工程优化设计

加强工程设计方案优化已成为现代工程建设开展的重要工作,是控制工程成本、提高工程造价管理的关键。基于此,论述工程优化设计的影响因素与不足,提出搞好优化设计的几点建议。     

Independent directors and earnings management: The moderating effects of controlling shareholders and the divergence of cash-flow and control rights

The research results on the suppressing effect of independent directors on earnings management are not consistent in existing literature. In addition, it has been argued that using financial statements provided by top management to investigate top management's earnings management is not appropriate. Therefore, the purpose of this study is twofold. First, we used external auditors (including the auditors of Taiwan Stock Exchange Corporation and the auditors of two Big Four accounting firms – Deloitte & Touche and KPMG in Taiwan) as respondents in order to obtain less biased data. Second, we investigate the moderating effects of controlling shareholders and the divergence of cash-flow and control rights on the relationship between independent directors and earnings management. The results show that both the existence of controlling shareholders and the divergence of cash-flow and control rights have significant suppressing effects on the relationship between independent directors and earnings management. Theoretical and practical implications are also discussed.     

Inequality and Income Distribution in Global Value Chains

Global value chains (GVCs), led by transnational corporations (TNCs), have reshaped the world division of labor over the past two decades. GVCs are pervasive in low technology manufacturing, such as textile and apparel, as well as in more advanced industries like automobiles, electronics, and machines. This hierarchical division of labor generates wild competition at the lower value-added stages of production, where low wages and low profit margins prevail for workers and contract manufacturers in developing countries. At the top of the hierarchy another kind of competition prevails, centered on the ability to monitor and control intellectual property rights related to innovation, finance, and marketing. We argue that GVCs have had crucial effects on income inequality and the appropriation of rents in modern capitalism.     

The influences of governance quality on equity-based entry mode choice: The strengthening role of family control

This study examines the possible heterogeneity of governance quality's influence on entry mode decisions made by firms with different degrees of family control. When entering a country with low governance quality, ceding control of the subsidiary in exchange for local partners’ help enables foreign firms to tackle institutional flaws. However, such a motivation diminishes as governance quality increases. This study thus hypothesizes that firms tend to choose WOSs over JVs when entering a host country with high governance quality.Firms controlled by family members, due to concerns regarding the preservation of socioemotional wealth, prefer to maintain high ownership levels of their affiliates. This study thus hypothesizes that firms with a higher degree of family control are even more likely to choose WOSs when entering a country with high governance quality. The results support the hypotheses.     

The Dutch urban ground lease: A valuable tool for land policy?

Once heralded by both liberals and socialists as a tool for Dutch municipal governments to prevent land speculation and to implement spatial policies, a century later the Dutch ground lease (erfpacht) is now despised by many. The ground lease was the subject of strong debate in the recent past and is likely to remain so. It has been argued that lessees should have the right to become owner of the land, and this ‘right to buy’ has indeed been implemented in the land policies of several municipalities. The Dutch urban ground lease seems to be under serious pressure. Is it outdated or is it still a valuable tool for land policy? Before we answer this question, we firstly will provide an historical overview of Dutch ground lease. Secondly, the different types of ground lease will be elaborated. Thirdly, the focus will be on the urban ground lease used by Dutch municipalities and the developments in the use of this instrument. Fourthly, the recent policy changes will be dealt with, followed by an assessment.

在界定了森林生态资产与森林资源资产组合概念的基础上,构建和模拟了基于随机控制理论的森林资源资产组合模型,为森林经营管理者提出了相应的结论和建议:森林经营管理者可以根据最优采伐量与木材价格、补偿价格、成本系数、税率、贴现率、生长率等参数之间的关系,获得在市场经济变动条件下的最优森林资产组合,以保证森林资产净收益的稳定增长。     

我国能耗监测管理现状及未来发展趋势

适应节能形势发展的新变化,能耗监测的内涵也正在逐步延伸。实践表明,建立有效的能耗监测管控体系,对于提高能效、推进节能减排作用明显。近年来我国能耗监测管理得到了不同程度的改善,但在管理理念、制度安排、技术创新、资金支持等方面还存在着较多问题。利用信息技术,建立能耗在线实时监测管理体系,将成为未来能耗监测的发展目标。适应这种发展要求,我国需要在计量设备基础管理、能耗监测考核制度、监测机构设置和人员培训、资金渠道等方面进行不断创新。     

“暴力征地”现象的产权经济学解释

文章认为国内出现的大量的"暴力征地"现象是由两个原因造成的:一个是中国土地产权的残缺,尤其是土地使用权和转让权的限制,另一个是交易费用,包括量度费用和信息费用,在此基础上推出的两个含义都得到了事实的验证。
