国土空间规划背景下水利风景区规划思路探析

党的十八大以来,确定了以国土空间规划为主的空间规划体系,因而水利风景区规划需遵循"多规合一"的要求。归纳梳理了国土空间规划区域统筹、资源系统配置和刚性约束等要求,基于资源有限性思维对水利风景资源的水利和风景属性进行解析,明确了水利风景资源的要义与主要对象,提出水利风景区是水利文化景观区域。尝试从水利风景区规划的职能作用、与其他相关规划的差异与联系等方面对水利风景区规划进行功能定位,并分析了其与其他规划的衔接关系;明确了水利风景区规划的规划对象,基于水利风景区功能目标和面临的问题明晰了水利风景区的规划内容,建构了以水利特色彰显为目标的控制体系。     

我国区域旅游卫星账户理论与实践的若干问题研究

在对TSA一般理论进行较深入的分析和论述的基础上，本文结合江苏省正在编制的、严格遵从国际规范的省级区域旅游卫星账户的实践，分析和论述了我国区域旅游卫星账户的一些理论与实践问题，如区域旅游卫星账户的特点、编制过程、主要困难等。     

浅谈企业文化建设的继承与创新

企业文化是企业的无形资产。在企业文化建设过程中,应该重视民族文化的基础作用,借鉴吸收其他民族和企业的优秀文化,有选择地吸收外来的企业文化。企业员工是创建企业文化的主体,要创造各种机会让全体员工参与进来,企业理念要得到员工的理解和认同,转化为员工的日常工作行为。要针对企业发展的具体情况,适时地赋予企业文化新内容,在求新求变中突出个性。     

An Algorithm for Balancing Commodity-flow Systems

In many cases there is a need to balance commodity-flow system data quickly and with limited resources. In order to compile new supply and use tables and investment matrices consistent with revised national accounts data, it can be necessary to apply some sort of automatic balancing technique. The paper proposes an algorithm that, contrary to RAS, can balance a commodity-flow system with unequal net row and column sums. The algorithm is applied to a recent revision of Danish capital stock estimates.     

我国国债利率期限结构研究

本文简单地阐述了传统的利率期限结构理论,通过连续复利的方式获得了我国国债的到期收益率。在此基础上,构造了国债收益率曲线并通过建模获得了收益率曲线的回归方程。同时,根据我国国债利率期限结构的形状和特点,用传统的利率期限结构理论对其进行理论说明,并指出国债产品设计与定价上的问题与改进建议。     

养老保险制度"划资偿债"战略研究

由于允许转制成本由制度内措施解决,加之制度设计不规范,当前我国基本养老保险制度已经陷入财务危机。本文认为通过“划资偿债”方式,做大全国社保基金事关我国基本养老保险制度改革成败,并提出了“划资偿债”的思路:划转中央企业和国家重点企业中地方企业国有资产;划转部分国有土地收益。     

Estimating the economic value of big game habitat production from prescribed fire using a time series approach

This paper demonstrates a time-series production technique to quantify the deer harvest and deer hunting benefits of controlled burns or prescribed fire. The time series regression model showed a statistically significant and positive effect of prescribed fire on deer harvest. The net economic value of the resulting additional deer hunting benefit was estimated using the Contingent Valuation Method at $ 98 per additional deer harvested. The initial deer hunting benefits of an additional 1,000 acres of prescribed burning are between $ 2,674 and $ 3,128 or $ 2-3 per acre. The costs of prescribed burning greatly exceed these benefits, suggesting that deer hunting benefits represent only a small part of the multiple use benefits of prescribed fire.     

Bayesian and mixed estimators of time varying betas

Based on the random coefficient model, Vasicek's static Bayesian beta coefficient adjustment model is extended to a dynamic model. It is shown that the time-varying security beta model can be used to identify and resolve the existence of nonstationary (weak stationary) beta coefficient over time. The implication of a random beta coefficient on th standard Bayesian adjustment is also explored. The usefulness of employing time-varying security beta estimates in forecasting the future beta in terms of Box and Jenkins' ARIMA model is also empirically demonstrated.
