On evolutionary technological change and economic growth: Lakatos as a starting point for appraisal

This paper proposes a discussion on evolutionary technological change and economic growth theory, using the Lakatosian Methodology of Scientific Research Programmes as an appraisal criterion. Since the persistence of some inflexibility in this approach made it difficult to capture fundamental features of the scientific undertaking at hand, an alternative hypothesis was explored, that developed by Hoover (Scientific research program or tribe? A joint appraisal of Lakatos and the new classical macroeconomics. In: de Marchi N, Blaug M (eds) Appraising economic theories: studies in the methodology of research programmes. Edward Elgar, Aldershot, 1991). This latter framework is used here not as a formal methodology but rather as a language to find patterns in these theories. This exercise evolved then towards a number of considerations on the confrontation between these evolutionary theories particularly in terms of that which can be seen (in a loose sense) as their “rival research programme”, the new neoclassical growth models.

基于DEA分析的中国内地商业银行绩效评价

数据包络分析(DEA)是一个应用比较广泛的评价相对有效的系统分析方法,通过对中国内地十家商业银行的综合效益进行研究,选取商业银行传统业务和创新业务中几个有代表性的指标,综合运用Matlab求解线性规划软件和DEA有效性原理比较与分析了十家商业银行的规模有效性与技术有效性。得到的主要结论是:中国银行和招商银行从各个层面看,都是具有相对规模和技术有效性的。而其他各家银行存在着相对的低效率。

目前,我国失独老人数量与日俱增,随着年岁的增长,他们的养老需求也逐渐增加,并呈多元化趋势。我国政府、机构、家庭和民间社会组织在应对养老需求上各具优势,但这四种养老模式都难以独自面对失独老人的养老问题。运用福利多元主义理论,有效整合各种养老资源,构建依托社区、政府引导、民间社会组织支持和市场补充的多元化社区照顾模式,以解决失独老人的养老难题。     

Getting the Unemployed Back to Work: The Role of Targeted Wage Subsidies

This paper examines alternative approaches to wage subsidy programmes. It does this in the context of a recent active labour market reform for the young unemployed in Britain. This New Deal reform and the characteristics of the target group are examined in detail. We discuss theoretical considerations, the existing empirical evidence and propose two strategies for evaluation. The first suggests an ex-post trend adjusted difference in difference estimator. The second, relates to a model based ex-ante evaluation. We present the conditions for each to provide a reliable evaluation and fit some of the crucial parameters using data from the British Labour Force Survey. We stress that the success of this type of labour market programmes hinge on dynamic aspects of the youth labour market, in particular the pay-off to experience and training.     

Financial and economic performance of major Brazilian credit cooperatives

The credit union's main functions are the provision of individual financial loans based on collective savings, reaching up to provide full banking services, with expansion of its social function. Cooperatives are an alternative to supply a credit demand in the market, because a third of the municipalities have no bank branches. Although the participation of cooperatives in credit operations is still small compared to the Brazilian national banking system, its continued growth demonstrates the importance of this sector. In this sense, the analysis of the performance of these cooperatives becomes relevant to the extent that incentives to industry expansion differ from other financial institutions. In this context, this study aimed to analyze which the financial and economic performance of Brazil's largest credit unions. This performance analysis was performed using the indicators proposed by the CAMEL model, then the data envelopment analysis (DEA). It can be seen that there is a positive relationship between the use of variables in the model and the measurement of financial performance of credit unions. Moreover, according to the results, it can be observed that Uniprime Northern Paraná, Sicoob Cocred and Sicredi North RS/SC were cooperatives that stood out as efficient.     

Low-carbon city initiatives and analyst behaviour: A quasi-natural experiment

This paper investigates how environmental regulation and action affect analyst behaviour. Exploiting staggered enactment of low carbon city (LCC) initiatives in a difference-in-differences (DiD) setting, we observe that analyst forecast accuracy (dispersion) is significantly lower (greater) for client firms headquartered in cities covered by the LCC pilot programme, especially among firms with a low-quality information environment. The LCC effort affects analyst behaviour via increased firm risk and reduced earnings predictability, causing enhanced site visits and coverage. The results are stronger in cities with more rigorous enforcement and regulation intensity, for private firms with high business complexity and in heavily polluting industries. Results are robust to DiD models with entropy balancing matching, placebo tests, parallel trend tests, and a battery of fixed effects. Collectively, they reveal that environmental regulation has real impacts on analyst forecast behaviour.
