分析结果并从财政向农村医疗卫生的投入倾斜、城乡医疗保险制度的整合、医疗体制的深化改革等方面就如何促进医疗卫生公共服务城乡均等化进行探讨。     

人民币升值能改变中国的贸易顺差吗

本文使用非线性平滑转换模型研究了人民币升值对我国贸易顺差的动态影响,研究发现在样本时期内非线性模型能更好地拟合两者的动态关系,在非线性条件下,当期人民币升值将会使贸易顺差增加,前两期人民币升值将会导致当期贸易顺差减少,人民币升值对贸易顺差的影响表现出很强的非线性门限特征。人民币汇率对贸易差额影响的时间路径像是一个"倒J-曲线"。2000年以来人民币汇率虽然一直在发挥着降低贸易顺差的作用,但是,人民币汇率不是贸易顺差形成的主要原因。     

Institutional environment and firms' sources of financial capital in Central and Eastern Europe

The external business environment is a major determinant of which sources firms select to obtain financial capital. We examine how the regulatory, political, and financial dimensions of the institutional environment influence the extent to which firms rely on informal sources of financial capital. The analyses of data from 2869 firms in twenty-six transition economies in Central and Eastern Europe (CEE) indicate that ineffective regulatory system, underdeveloped financial system, and government corruption are strong determinants of firms' reliance on informal channels for financial capital. We also find that smaller firms are more vulnerable when the local financial system is underdeveloped and the regulatory institutions are less effective in these transition economies. A subgroup analysis of firms' forms of establishment shows that private firms are sensitive to the level of development of the local financial system and state-owned enterprises are particularly sensitive to the degree of corruption.     

Organizational governance and TMT pay level adjustment

This paper analyzes how the characteristics of boards and structure of ownership moderate a firm's capacity to adjust top management team (TMT) pay levels in the face of changes in its economic and complexity conditions. Using panel data from Spanish listed companies between 2003 and 2007, the results indicate that, over time, characteristics of corporate governance system contribute to give a fundamental importance to boards and ownership structure in the determination and adjustment of TMT pay. These associations appear to be even stronger than those that in other Western European and North American countries. Both the Spanish cross-holding and concentrated firms' ownership structure, and socially intervened boards play a major role in the high levels of pay received by the TMT, which, in turn, reflect a moderate adjustment of compensation practices to variations of surrounded environment factors.     

农村公共产品供给的多元化体制构建

现行的农村公共产品供给制度安排的基本框架是“供给主导型”体制,在这种体制下,农村公共产品供给存在供给总量不足、供给结构失衡、供给绩效低下等问题。针对农村公共产品供给所存在种种问题,提出要构建“需求主导型”的多元化供给体制,而多元化供给体制的建立应是在相应机制的协调下多主体合作推动的结果。另外,又从机制设计的角度提出构建多元化供给体制的创新措施,并提出了相应的对策建议。     

企业社会资本对跨区域市场进入模式的影响研究：理论框架的建立与研究命题的提出

近年来,社会资本理论已成为研究转型期企业战略管理行为的重要研究视角。企业社会资本的各种因素对企业多元化战略行为方式的选择至关重要。下文基于社会资本理论,通过文献梳理,探讨了转型经济情境下的企业社会资本的四个维度对跨区域市场进入模式的资源承诺和控制程度的影响,建立了社会资本与市场进入模式影响关系的理论框架和研究命题,最后指出了未来进一步研究方向。     

市场经济下的政府行为困境:新制度经济学视角

在我国,政府调节行为的合理性与有效性对社会经济的发展有着重要的意义。因此,本文运用新制度经济学的基本原理,结合三个典型的案例,探讨我国政府在社会经济管理过程中所面临的困境,并根据其矛盾所在提出相应的措施,包括增加横向约束机制、强化三道内外监管防线、建立灵活的职能转换机制等,以提高政府"治国而平天下"的能力。     

增值税降率对企业绩效与投资行为的影响研究——兼论增值税降率微观传导过程中的企业异质性问题

流转税的"税负转嫁"特征和现实企业的"议价能力"使理论上完全价外中性的增值税变为现实中的价内非中性,导致增值税降率微观传导机制"黑箱"。文章利用2015-2019年分行业上市公司的财务数据,采用双重差分模型实证检验了2018年增值税降率政策对企业投资行为、研发行为和制度性交易成本产生的影响。实证结果表明,现实中的增值税是价内非中性而非理论上的完全价外中性;降率的"抵扣冲减效应"对固定资产投资的直接负向作用显著,而降率的"收入效应"对固定资产投资的间接正向作用却不显著,最终降率政策"抵扣冲减效应"大于"收入效应"减少了固定资产投资;降率显著促进了"强势企业"的研发行为,对"弱势企业"无显著促进作用;降率节约了管理性交易成本的同时却导致政治性交易成本增加。妥善处理好增值税降率微观传导过程中的企业异质性问题,尤其是保护好降率过程中可能受损的中小企业是落实好普惠性减税的关键。

对事业单位国有资产管理进行改革已越来越迫切.作为规范性的事业单位的主体社会公益型组织,评价其资产管理工作的好坏不是以它们所创造的货币收益多少为指标,而必须研究设计出一整套多元的科学指标体系;应在医院、学校等事业单位建立理事会或董事会治理结构;重建成本核算的财务会计制度.     

Modeling how institutional investors allocate business to brokers

A model of how institutional investors evaluate and allocate business to brokers shows a complex pattern of influences. The broker's ability to execute transactions at appropriate prices is basic, but this combines with research and sales force performance to build a relationship that affects over-time allocation of business. It is difficult to separate relationship and selling performance, and relationship is subject to considerable decay. Research ability has a weak effect on business allocated on the basis of trading, while trading ability does affect business allocated on the basis of research.
