基于劳动力、产业在地区间分布的不平衡性以及地区间工资差异的事实,本文构建了一个市场潜力与工资的新经济地理学(NEG)理论模型。理论分析表明:市场潜力对工资产生正面影响。市场潜力对工资产生正面影响来自两种渠道:一是市场潜力引发了经济集聚效应;二是市场潜力产生了逆经济集聚。相比之下,市场潜力引发了经济集聚效应更能提高和扩大地区工资水平与差异,因为经济集聚需要更低的贸易成本、较大的市场规模以及较高的经济发展水平。  相似文献

本文构建的理论模型探讨了收入不平等、政策偏向与最优财政再分配之间的关系。模型显示:政策偏向是收入不平等与财政再分配恶性循环的决定因素。当政策偏向于穷人时,最优财政再分配系统的选择是提高税率,扩大对穷人的转移支付;当政策偏向于富人时,最优财政再分配系统的选择是降低税率,减少对穷人的转移支付。依据中国数据的实证研究发现:(1)中国收入不平等不断恶化,针对恶化的不平等而采取的财政再分配政策效果差,没能扭转不平等恶化趋势,政策偏向严重。(2)税收再分配政策偏向富人,使富人税负相对轻于穷人,居民收入不平等加剧;偏向于穷人的转移支付多为消费券(物),导致越扶越贫。为此,需要从调整所得税和转移支付政策等方面采取相关对策。  相似文献

当前的通货膨胀,属内外结合的复合型通胀。本文提出劳动年龄人口供给变动的三个阶段:第一阶段是2010年以前的总体过剩阶段,表现为劳动力买方市场,工资率被人为压低;第二阶段是劳动年龄人口占比越过峰值,但尚未达到绝对数量峰值,劳动力市场由供大于求向供求平衡转变,工资率处于劳资博弈状态;第三阶段是2017年以后,即占比和绝对数量总体短缺阶段,工资率将呈持续上涨趋势。当前处于第二阶段,由于劳动年龄人口供大于求的逐步结束和工资欠账较多,工资率理应有一个较大幅度的提升;不过要适度,因为总体上还处于劳动力由供大于求向供求平衡转变;更要着眼于实际工资的提升,因为仅仅名义工资的提升是有害的,对通胀治理不利。  相似文献

Using social tables, we make an estimate of global inequality (inequality among world citizens) in early 19th century. We then show that the level and composition of global inequality have changed over the last two centuries. The level has increased reaching a high plateau around 1950s, and the main determinants of global inequality have become differences in mean country incomes rather than inequalities within nations. The inequality extraction ratio (the percentage of total inequality that was extracted by global elites) has remained surprisingly stable, at around 70% of the maximum global Gini, during the last 100 years.  相似文献

Declining unionization rates and job polarization are two important labor market developments of recent decades. A large body of literature has analyzed these phenomena separately, but little has been done to see whether there is a link between them. We employ a macroeconomic model for a small open economy with a large input–output core to analyze how deunionization may cause job polarization. Our analysis shows that medium-skilled workers are negatively affected by deunionization, mainly as a result of the heterogeneity of the elasticities of substitution between different types of labor. While the elasticities of substitution between high- and medium-skilled labor are relatively low, the elasticities of substitution between medium- and low-skilled are relatively high. As a result, when deunionization leads to increased wage dispersion, we find that demand for low-skilled increases at the expense of medium-skilled labor, thus yielding a more polarized labor market.  相似文献

This paper constructs a general equilibrium model of equilibrium unemployment by combining an endogenous growth model with a variant of equilibrium search theory. The analysis offers two explanations for the causes of widening wage gap between skilled and less-skilled labor, and rising unemployment rate among the less skilled: technological change in the form of an increase in the size of innovations or skilled labor saving technological change in R&D activity. In addition, the model identifies two distinct effects of faster technological progress on the aggregate unemployment rate. First, it increases the rate of labor turnover and therefore increases the aggregate unemployment rate – the creative destruction effect. Second, it creates R&D jobs, which offer workers complete job security, and consequently reduces the aggregate unemployment rate – the resource reallocation effect.  相似文献

In this paper, we show that between 1975 and 2005, Sweden exhibited a pattern of job polarization with expansions of the highest‐ and lowest‐paid jobs compared to middle‐wage jobs. The most popular explanation for such a pattern is the hypothesis of task‐biased technological change, where technological progress reduces the demand for routine middle‐wage jobs but increases the demand for non‐routine jobs located at the tails of the job–wage distribution. However, our estimates do not support this explanation for the 1970s and 1980s. Stronger evidence for task‐biased technological change, albeit not conclusive, is found for the 1990s and 2000s. In particular, there is both a statistically and economically significant growth of non‐routine jobs and a decline of routine jobs. However, results for wages are mixed; while task‐biased technological change cannot explain changes in between‐occupation wage differentials, it does have considerable explanatory power for changes in within‐occupation wage differentials.  相似文献

This paper characterizes Singapore's efforts to tackle the problem of persistent racial inequality in terms of the notion of fair meritocracy. Singapore's race policy attempts to level the playing field through its unique race-based self-help organizations and a comprehensive, racially integrated, public housing program. Individuals are then sorted by the ostensibly objective mechanism of a standardized test based educational system. The social and economic implications of this policy are examined and, using summary data from the 1980 and 1990 censuses, the extent to which Singapore has been successful in creating a fair multiracial meritocracy is assessed.  相似文献
