Political Macroeconomics: A Survey of Recent Developments

The paper surveys political macroeconomics, covering its development from Rogoff's conservative central banker to the most recent discussions of monetary policy and institutional design. Topics include the inflation-stabilization trade-off, central bank independence with escape clauses and overruling with costs, inflation targets, performance contracts for monetary authorities, and the consequences of output persistence for these issues. Further topics are the political business cycle when output is persistent, the political macroeconomics of fiscal policy, the government spending bias, and the game-theoretic interaction between fiscal and monetary policy. All work is discussed within a coherent analytical framework.     

The Dynamics of a Racialized,Gendered, Ethnicized,and Economically Stratified Society: Understanding the Socio-Economic Status of Women in Zimbabwe

Feminist literature attempting to understand the status of women in Zimbabwe has seldom considered patterns of social exclusion and the dynamics of a racialized society that institutionalized racial supremacy as an ideology for organizing social life. Even now, too often we believe, feminist theorists analyze the status of women with the assumption that patriarchy is the single source of the oppression of women. Using the notion of a racialized society we account for the workings of gender oppression within the historical context of Zimbabwe. We show how in a racialized society, gender, race, ethnicity, and class operate intricately together to relegate African women to the lowest socio-economic status. Even with policies to redress earlier imbalances, women endure all forms of injustices. We focus on the informal sector as illustrative of one sector where these injustices continue.

Housing demand in Russia: Rationing and reform1

In a number of articles Alexeev (1988a) and (1988b) shows that in the former Soviet Union the administrative rationing of housing was partially replaced by market forces acting through the second economy. This paper uses a much richer dataset to update his analysis for Russia to consider housing demand in 1992, the last year of the administrative allocation system. Almost immediately after the survey used for this analysis Russia began to privatize the housing stock as part of its movement towards a market economy. The questions we ask are: Were households really able to beat the system, as argued by Alexeev and, if so, were they still able to do so in 1992? Our answer to the second question is that in 1992 households were not able to beat the system. Income had no observable effect on housing demand. Furthermore, we do not think that the difference in our empirical results and Alexeev's is due only to the broader economic changes that occurred since his estimation or the richer dataset available to us. Indeed, our answer to the first question is that there are good reasons for arguing that Alexeev's estimates of the income elasticity of housing demand are biased upwards.
