The study ascertained the impact of the Fast Track Land Reform Programme (FTLRP) in Zimbabwe on tobacco production. The Chow Test, Vector Error Correction Model (VECM) and the Vector Error Granger-Causality Test were applied. The results reveal that there was a structural break in tobacco sales in the year 2000. Furthermore, in the long-run, area under tobacco production had a positive impact whilst number of tobacco producers had a negative impact on tobacco sold pre-FTLRP. Post-FTLRP, area of tobacco and number of tobacco producers had negative impact. In addition, the FTLRP induced an 8.94 % increase in the speed of adjustment in correcting the long-run equilibrium in tobacco sales. In the short-run, the FTLRP caused a percentage increase in the area of tobacco production and number of tobacco producers to induce a 0.65 % and 0.76 % increase in the tobacco sales, respectively. Area of tobacco production and number of tobacco producers Granger-caused tobacco sales in the pre-FTLRP period. Post-FTLRP, the number of tobacco growers Granger-caused tobacco sales. It is concluded that the FTLRP had an impact on tobacco sales, mainly through the number of tobacco growers. With the rapid urbanization in China, land resources are becoming increasingly scarce. Identifying and resolving land use conflict is essential for reasonably using land resources and achieving land sustainability. Taking the middle reaches of the Heihe River as an example, we included the constraints of local water resources to construct a multi-criteria evaluation system for assessing land use competitiveness in 2000 and 2015 based on land use, socio-economic, and nighttime light data. By comparing the competitiveness of cultivated land, construction land and ecological land, we then derived the spatiotemporal patterns of potential land use conflicts. Actual land use changes supported the hypothesis that land use tended to convert into the type with higher competitiveness at areas with intense conflict, which better indicated that our assessment model was effective. The results showed that the potential land use conflict was more acute in the central and northwest but weak in the southeast and northeast, and its pattern showed a significantly positive spatial autocorrelation. The conflict between cultivated land and construction land was most prominent and mainly occurred in the transitional zone from urban to rural areas. Rapid urban development and water shortage were the main causes of the potential land use conflict. Assessing land use multi-functions and making a tradeoff among ecological, economic, and social services will be an effective way to guide future land use to solve land use conflict. Our research provides scientific evidence for sustainable land use planning and management in the arid areas.  相似文献

The opacity of the farm market means that valuations are based primarily on expert estimates rather than on actual transaction prices. The valuation method based on the two cumulative distribution functions (VMTCDF), created by Ballestero (1971), improves the synthetic method based on estimating the market value of an asset by establishing a proportional relation between the asset and one external variable. However, in most cases the expert must consider multiple external variables. This paper proposes a definitive extension to k indexes with a methodology particularly applicable to the field of valuation of non-market goods or markets where little information is available as may be the case with the valuation of agricultural land. There is a strong need for accurate and spatially referenced information regarding policy making and model linkage. This need has been expressed by land users, and policy and decision makers in order to estimate both spatially and locally the impacts of European policy (like the Common Agricultural Policy) and/or global changes on farm-groups. These entities are defined according to variables such as altitude, economic size and type of farming (referring to land uses). European farm-groups are provided through the Farm Accountancy Data Network (FADN) as statistical information delivered at regional level. The aim of the study is to map locally farm-group probabilities within each region. The mapping of the farm-groups is done in two steps: (1) by mapping locally the co-variables associated to the farm-groups, i.e. altitude and land uses; (2) by using regional FADN data as a priori knowledge for transforming land uses and altitude information into farm-groups location probabilities within each region. The downscaling process focuses on the land use mapping since land use data are originally point information located every 18 km. Interpolation of land use data is done at 100 m by using co-variables like land cover, altitude, climate and soil data which are continuous layers usually provided at fine resolution. Once the farm-groups are mapped, European Policy and global changes scenarios are run through an agro-economic model for assessing environmental impacts locally.  相似文献

Land use regulation has always been regarded as one of the most crucial means of macro-control of urban growth, which can affect a city’s land values directly and further determine related urban economic well-being. Since the New Type Urbanization Strategy proposed by the government in 2014, China’s mode of urban growth has been transformed from addressing “quantity” to “quality\" in the urbanization process. In this case, the regulation of land use by the Chinese government plays a more important role in urban growth. With their planned land regulatory scheme, the various instruments employed by Chinese governments have quite different mechanisms influencing land prices. However, there are no rigorous studies focusing on the land use regulation system and its impact on land values to date, particular in China. This study seeks to explore how land use regulation affects urban land values through the systematic lens. We summarize the main land use regulatory instruments based on the analysis of China’s planned land use system and urban land banking system, including the construction land quota, constraints on the allowed floor area ratio (FAR) of each land transaction parcel, and land supply restrictions. A new dataset based on land transaction data from 2007 to 2016 that covers 286 prefectural cities from the country’s coastal, central, and western regions is used in the empirical analysis. The results show that the effects of the floor area ratio (FAR) on land values are significant and positive, with the residential and commercial land supply ratio being a key factor. Moreover, the results imply that the effects of constraints on FAR and commercial land supply vary between regions. These findings indicate that the Chinese land market is considerably distorted by excessive administrative interventions by local governments, in the stage of urban transition guided, the capable regulatory instruments could play an important role in adjusting urban land prices and hence impact on urban growth.  相似文献
