Drawing upon an institutional theoretic perspective, this study explores the performance outcomes associated with adoption timing and level of investment in a government antiterrorism initiative—the Customs Trade Partnership Against Terrorism (C‐TPAT). Using a large‐scale sample of C‐TPAT certified importers, this study found that performance outcomes for high levels of investment in adoption processes differ depending upon the strength of institutional forces. Specifically, early adopters of C‐TPAT processes in a weak institutional context that reported high levels of investment performed no better than firms who invested nominally in the processes, while late adopters in a strong institutional context that reported high investment levels outperformed those that invested nominally. This finding can be explained by viewing C‐TPAT as an ‘emerging’ institution, where forces are coalescing. Copyright © 2011 John Wiley & Sons, Ltd.  相似文献

Sustainable procurement is an integral part of public sector sustainability, but developing countries are far behind in this area. This study explores the internal and external challenges in Pakistan's public health sector that hamper sustainable procurement. With the help of experts, we found eleven key challenges that hamper sustainability in public health sector procurement. We designed an instrument and fielded it to eighty-five procurement officials in government hospitals, who verified the presence of the challenges in health sector. The interpretative structural modelling (ISM) we used to develop a hierarchy among the identified challenges reflects that government regulations and senior management's commitment—all strategic challenges—are the most critical challenges, whereas perceived ineffectiveness, third-party involvement, and the unavailability of green products—all operational challenges—are less critical. The study presents comprehensive recommendations to policymakers and future researchers related to achieving sustainable development goals in the health sector.  相似文献

This paper seeks to recover and establish the distinct (and distinctly) institutionalist social ontology that underpins social constructivism as an approach to political economic analysis. It views social constructivism as a profoundly normative mode of political inquiry which seeks to discern, interrogate and elucidate the contingency of social, political and economic change – restoring politics (broadly understood) to processes and practices typically seen to be inevitable, necessary and non-negotiable. More controversially, perhaps, it also sees social constructivism, after both Berger and Luckmann and Searle, as ontologically institutionalist. Social constructivism, it is argued, has its origins in the attempt to establish the ontological distinctiveness of institutions as ‘social’ (as distinct from natural or ‘brute’) facts. This leads it to a distinct understanding of the relationship between actors and the environment (both natural and social) in which they find themselves and to its characteristic emphasis on the ideational mediation of that relationship. That in turn leads it to a particular type of analytic purchase on political economic realities, reflected in its distinctive emphasis on interpretive ambiguity, the social construction of political and economic imperatives and on disequilibrium. The argument is illustrated and developed further through an elucidation of the implications of such a social constructivism for the analysis of the period of crisis through which we now acknowledge ourselves to be living.  相似文献

This paper explores how corporate social responsibility (CSR) can incentivize political actors to increase firms' political access. Taking a discursive institutional perspective, I argue that the types of access negotiated depend on how political actors co-construct the multiplicity of CSR meanings. To study this process, I focus on the empirical case of the European Union (EU), offering a novel analysis of event observations, policy documents, and interviews with Commission officials, Euro-parliamentarians, and other stakeholders. I find that the value of CSR is highly contested in the EU political arena. I then elucidate four discursive strategies through which political actors interactively refined, reframed, and reinterpreted the meaning of CSR and its relevance for firm access in ways beneficial to their perceived interests. The findings highlight the importance for nonmarket strategy studies to conceptualize CSR as a co-constructed idea and access as negotiated, putting the micro-dynamic relationship between firms and political actors centre stage.  相似文献

This paper examines a particular accounting practice prevalent in the UK agriculture industry and reveals the ‘canopy of legitimations’ that appears to protect the practice and make it highly resistant to change. Agricultural gross margin accounting was innovated through Government sponsored agricultural extension programmes in the post-war period in Britain. The practice is not maintained primarily by farmers but rather by actors within Government agencies and agricultural service industries (including management consultants). New Institutionalism in Sociology (NIS) is used as a theoretical framework, and extended to consider the concept of legitimation as a reflexive process. Although the context is specifically UK agriculture, the theme of the protection of accounting methods by Government and other advisors is of more universal interest. The paper adds to the very few studies in the accounting literature that consider the agriculture and food industries.  相似文献

I examine how the nature of the state and its relationship to its people are determined and evolve. I bring together differing contributions of traditional institutionalism to further an emerging evolutionary-institutionalist discourse concerning the role played by culture and historicity, on one hand, and by individual actions and awareness, on the other, in shaping and reshaping the nature of the state. Such discourse is significant in understanding that, although inherited culture plays an important role in influencing the character of the state in a given society, the future of the state is not fully determined by its history. In equal measure, it depends on the volition of individuals who purposefully amend the state’s institutions through rearranging power distribution. Using Russia’s authoritarian state as a case in point, I demonstrate how this emerging evolutionary-institutionalist discourse can circumvent ideological misuse of the institutionalist paradigm in non-democratic societies.  相似文献
