新疆生产建设兵团养老保险运行机制分析

新疆建设兵团在20世纪50-60年代建立了养老保险制度。兵团的养老保险制度在维护团场职工权益、维持兵团稳定和发展等方面发挥了难以替代的作用。随着市场经济的深入发展,兵团养老保险受到一系列因素的制约,难以良性运行。文章全面描述了新疆生产建设兵团养老保险的制度构架和运行状况,尤其分析了老龄化和养老金支付能力弱等问题给兵团养老保险健康发展带来的不利影响。文章在此基础上提出促进兵团养老保险制度平稳运行的意见和建议。     

A quintessential immigrant niche? The non-case of immigrants in the Dutch construction industry

Students of immigrant entrepreneurship show a distinct preference for ethnic concentrations. They focus on small entrepreneurship in sectors with large concentrations of immigrant businesses or on ethnic commercial precincts. This preference stems from practical and theoretical considerations. It seems that the study of such concentrations, or niches, is essential to the theoretical understanding of the structural determinants of small entrepreneurship and the processes of economic incorporation of immigrants. This paper challenges this orthodoxy. It argues that it is important to assess the factors and processes that positively and negatively affect the formation of niches. This argument is corroborated by an analysis of the construction industry in the Netherlands. According to Waldinger (1995: 577), ‘construction represents the quintessential ethnic niche’, but immigrants in the Netherlands did not carve out a niche. This exceptional situation can be attributed to a sector-specific configuration of social, economic and institutional processes.     

Explorations - Introduction: Towards Lesbian,Gay, and Bisexual Perspectives in Economics: Why and How They May Make a Difference

The economics profession has only recently begun to include research on lesbians and gay men, but we argue that a lesbian economics has long existed, with documentation of anti-lesbian discrimination, discussion of its private and social costs, and practical work for change. This tradition, along with the newer traditions built upon work with gay men and bisexual people, provides a basis for feminists to expand work in economics on lesbian and gay issues. The articles in the symposium propose ideas for future research, for learning from other disciplines, and for creating a more welcoming academic climate.     

Dutch accounting in Japan 1609-1850: isolation or observation?

The trading station or factory maintained by the Dutch East India Company (VOC) was Japan's sole window on the Western world during most of the Tokugawa period (1600-1868). While many aspects of the factory's role in Dutch/Japanese cultural exchange have been researched little is known in the West of the accounting at the factory. This paper considers the possibility that double-entry bookkeeping employed by the Dutch may have been diffused to the Japanese. The available evidence is synthesized after considering the accounting system in the Dutch factory.     

国企公司制改革与创新

公司制的核心是公司法人治理结构，而公司法人治理结构的核心是权力制衡。我们对国有企业进行公司制改革，不能简单地模拟公司法人治理结构，而应讲究权力制衡效果。目前国有企业的问题是：国有股权未能真正落实，经营者的聘任和解聘存在偏差，还存在着“职工一方面作为主人，但另一方面并不是企业所有者”的理论矛盾。笔者认为，应将国有股权落实在职工身上，当然职工的国有股权是一种特殊股权，政府对国有股权的决策有建议权和否决权；经营才者的选择，由职工代表国有股权行使决策权；经营者有权聘任和解聘职工；职工有权参与企业税后利润分配。

Programming for the Internet and Experiential Learning: a New Approach Incorporating a Constructed World

This paper reports on a novel approach taken by the author to the teaching of an Internet programming course targeted at final year diploma and second year degree students. The uniqueness of engineers and their identity is discussed, as is the self-constructed world and ways of knowing in which humankind operates. The novel approach to teaching a software-coding course, and this course’s underlying philosophies of learning, the approach taken in class-contact time, and the methods of interaction with the students are presented, along with the conventional structure, quantitative measures, outline, and assessment of the course. The effects and observations of approaches employed are discussed, and the quantitative outputs achieved are presented alongside the unquantifiable impressions, comments and positive feedback.
