北京市浅山地区是大都市区城乡统筹发展的关键地区,其农村由于区位、自身资源禀赋等发展条件的不同,在社会经济的发展水平上存在着较大的内部空间差异。本文基于北京浅山农村地区存在内部空间差异的假设,利用村一级的详细社会经济统计数据和相应的空间数据库,提取、构建影响北京浅山区农村社会经济发展的因子体系,利用改进的聚类分析模型对该地区农村进行了类型划分,将这一地区的农村划分为典型农村、远郊型、近郊型、城市化型四种类型,并根据各类型影响因子的显著性分析,提出浅山区农村城镇化与产业升级的一般序列。  相似文献

Multiple cropping is one of the simplest ways to increase grain production, and it has an important role in the food security of China. This paper evaluates the multiple cropping systems of China, and identifies the regional obstacles that limit the use of multiple cropping with the aim to give some implications for developing grain production policy. A time series analysis of remote sensing data coupled with an econometrics model—stochastic frontier analysis (SFA) was used to derive the multiple cropping index (MCI), potential multiple cropping index (PMCI), multiple cropping efficiency (MCE), and potential increment of multiple cropping index (PIMCI) to evaluate the multiple cropping systems. Regional obstacles to the use of multiple cropping were identified by zoning socioeconomic and ecological environmental factors that impact its application. The MCE of China in 2005 was 87.5%, with a gap of 22% between the MCI and the PMCI. The Bohai Rim, the rim of Tianshan Mountain, the Sichuan Basin, and the middle reach of Yangtze River are the main regions that larger PIMCI could be anticipated. The whole country (excluding areas that lacked data) was divided into seven distinct regions in terms of the impact factors and further classified into low-efficiency high-potential regions (LHRs), high-efficiency low-potential regions (HLRs), high-efficiency medium-potential regions (HMRs), and medium-efficiency high-potential regions (MHRs) according to regional multiple cropping performance. Considering about the obstacles and benefits to each region, different strategies should be implemented to different regions for regional grain production increase. Special attention should be paid to the improvement of MCE in north and southwest China with the expectation to increase grain production of China. The results would help implement “The plan to increase grain production capacity by 50 million tons nationwide” launched by the central government of China.  相似文献

This paper analyzes a duopoly location model with an asymmetric zoning that prohibits firms from locating to a specific interval in a small open linear city. It is shown that the maximum differentiation principle presented in d'Aspremont et al. [Econometrica 47 (1979) 1145] is still valid under area zoning regulation. Moreover, a zoning regulation can be seen as a policy instrument to limit firms' excess profits, and a proper regulation may even reduce the distortion in total transportation costs, therefore enhancing social welfare. Specifically, the optimal zoning is about 29.5 percent of the city with no amenity effect. Finally, all the land rents raised by zoning are eventually confiscated by the absentee landowner.  相似文献

This paper establishes the existence and efficiency of equilibrium in a local public goods economy with spatial structures by formalizing Hamilton's [Hamilton, B.W., 1975. Zoning and property taxation in a system of local governments Urban Studies 12, 205–211] elaboration of Tiebout's [Tiebout, C., 1956. A pure theory of local public expenditures. Journal of Political Economy 64, 416–424] tale. We use a well-known equilibrium concept from Rothschild and Stiglitz [Rothschild, M., Stiglitz, J.E., 1976. Equilibrium in competitive insurance markets: an essay on the economics of imperfect information. Quarterly Journal of Economics 40, 629–649] in a market with asymmetric information, and show that Hamilton's zoning policy plays an essential role in proving the existence and efficiency of equilibrium. We use an idealized large economy following Ellickson, Grodal, Scotchmer and Zame [Ellickson, B., Grodal, B., Scotchmer, S., Zame, W.R., 1999. Clubs and the market, Econometrica 67, 1185–1217] and Allouch, Conley and Wooders [Allouch, N., Conley, J.P., Wooders, M.H., The Tiebout Hypothesis: On the Existence of Pareto Efficient Competitive Equilibria, (2004), mimeograph]. Our theorem is directly applicable to the existence and efficiency of a discrete spatial approximation of mono- or multi-centric city equilibria in an urban economy with commuting time costs, even if we allow the existence of multiple qualities of (collective) residences, when externalities due to traffic congestion are not present.  相似文献

This study empirically examines the role of land prices in the decision to rezone vacant land from one land use to another. Although the study of zoning and related issues is well documented, this is one of only a handful of studies that directly examines zoning changes. Unlike previous studies that treat zoning as static, acknowledging only that the current allocation of land differs from the market allocation, this study examines if the allocation of land will be reallocated (rezoned) toward a market allocation. The study is unique in that it analyzes zoning changes on an individual property basis and is based on transactions of vacant parcels. The data are drawn from a single municipality, Chicago—Illinois, allowing a uniform definition of zoning classification rather than trying to combine data under multiple zoning authorities.  相似文献

Scholars have partially blamed high housing prices in many metropolitan areas on residential density restrictions. Santa Clara County is the geographic heart of California’s Silicon Valley and is one of the most expensive counties in the U.S. for renters and homebuyers. This research answers two questions about how municipalities change their zoning. First, how common are rezonings? Second, what are the determinants of density-increasing “upzonings” and density-decreasing “downzonings”? This is the first study to analyze rezonings across neighboring municipalities and expands our limited explanations of rezonings. The three largest cities in Santa Clara County are analyzed using a parcel dataset with zoning at two time periods: 2006–2016 for San José and Sunnyvale, and 2012–2016 for the city of Santa Clara. Multinomial logistic regression models are used to compare the relative risk of a parcel being upzoned or downzoned compared with no zoning change. Little land was upzoned in the three cities. San José increased allowable residential densities on 0.6% of its parcel land area on average per year, while Santa Clara averaged 0.3% and Sunnyvale averaged 0.1% per year. Downzoning was less common and tended to involve small reductions in allowable density. San José decreased allowable residential densities on 0.5% of its land area per year, and Santa Clara and Sunnyvale engaged in almost no downzoning. The main findings are: (1) regulatory changes were more likely in San José, the central city, than in the neighboring smaller municipalities; (2) there was little upzoning or downzoning, regardless of a neighborhood’s homeownership rate; and (3) rezonings tended to be small-scale and initiated by property owners rather than through large-scale municipal actions.  相似文献

Pressures on on-street residential parking in intensifying Australian cities are popularly ascribed to new higher density housing with insufficient off-street parking, underscoring calls to strengthen parking requirements in new developments. Despite the potential impacts of conventional minimum parking policies (on housing, land use, and transport patterns), there is no or little evidence of who uses residential on-street parking. Nor is there clear evidence of to what extent off-street parking, or requirements for it, actually offset on-street parking use. This study examines residential parking use in one Australian city, Melbourne, via two complementary sources: an existing travel survey of 8,994 households, and a custom online survey with 307 local responses. Although they have limitations, the two surveys provide new insight into where and by whom the use of on-street parking space around the home is more common.The study finds the majority (77–83%) of on-street residential parking use is by residents of detached housing. Most users of on-street parking have sufficient off-street parking, and half use garage space for storage or housing purposes. Residents of new flats and apartments account for disproportionately little on-street parking use, are excluded from on-street permits, and have closely controlled off-street parking spaces of which a third are unused. The paper argues uneven use of residential parking reflects household choices, and differing rights to space embedded by zoning traditions that privilege lower density housing. Critical analysis is given both of the capability of conventional ‘predict and provide’ parking policies to manage residential parking, and to cope with urban change.  相似文献

Effective protection of biodiversity in areas of high conservation value requires trade-offs between local use of natural resources and conservation restrictions. The compromise is often difficult to reach, which causes conflicts over the management priorities of existing and potential protected areas. Ecosystem services (ES) perspective offers a promising avenue for diagnosing and reconciling contrasting interests concerning the use of benefits from ecosystems. We examined how the spatial proximity to the Białowieża Forest (BF), a European biodiversity hotspot, affects the perceived use of ES by local communities. We performed a survey among 719 respondents from 35 villages situated within BF and in its vicinity. We found that both the declared use of ES and the perceived influence of ES on household’s economy was declining with the distance from BF with particularly high differences between areas not further than 3 km from BF and areas located 3-15 km from BF. Different zones varied in terms of benefits from tourism and costs connected with a potential limited access to ES due to conservation. Broadening the perspective, we argue that the trade-offs linked to ES may vary depending on the location in relation to the protected area and that local communities should not be treated as a homogenous group when considering benefits from the forest. Awareness of common patterns of ES use over space and local specificity may enhance effective management of even highly contested conservation areas.  相似文献

Large-scale transport infrastructure projects such as high-speed rail (HSR) produce significant effects on the spatial distribution of accessibility. These effects, commonly known as territorial cohesion effects, are receiving increasing attention in the research literature. However, there is little empirical research into the sensitivity of these cohesion results to methodological issues such as the definition of the limits of the study area or the zoning system. In a previous paper (Ortega et al., 2012), we investigated the influence of scale issues, comparing the cohesion results obtained at four different planning levels. This paper makes an additional contribution to our research with the investigation of the influence of zoning issues. We analyze the extent to which changes in the size of the units of analysis influence the measurement of spatial inequalities.The methodology is tested by application to the Galician (north-western) HSR corridor, with a length of nearly 670 km, included in the Spanish PEIT (Strategic Transport and Infrastructure Plan) 2005–2020. We calculated the accessibility indicators for the Galician HSR corridor and assessed their corresponding territorial distribution. We used five alternative zoning systems depending on the method of data representation used (vector or raster), and the level of detail (cartographic accuracy or cell size). Our results suggest that the choice between a vector-based and raster-based system has important implications. The vector system produces a higher mean accessibility value and a more polarized accessibility distribution than raster systems. The increased pixel size of raster-based systems tends to give rise to higher mean accessibility values and a more balanced accessibility distribution. Our findings strongly encourage spatial analysts to acknowledge that the results of their analyses may vary widely according to the definition of the units of analysis.  相似文献
