The analysis of game farming is set in the Eastern Cape, South Africa. Game farming reorders the use, meaning and value of land and animal species. However, what it means for rural development processes in the immediate region and beyond is not well accounted for. We perceive game farming as an assemblage that brings together new actors, new forms of land use and new discourses. We argue that although game farming has generated new opportunities and new forms of added value to the available resources (e.g. eco-tourism, trophy hunting, game-meat production), situated in the history and contemporary context of the Eastern Cape, it is a contested, and from a development point of view, problematic land-use practice. We argue that game farming constrains land and agrarian reforms: the distribution of land and income remains skewed; ‘poaching’ occurs and game farms do not, or only minimally, generate new and badly needed employment opportunities. The game farm has emerged as an exclusive, globally well-connected space. The nature of the relationships this space maintains with the surrounding communities is, however, such that the overall contribution to rural development in South Africa is questionable.  相似文献

Individualization of tenure through title registration programmes introduced in many African countries after independence with the promise of security of tenure and increased agricultural productivity has, instead, had the opposite effect. Informal land arrangements continue to emerge as a result of the slow pace of land adjudication (formalization) and updating of land information systems. The trend towards computerization of land information systems has only put focus on already existing formal land tenure arrangements, leaving out the informal social tenure arrangements. As a result, there are now many efforts worldwide motivated by the introduction of the Social Tenure Domain Model (STDM), and freely-available and easy-to-use technology tools to identify, document and map land in support of informal land administration arrangements. Actions are made towards the use of community-generated information to support land administration. Using theories from the interplay between formal and informal institutions, this paper discusses the potential outcomes in adopting Volunteered Geographic Information (VGI) in land administration in Kenya. Two case studies are presented that demonstrate the complementary-accommodating, versus the substitutive-competing approaches. These are then compared with the formal land adjudication process in Kenya. It is established that because of the direct involvement of the national mapping agency in land adjudication where VGI is utilized, the outcome is a case of formal adoption of VGI, while in the other case, where there is little or no involvement by the national mapping agency, the outcome is more of competition and substitution. The latter is an example in which the VGI is used just like any other information to inform policy making, rather than taking it as the authoritative source. We argue that since informality is – and will always be – part and parcel of land administration in many African countries as a result of ingrained social relations and power structures, adopting crowdsourced land information into existing formal land administration systems should consider the particular land administration process, satisfying innate demands and requirements, thus re-engineered to accommodate VGI.  相似文献

The assessment of land use plan implementation is a contentious issue. The debate centers on whether the crucial evaluation element is conformance of development to plan directives or alternatively, plan performance, i.e. the degree to which the plan is actually used. An analytic framework combining both conformance and performance in the evaluation of (regional) land use plans is applied to the case of the Central District Plan in Israel. Qualitative and quantitative simulation methods are exploited. Qualitative analysis reveals that both performance and conformance are greater than indicated by non-contextualized, numeric evaluations. Additionally, high conformance does not necessarily imply good plan performance. Quantitative simulation suggests that plan performance with respect to land values and densities is initially pronounced as expectations for development are subdued but subsequently tends to wane merging with the counterfactual trend. Findings imply that plan assessment needs to consider the transaction costs of land use re-designation and actors’ perceptions of the probability that plan amendments will be approved. These perceptions differ across actors as a function of the political influence that they wield.  相似文献

Mobilising under-utilised low carbon (ULC) land resources for future agricultural production can help reducing pressure on high carbon stock land from agricultural expansion, particularly for deforestation hotspots like Kalimantan. However, the potential of ULC land is not yet well understood, especially at regency level which is the key authority for land-use planning in Indonesia. Therefore, this study explored ULC land resources for all regencies in Kalimantan. By analysing information from six monitoring domains, a range of indicators were derived to provide insights into the physical area of ULC land from various perspectives. It was found that these indicators show largely different values at regency level. For example, regency Pulang Pisau has a substantial area of ‘temporarily unused agricultural land’ but a very limited area of ‘low carbon land’ – this implies that not all ‘temporarily unused agricultural land’ is ready for future exploitation when assessing from different aspects. As a result of such diverging indicators, using a single indicator to quantify available ULC land resources is risky as it can either be an over- or under-estimation. Thus, ULC land resources were further explored in the present paper by taking four regencies as case studies and comparing all the indicators, supported with relevant literature and evidence collected from narrative interviews. This information was used to estimate ULC land area by possible land-use strategies. For example, Gunung Mas was found to have a large area of low carbon land which is not occupied and might be suitable for oil palm deployment. However, the major limitation is that physical estimates cannot provide a complete picture of ‘real’ land availability without considering a broader range of socio-economic factors (e.g. labour availability). Therefore, physical land area indicators from different domains must be combined with other qualitative and quantitative information especially the socio-economic factors underlying land under-utilisation to obtain better estimates.  相似文献

Land use transitions are rated among the leading sources of greenhouse gas emissions in the tropics. They significantly challenge the functioning of ecosystems and affect multi-temporal stability of greenhouse gases such as N2O and soil properties. Studies on dynamics in nitrogen balances are essential in understanding greenhouse gas emissions such as N2O and to manage their impacts on productivity. In this study, multi-temporal Landsat images (1975, 1995 and 2012) were classified to determine land use transitions and potential drivers. The classified images were categorized into degraded and non-degraded lands and eighty sampling plots generated within the entire study area. Soil samples were then collected at 0–15, 15–30 and 30–60 cm depths on each plot and soil nitrogen determined. A regression analysis was developed to determine the influence of forest and grassland degradation on soil nitrogen. Results indicated a significant change in major land use and land cover types. Specifically, there was a decrease in areas covered by forests, woodland and grassland, however, area covered by less dense forest increased. Results also indicated variability in mean nitrogen content between degraded and non-degraded areas and depths. Furthermore, levels of degradation influence nitrogen content up to a soil depth of 30 cm. The present study is relevant in the detailed assessment of the extent of damage and threats posed to biodiversity hotspots in sub-Saharan Africa. These results are transferable to other parts of the world characterized by dynamic ecological transformation.  相似文献

Differences in the internal composite structure during urban built-up land sprawl (UBLS) will generate different effects, and thus, a city’s spatial structure has important bearings on urban sustainability. This study investigates the spatial and temporal characteristics of the internal structure and allocation relationship of UBLS using multivariate spatial correlation and the Weaver-Tomas composite coefficient based on site data of granted built-up land parcels. Moreover, the composite structure evolution process of UBLS and its driving mechanism are examined in this study. The results reveal that the amount structure of the three types of UBLS (i.e. industrial land sprawl, residential land sprawl and commercial land sprawl) tended to be balanced during the study period. Following the transformation and upgrade of the urban industry structure, the overall composite structure of UBLS ranged from single residential land-use structure (Res.) to industrial-residential land-use structure (Ind.-Res.) In the early period of land marketization, the marketization land granting mechanism caused low spatial correlation between the various types of UBLS and a single composite structure, i.e. Res., single commercial land-use structure (Com.), and residential-commercial land-use structure (Res.-Com.). Subsequently, a dual-driving force including the market economy and government interventions caused a relatively high degree of spatial correlation and a multiple composite structure, i.e. Ind.-Res. and industrial-residential-commercial land-use structure (Ind.-Res.-Com.). However, the evolution characteristics of the composite structure in various regions illustrate some problems, such as the spatial isomorphism phenomenon of the composite structure and the dislocation of urban built-up land allocation. The urban internal built-up land spatial layout pattern is the embodiment of two dominant driving forces, the market and the government, interacting with each other according to natural and socioeconomic conditions. Therefore, we suggest that it is necessary to reform the future urban built-up land granting mechanism based on market guidance, and the composite structure of UBLS should be adjusted according to the regional function. The government should reinforce the macro-control of land-use planning for the dispersed granted land parcels so as to optimize the urban land-use structure.  相似文献

In seeking to achieve poverty alleviation and environmental conservation, public policy has often centred on guaranteeing land titles to local peoples. However, such approaches have brought unintended outcomes, replacing small-scale economies and natural areas by intensive exploitation of resources with no clear improvement in local people’s wellbeing. To understand this, we go beyond a general political ecology framing to consider relations between sustainability and land tenure, focusing on the intersection of economics, ecology and anthropology to understand how land tenure, property and use play out on the ground. We draw together different concepts including bundle of rights, de facto and de jure resource use, property regimes, density-dependence and non-equilibrium theory. The significance of this three-discipline view is illustrated through a case study of the Pantanal wetland, Brazil, where conservationists, the government and the local population contest ownership of the Paraguay River floodplain. Government sought to address conflicts around tenure and access through a narrow view of property, which failed to encompass the overlapping layers of land tenure, property and use on the ground and only served to create further legal battles. This article concludes that a more complex view combining the three perspectives is needed in the case of the Pantanal, and in other cases of contested property rights, in order to resolve conflicting claims and foster sustainability. We dissect both the power plays involved between different groups competing for control of a valuable resource, and the legal frameworks which can and should provide checks and balances in the system. The more nuanced grasp that emerges of local systems of tenure and access, of how these diverge from western property concepts, and of their environmental implications favours a better understanding of local realities, allowing for better management policy and consequently contributing more effectively towards poverty alleviation and environmental protection.  相似文献

The conservation and management of protected areas in urban settings has become increasingly challenging with dynamics over land use change in adjacent urban areas being highly relevant to, but at times conflicting with, the protected area. This study seeks to better understand the implications of land use change processes to urban protected area management through the case study of the Las Piñas – Parañaque Critical Habitat and Ecotourism Area (LPPCHEA) in Metro Manila, Philippines. Factors and processes influencing land use change and protected area management and the impact of stakeholders’ perceptions on protected area were analyzed. The urban protected area in itself has limited influence on its surrounding urban areas, as land use change in these areas is shaped more by social, economic and policy/institutional factors occurring within the context of urban-regional development. The study also found that land use conflict is evident in an urban protected area due to the competing ecosystem services derived by various stakeholders. This discord is deepened by the lack of coordination between land use planning and protected area management. Integrating protected area management with land use planning through legally binding instruments, specific timeframes and clear internal procedures can help resolve land use conflict for an urban protected area at the strategic or policy level.  相似文献

This paper evaluates the role of trade liberalization and agricultural intensification in mitigating climate change cause and effects on land use and emissions using a computable general equilibrium model. Our results indicate that cropland expansion triggered by climate-induced crop productivity changes results in deforestation and increases emissions in South Asia and globally. Global full trade liberalization on all goods is the optimum policy for South Asia despite significant global deforestation, but for the world, unilateral partial trade liberalization on all goods is a more appropriate policy while ensuring a considerable emissions reduction for South Asia. These results indicate that mitigation responses to climate change are location specific and no one trade policy is suitable at the regional and global levels. Lastly, agricultural intensification by improving productivity growth is the best strategy in land-based emissions mitigation, thereby avoiding the transformation of forest and pasture lands for agricultural cultivation both at regional and global levels.  相似文献

The rapid urbanization in China comes with several economic, social, and environmental issues, most of which are related to land use. This study contributes to research on the land–growth–environment nexus by investigating the effect of land urbanization and land finance on carbon emissions in China from 2004 to 2013 using the Stochastic Impacts by Regression on Population, Affluence, and Technology (STIRPAT) model. Results show that land finance and land urbanization significantly affect carbon emissions. The rate of land urbanization contributes to the reduction of carbon emissions; however, it has less impact compared with other determinants. The effect of land finance and land urbanization on carbon emissions indicates that a local government’s willingness to lease land for revenue aggravates carbon emissions. Economic growth and industrial structure also influence carbon emissions. Furthermore, the land requisition system and rural land conversion market should be enhanced through the guidance provided by the 13th Five-Year Plan (2016–2020) to promote the diversification of land transfer, fully consider regional differences, and establish a distinct policy focus that can contribute to emission reduction and land use.  相似文献
