我国西部欠发达地区发展生态工业的分析与思考

针对我国西部欠发达地区日益突出的生态环境问题,发展生态工业已成为构建和谐社会的重要举措。本文选取有代表意义的民族八省区作为西部欠发达地区的典型进行模拟预测,提出发展生态工业是协调贫困地区经济发展与环境状况关系的必要手段。

Strategic Firm Behavior Under Average-Revenue-Lagged Regulation

Price caps have been shown to have incentive properties superior to traditional rate of return regulation. Average-revenue-lagged regulation (ARL) is attractive in that steady-state prices are known to be efficient. We show that the ARL scheme can be manipulated by the firm so as to yield the unregulated global profit maximum. While tests exist that can provide the regulator with evidence of this strategic behavior, we also demonstrate that the unregulated global profit maximum will not be attainable if Laspeyres (L) regulation is employed.Jel classification: L43, L51I would like to thank Michael Crew and an anonymous referee for their extremely helpful suggestions.

昆明的历史文化名城旅游环境是由自然系统、人工系统和文化系统构成。自然生态环境、城市历史中的形态价值、人类文化遗产、社会文化氛围等都是其构成的要素。昆明在历史文化名城旅游环境的建设与保护中必须注重自然生态环境、人类文化遗产及社会文化氛围、视觉景观的保护；注重建筑环境、生态植被和植物景观的设计和保护；注重旅游行为的引导，才能实现历史文化名城旅游环境的优化。     

参与、不确定性与投资秩序的生成和演化——解读投资者动机和预期的另一个视角

不同于现有主流理论把投资者的动机和预期理解为投资者实现其效用最大化的计算过程 ,本文认为投资者的动机和预期表明投资者对于投资决策的一种参与 ,并在此基础上提出一个解释框架。这一解释框架把投资者动机和预期所包含的对于投资决策的参与态度及感受定义为参与指数 ,不同的参与指数形成不同的投资者群体 ,而不同投资者群体的互动 ,决定着对投资决策最终发生实际作用的投资秩序的生成与演化 ,不确定性正是刻划了投资秩序生成与演变的主观性和非设计性。     

外债风险预警模型及中国金融安全状况评估

本文提出了一个用于预警一国外债风险的动态模型 ,即多元累计和模型。模型的用户 (债权人和债务国 )能很早地预测到可能导致债务国重订债务期限的金融危机。实证分析结果表明 ,模型具有提前 3年探测到债务国潜在的还债困难的能力。对中国经济金融安全状况的评估结果表明 ,模型可提前 1年发出预警信号。     

Employment shifts, economic reform and the changes in public/private sector wages in Mexico: 1987–1997

Over the last decade, the public sector in Mexico experienced substantial fiscal reform, divestiture of public enterprises, and the elimination of many regulations affecting pay and employment. This study analyzes the changes in the public/private sector differences in wages during the 1987–1997 period. The results from analyzing microdata from the Encuesta Nacional de Empleo Urbano show that relative public sector wages increased from 1987 to 1997. Most of the relative wage increase in the public sector can be explained by increases in the price of skills and by changes in sorting across sectors. The results have important public policy implications since they suggest that public sector workers earn more and their wages have grown faster than those of their private sector counterparts. As such, policies contemplating public sector reform should take into account the effect of these measures on the inter-sectoral income distribution and the overall economic growth.
