我国农民科技培训现状研究述评

推进农民科技培训工程是破除当前农村经济社会发展瓶颈、建设社会主义新农村的重大举措。目前国内学者对我国农民科技培训现状的研究主要从三大主体的角度入手:对农民科技培训的推动者——政府,从培训理念、培训体制机制、培训经费投入及培训相关配套政策四个方面展开分析;对农民科技培训的实施者——培训机构,从基层培训机构建设、培训目标、培训内容、培训方式及培训师资力量五个方面展开分析;对农民科技培训的接受者——农业生产者,从农民对科技培训的认识及其文化素质两个方面展开分析。未来研究应加强对农民科技培训财政支持政策的分类界定、统计分析与绩效评估;同时,考察不同培训机构对农民科技培训的实施效果以及实证分析各类新型农民精英的科技培训需求。     

制度传导的概念建构与研究价值

从公共政策领域的政策执行、宏观经济领域的政策传导和产业视域下的政策传导三个方面述评了有关制度传导的国内外相关文献,借鉴新制度经济学中的制度结构理论和制度实施机制观点,阐明制度传导的理论基础及其重要性,并明确提出制度传导的概念,说明制度传导问题的研究对我国转型期贯彻落实促进民间投资发展的"新36条"、提高制度传导效率具有重要的理论价值与现实意义。

Economic Theories of Political (Dis)integration

Abstract.  This paper surveys the recent political economy literature on countries' incentives to form international unions and/or to disintegrate in smaller jurisdictions. The main factors that affect these incentives are (i) economic integration, (ii) the international order, (iii) international spillovers and (iv) the institutional setting. Some implications are drawn for the current debate in Europe on the political effects of economic integration, on the enlargement process and on the distribution of prerogatives between the European Union and national governments.

The endogenous national minimum wage institution

This paper offers reasoning for the endogenous sustainability of the National Minimum Wage Institution (NMWI). In an economy with asymmetries in productivity among unionized firms, high-tech firms may often opt for minimum wage agreements covering all unionized workers, in order to raise the relative costs of their rival low-tech firms. Their workers’ unions as well as the unions of workers in low-tech firms share this interest, provided that the degree of product substitutability is not too low and the wage agreement is not too high. Hence, since economy-wide minimum wage agreements prove to be compatible with the interest of all unions and high-tech firms, the NMWI can be sustained in equilibrium under politically convenient circumstances.
