Charging for public services: the case of utilities in Norwegian local governments

This paper empirically analyzes the determinants of utility charges using a panel data set for a sample of Norwegian local governments. There is strong evidence of revenue substitution in the sense that local governments increase their utility charges when other sources of revenue (lump-sum grants and regulated tax revenue) become more restricted. Moreover, local political institutions are shown to be important: a high share of socialist representatives in the local council leads to high utility charges, whereas a strong political leadership is able to keep utility charges low.     

Does risk sharing increase with risk aversion and risk when commitment is limited?

I consider a risk-sharing game with limited commitment, and study how the discount factor above which perfect risk sharing is self-enforcing in the long run depends on agents׳ risk aversion and the riskiness of their endowment. When agents face no aggregate risk, a mean-preserving spread may destroy the sustainability of perfect risk sharing if each agent׳s endowment may take more than three values. With aggregate risk the same can happen with only two possible endowment realizations. With respect to risk aversion the intuitive comparative statics result holds without aggregate risk, but it holds only under strong assumptions in the presence of aggregate risk. In simple settings with two endowment values I also show that the threshold discount factor co-moves with popular measures of risk sharing.

创新团队公平感知与知识共享行为关系研究——以成员信任为中介变量

创新团队组织形式的蓬勃发展使得团队成员的绩效激励方式成为众多管理者的研究课题。团队中掌握独特隐性知识的成员往往不愿意共享自身的有利于团队的创新知识,从而给团队的发展带来困难。如何针对这类员工做出有利于团队整体绩效提升的激励活动,是创新团队管理者和所有创新团队工作模式研究者的共同目标。通过数据模型的回归,得出如下结论:创新团队的成员公平感知与成员知识共享行为正向相关,成员对互动公平的感知对知识共享行为的影响最为显著。验证了创新团队成员信任在成员公平感知与知识共享行为之间的中介效用。     

我国金融发展与经济增长关系的区域差异分析——兼论分税制改革对金融发展与经济增长关系的影响

本文利用1979-2003年的省级面板数据，将我国分为东、中、西三大区域，考察了金融发展对经济增长的影响，结果表明：把国有商业银行贷款占GDP的比例作为金融发展的衡量指标对三大地区人均GDP均具有显著的正相关性，金融发展促进经济增长的理论在我国同样成立；但金融发展与实体经济部门之间均不存在良性互动的关系，其对经济增长的贡献仅仅停留在增加资本积累上，对资本配置效率的改善作用不大；1994年的分税制改革对金融发展促进经济增长的作用造成了显著的负面影响。因此，我国的金融体制改革需要将金融体制改革、国有企业改革、财税体制改革和政府体制改革纳入同一个分析框架中进行。

高校国有资产共建共享信息化及平台建设的探讨

在分析高校国有资产共建共享信息化及平台建设的意义、存在问题及现状和可行性基础上,我们提出了高校资产管理信息化及共享共建平台建设的实施方案,利用网络技术将各高校仪器设备管理系统通过中间平台进行互联,实现高校国有资产信息资源共享,通过资产信息资源的共享和利用,从而达到节约资金,提高国有资产的利用率。     

炼油企业上游供应链信息共享模型与价格契约设计

利用博弈理论,建立炼油企业上游供应链信息共享模型,得出合理的价格契约设计是炼油企业改善信息共享环境的动力,这对于炼油企业和原油供应商双方都十分有利,更有利于提高供应链的竞争力。     

基于witness的信息共享弱化牛鞭效应效果研究

该文依据平滑预测法构建了五阶供应链模型,利用witness软件进行仿真实验,比较信息共享前后供应链上各级成员的订单及库存变化。作者首次运用实验证明,在订货提前期一定,需求预测方法、安全库存不变的情况下,信息共享能有效弱化牛鞭效应,并使库存更加平稳,降低库存成本。同时该文比较详细地介绍了witness建模的详细设计,为其他同行建模提供参考。     

Assessing the Effects of Cultural Intelligence on Team Knowledge Sharing From a Socio‐Cognitive Perspective

Drawing upon social cognitive theory, this research postulates cultural intelligence as a key driver of knowledge sharing among culturally diverse teams. An empirical testing of the proposed model, by investigating team leaders from high‐tech industries, reveals the applicability of social cognitive theory in understanding cultural intelligence, perceived team efficacy, and knowledge sharing. Specifically, the test results herein show that knowledge sharing is directly influenced by metacognitive, cognitive, and motivational cultural intelligence. At the same time, knowledge sharing is indirectly impacted by metacognitive and behavioral cultural intelligence through the mediation of perceived team efficacy. Lastly, this research provides managerial implications and limitations. © 2013 Wiley Periodicals, Inc.
