We formalize the link between optimal cost-sharing contracts and the production technology in the presence of moral hazard by appealing to several well-known results from duality theory. Building on intuitions from the interlinkage literature, we show that optimal contractual structure is determined by the (i) substitution possibilities that exist between different observable factor inputs, as well as (ii) between these inputs and unobservable effort. We endogenize contractual choice using landlord characteristics as instruments, exploiting the fact that, in our dataset, landlords interact with several tenants and vice versa. The approach is applied to an unbalanced plot-level panel of cost-sharing contracts in a Tunisian village, using a translog representation of the restricted profit function. Contractual terms are found to be a significant determinant of input use and therefore lead to Marshallian inefficiency, while the optimality of the underlying contractual structure is rejected.  相似文献

The New York State Environmental Externalities Cost Study and computerized externality model (EXMOD) are used to examine the specification of methods design and application factors in the computation of electricity externalities. We report the sensitivity of externality estimates with alternative specifications for 15 different factors in the analysis, including the selection of facility type, site, and operating characteristics; air emission assumptions and air modeling procedures; dose-response assumptions; economic valuation assumptions; and other modeling procedures and assumptions. Many of the factors that most influence externality computations can be well specified in the analysis, such as the facility type, age, characteristics, emission rates, whether there is SO2 trading, and the inclusion of long range impacts. Most significant among the factors for which there remains significant scientific uncertainty are the selection and application of air dispersion models, selection of air pollution thresholds for health impacts, reduced life span risks associated with ozone exposure and with long-term exposure to PM10, values for CO2 damages, and the value to be applied to increased risks of reduced life span for individuals age 65 or older.  相似文献

The objective of this paper is to present econometric evidence of the effects of economic incentives, public policies, and institutions on national aggregate private agricultural R&D investments. The main hypothesis we will test in this paper is whether agricultural R&D spillovers represent a disincentive for national private R&D. More specifically, we will test if the spillovers function, which is a determinant of private R&D, follows a quadratic form and if private R&D is determined by the role of incentives and institutions.A previous draft of this paper was presented at the 57th International Atlantic Economic Conference, Lisbon, Portugal, 10–14 March 2004. Abstract.  Under a customs union, countries can exchange preferential market access by coordinating external tariffs to shift profits from excluded countries. I show that the exporting rents resulting from this coordination can offset trade diversion losses produced by the union, even if its members are relatively small in world markets. Such gains come, however, at the expense of excluded countries. I show that small countries can use customs unions also to foster multilateral cooperation, by increasing the incentives of excluded countries to support global free trade.  相似文献

We consider a general equilibrium model with a production externality (e.g. pollution), where the regulator does not observe firm productivity shocks. We examine quantity (permit) regulation and price (tax) regulation. The quantity of permits issued by the regulator are independent of the productivity shock, since shocks are unobserved. Price regulation implies use of the regulated input is an increasing function of the productivity shock because firms take advantage of a good productivity shock by increasing input use. Thus price regulation generates higher average, but more variable, production. Therefore, we show that in general equilibrium the relative advantage of quantity versus price regulation depends not only on the slopes of marginal benefits and costs, but on general equilibrium effects such as risk aversion. The general equilibrium effects are often more important than the slopes of the marginal benefits and cost curves. In the simplest model, a reasonable risk aversion coefficient implies quantity regulation generates higher welfare regardless of the benefit function.  相似文献

This paper examines the effects of missing markets, heterogeneous pollutants, and the pollution technology of firms on the efficacy of transferable pollution permits. Under the assumption of perfect competition in all markets, we show that if firms can substitute among pollutants, then setting the optimal number of permits for only one pollutant will not, in general, lead to an efficient outcome. The degree of the inefficiency will depend on the information set available to the regulator and the substitutability among pollutants by firms. When establishing transferable pollution rights regulators should, therefore, consider the technology of firms. If firms discharge pollutants in the same fixed proportions, then the regulator need only set a market for one of the pollutants to ensure an efficient outcome. Where firms can substitute among pollutants, however, establishing a market for only one pollutant provides an incentive for firms to substitute to unregulated ones. This is an important policy issue as substitutability among pollutants within and across production processes may dampen the dynamic advantages of a tradeable permit policy.  相似文献

In this study the process of retail meat price determination is depicted in the form of an inverse demand system taking into consideration the dynamic adjustments present in monthly consumption data. The general dynamic framework identifies both long run and short run effects in a systematic manner and allows direct estimation of the long run price and scale flexibilities that are consistent with theory. We investigate how the prevalence of materialistic bank CEOs has evolved over time, and how risk management policies, non-CEO executives’ behavior and tail risk vary with CEO materialism. We document that the proportion of banks run by materialistic CEOs increased significantly from 1994 to 2004, that the strength of risk management functions is significantly lower for banks with materialistic CEOs, and that non-CEO executives in banks with materialistic CEOs insider trade more aggressively around government intervention during the financial crisis. Finally, we find that banks with materialistic CEOs have significantly more downside tail risk relative to banks with non-materialistic CEOs.  相似文献

North America has few cultural agricultural landscapes, and often commensurately poor governance arrangements for managing change in such settings. This research uses the Acadian dykelands of Nova Scotia, Canada, as an opportunity to explore the social and governance limits to coastal climate adaptation in ‘new world’ cultural agricultural landscapes, as well as inform local decision-making. Approximately half of Nova Scotia’s coastal wetlands were converted to dykeland in the 1600s, lowering local resilience to the increased frequency and storm severity anticipated with climate change. Today, dykelands protect a diversity of public and private interests, meanings and values, yet are controlled by the agricultural sector, which can no longer afford to maintain them all to 2050 climate projections. We report here on a representative online Q-methodology survey of 183 adult Nova Scotians in the spring of 2015. Respondents sorted 34 statements along a normal distribution about whether they prefer dykeland maintenance or wetland restoration, and under what governance arrangements. Four factors were derived: the dominant discourse was local, female and strongly pro-dykeland, indicating the likelihood for local resistance to dykeland removal on for cultural, recreational and farming reasons. The second factor was supportive of wetland restoration for reasons of efficiency, not wetland affinity, but characterized by those in positions of management power. The two minority viewpoints were less informed about dykelands, characteristic of outsiders, and concerned more with governance. More education is needed about the challenges facing dykelands, the benefits of coastal wetlands, and the management options, but this research shows proposals to change landscape should emphasize flood mitigation over cost-saving. Cultural values and status quo bias are clearly barriers to adaptation planning, even when discussing the removal of man-made structures. The factors were surprisingly polarized, suggesting the forced-normal distribution affects the space available to convey nuanced perspectives. Large p-set Q-method of this kind is likely most useful for characterizing the emergent discourses demographically, and understanding their prevalence; the same discourses had emerged within a much smaller pilot study.  相似文献
