鄱阳湖区域新农村建设的探讨

鄱阳湖地区农村自然条件优越,社会经济条件欠发达。问题主要表现在水土资源利用、生态环境、能源、交通、农村经济、人口转移及农村保障等方面。提出了解决问题的对策:高效利用农用地;发展包括生态农业及休闲旅游为特色的第三产业,以调整产业结构,转移农村人口;开源节流,开发多种能源;建立农村卫生饮水体系;加大招商引资力度等。     

如何保持公司竞争优势的思考与对策

目前大型零售业的竞争日趋激烈,竞争手段层出不穷,文章通过对大型零售百货业问题进行分析,指出了公司要保持竞争优势,必须从制定具体的发展战略和策略、提高核心竞争能力、提升造市集客能力、抓管理以提升便利能力等几个方面入手。     

Domestic technology,consumption economies of scale and poverty: evidence from Sri Lanka

While it is well known that new technologies enhance consumer welfare, the manner in which these technologies impact the ability to realize economies of scale in consumption is not well understood. We use Sri Lankan household data to examine how the adoption of new technologies by households positively impacts their ability to achieve household economies of scale. This suggests that new technologies not only deliver a greater variety of consumption goods to consumers, but they may also play an important role in enabling large households to escape poverty by lowering the per-capita costs of maintaining a given standard of living. Given the importance of consumption economies of scale in the measurement of poverty, this study provides some insights on the extent to which the number of poor households changes when food consumption scale economies due to technology adoption in the domestic sphere are incorporated.     

要素导向的大尺度城市设计编制流程及控制方法研究——以天津滨海核心区西部城区实践为例

2017年实施的《城市设计管理办法》为中国城市设计带来了新的机遇,同时也因将研究重点转向更大的尺度而给相关实践带来了新的挑战。为此,以天津滨海核心区西部城区为例,提出了基于要素控制并结合城市发展时序的大尺度城市设计编制流程。首先编制区域控制性城市设计,重点塑造区域整体结构和空间秩序,形成理想化的设计蓝图;进而编制实施性方案,落实控制性方案的设计策略并面向区域现状和实际需求进行深化调整;最终面向近期开发地块,编制开发建设方案,指导具体建设。同时对城市设计的要素控制方法进行了探讨,结果显示,编制流程和要素控制机制可使大尺度城市设计的理想蓝图层层深入,逐渐走向对具体地块的开发引导,完成从整体结构控制到项目建设方案控制的过程。     

Information technology innovation and its impact on job creation by SMEs in developing countries: an analysis of the literature review

ABSTRACT

This study reviews the literature on the role of technology innovation in job creation through small businesses in developing countries. A seven-step approach to the literature review is used for synthesising relevant data. The results show that technology innovations influence employment creation in small businesses positively and act as a driving force for economic development. The effective use of information technology in small businesses has a major impact on their competitiveness and access to international markets. Thus, the need for the government to develop technology innovative strategies for small businesses to actualise their firm performance and enhance job creation is recommended. The findings and proposed theoretical model of the study enrich existing theories and would help policymakers understand the role of information technology innovation in job creation and economic development.     

保定市经济区域差异及区域协调发展研究

本文运用统计学定量分析方法中的变差系数（CV）、标准差（S）和综合差异指标（TZ），分析从1965－1999年间，保定市所属各县市经济区域差异的现状和变化状况，指出了90年代经济差异不断扩大的变化趋势，在分析了形成原因后，进而对保定市区域经济发展战略提出了下列建议：优先中轴、带动西部战略；环京津外向型战略；发达县产业结构升级，县域特色经济集聚；构筑京津保经济联合体，形成纵向分工体系；加速城市化；区域倾斜与补偿相结合，建立预警机制等。     

资源节约型社会发展综合评价指标体系及其应用——以江苏省为例

文章从资源节约型社会发展的概念和内涵入手,探讨包括资源减量节约、污染减排节约、社会进步、经济发展和技术支撑五个子系统的资源节约型社会发展能力综合评价指标体系的建立和评价方法的应用,并以江苏省及省辖13市为例,对资源节约型社会水平发展指数(LD)、资源节约型社会发展协调度(HD)以及资源节约型社会发展持续度(SD)进行分析。研究表明,江苏省资源节约型社会发展能力水平指数一直保持持续稳定的上升趋势;社会发展协调度在短期上升后趋于下降,表明各子系统之间耦合关系正逐渐减弱,呈现非持续发展态势。江苏省市辖13市资源节约型社会发展的区域差异明显,节约型社会发展水平指数表现为苏南>苏中>苏北,节约型社会发展协调度规律表现为苏南<苏中<苏北。江苏省距离资源节约型社会尚有较大差距,在今后的发展中,应以建立资源节约型社会为契机,构建经济效益、社会效益、生态效益及各区域间协调持续发展的资源节约型江苏。     

新会计准则对农村信用社的影响研究——基于会计核算视角

新会计准则体系的颁布,带来的不仅仅是会计政策的变化,而且涉及到了从确认、计量到记录、报告的整个会计过程,同时给农村信用社的会计核算方法、会计科目体系、核心账务系统等带来一系列的改变。针对目前大部分农村信用社产权制度不清晰等问题,采取完善内控制度、提高风险意识、加强人员培训、健全会计信息系统等具体措施,可以有效改善现状。     

巴塞尔新资本协议对发展中国家潜在影响评述

巴塞尔新资本协议自1999年6月提出征求意见稿,到2004年6月26日正式公布最终稿,并于2006年底在10国集团开始实施。新资本协议从出现就成为众人关注和研究的焦点,围绕它的争论也一直没有停息过。人们纷纷对新资本协议的复杂性、风险敏感性以及在不同市场环境中的适应性,尤其对发展中国家的影响等方面进行了广泛的研究。本文将对此方面的研究成果、最新进展和现实意义进行总结和概括,并且指出存在的分歧和问题,以便更深入地研究。     

Does Improved Environmental Policy Enhance Economic Growth?

The environmental impacts on an economy is studied over time using endogenous growth theory. Externalities from the environment on production are central in the analysis, and we examine whether an optimal path realizes more rapid economic growth. The paper focuses mainly on developing countries, where production is largely influenced by the environmental quality. The result of the analysis indicates that the economic growth rate may not depend on the internalization of the environmental externality, but rather on the internalization of the human capital externality. The level of economic activity, however, generally seems to depend on the internalization of both externalities.
