The Competitiveness of the Maritime Clusters in the Baltic Sea Region: Key Challenges from the Finnish Perspective

This article examines the Finnish maritime cluster by identifying the key challenges hindering its competitiveness. The main bottlenecks for the future are concluded to comprise rising cost levels in relation to customer demand, the need for human and capital resources, the need for financial and scientific support for innovation activities, and the lack of contacts and resources when competing for large-scale international projects. These issues are relevant also for the other maritime clusters in the Baltic Sea Region. Thus, joint policies and cooperation in tackling these issues could support the competitiveness of the maritime sector in the whole region.

‘A knavish people…’: London Jewry and the stock market during the South Sea Bubble

In an era when financial markets were only beginning the move from personal to impersonal relations, this paper examines the role of Jewish brokers in the market for Bank of England stock at a time when their status as recent immigrants, subject to constraints due to religion and ethnicity, made them unlikely intermediaries beyond their own communities. Using formal network analysis, an examination of their activity during the first half of 1720 suggests a marginal role. However, as the Bubble began to burst a few Jewish financiers became disproportionately involved as purchasers of a stock clearly on the decline.

辐射沙脊群围垦海域海天一体化观测系统

研究沙脊群水沙动力场、动力地貌演变和遥感遥测信息集成的方法。以海洋动力地貌理论为指导,以遥感为核心,综合集成传统站网观测、地形测量和海洋水动力模型,采用现代信息技术,建立海天一体化动态观测系统。以南黄海辐射沙脊群为原型,建立以遥感监测为主体的海天一体化动态观测系统,进行沙洲 水道地貌、海洋动力场遥感大面积同步监测,为海洋开发与保护提供基础信息。     

基于SSM的区域产业结构分析——以环渤海16市为例

On the Allocation of Possible EU Total Allowable Catches (TAC) for the Mediterranean Swordfish: An Envy‐Free Criterion and Equitable Procedure

This paper examines the allocation of entitlement rights for the management of common property resources. In particular, the case of allocating a Total Allowable Catch quota for the Mediterranean swordfish is examined as a case study. The proposed approach comprises three steps. First, there is a bargaining procedure between the European Union (EU) and the rest of the International Commission for the Conservation of Atlantic Tunas (ICCAT) countries. As soon as an initial agreement is possible, the EU considers various equitable rationing methods to allocate its share to the European Member States. These rationing methods draw upon two different streams of the literature, bankruptcy and ‘burden sharing’. Finally, the European Member States reach a fair agreement through minimising an envy‐free index. The allocation rule which is defined as the weighted average of equal proportion and equal share rationales represents the best compromise solution.     

Economic impacts of the Black Sea Grain Initiative

In this research, we use econometric analysis to estimate the impacts of the Black Sea Grain Initiative on international wheat and corn prices. Using these results, we assess the economic value of the treaty to the global food system, as well as the regional distribution of the associated welfare savings. We find that the Russian Invasion created economic costs of approximately $116.05 billion in the global wheat and corn markets. In the international wheat market, the Black Sea Grain Initiative reduced prices by 7.9%, offsetting approximately $21.48 billion of these costs. The largest winners from the Initiative outside Ukraine are primarily in the developing world, particularly in the Middle East and North Africa. We do not observe any economically meaningful impacts of the Initiative in the international corn market.

如何开展配额制度的实施工作为我国渔业的可持续发展创造一个良好的制度框架,是近几年来我国相关领域学者们着重研究的一项课题。本文通过分析冰、美、加三国相关配额制度(quota-based management systems),结合我国国情对我国配额制度的选择、配额制度的实施机构、总可捕量的确定、配额分配方式的选择以及配额制度的监督执法给出了自己的观点。
