Expressive Constitutionalism

We argue that the standard Constitutional Political Economy defence of constitutionalism, that derives from an argument relating to the shift from narrowly self-interested motivations in the in-period context to relatively general-interest decision making in the constitutional context, is flawed precisely because it is intended to relate to essentially political settings where decision making must be construed as collective in nature. We suggest an alternate account of expressive constitutionalism that points to a specific defence of constitutional conventions that are insulated from popular voting.

客户管理与供应链管理的数字化忠诚系统研究

论述了企业需要建立数字化忠诚系统来整合客户关系管理（CRM）能力和供应链管理（SCM）能力，从而科学合理对待每位客户，将给企业带来新的数字经济效益。阐明了建立数字化忠诚系统模式的一些基本假设。并提出了理解客户价值与需求以及供应链成本、系统设计、系统管理与执行、效果评价等“四步法”。通过建立数字化忠诚系统，企业能够创造一种有效的管理循环和竞争优势，从而将之成为企业的核心竞争力。     

数字城市建设中的数据问题

本文首先指出了数据在数字城市建设中的重要作用 ,描述了数字城市建设中需要的数据。当前存在的问题是 :数据陈旧匮乏 ,缺乏标准规范 ,管理封闭混乱 ,数据存储、传输、处理技术发展滞后 ,数据商业化、市场化、产业化步履艰难。因此 ,必须采取若干对策 ,如健全法律法规 ,完善标准规范 ,理顺投资收益关系 ,加速数据技术开发和数据中心建设 ,完善数据管理体制 ,建立数据采集、更新、共享、交流、安全保密机制 ,推进商业化和市场化。     

New Technology in Unionized Firms: Advantages of Mandatory Bargaining

U.S. Labor Law currently allows employers whose work forces are unionized to introduce new technologies without bargaining over the decision to do so. This forces unions to adopt inefficient strategies when negotiating collective bargaining agreements in an effort to minimize the impact of technological change on their members. Allowing unions to bargain over the decision to introduce new technologies would obviate their having to resort to these inefficient strategies. In addition, it might increase the likelihood of employees suggesting alterations in production processes that would increase the rate of technological change. For these reasons, this article advocates amending U.S. labor law to require employers to bargain over the introduction of new technologies.

面对新世纪，结合我国国情，阐述了构建“数字中国”的重要意义和作用，并就建设和发展“数字中国”提出了一些建议，特别是指出在西部大开发进程中应充分利用现有的信息资源，实现西部经济的跨越式发展。     

Labour unions and leverage: evidence from firm-level union data

ABSTRACT

Using firm-level labour union data from Japan, this paper investigates the effect of labour unions on firm leverage. We find that as union coverage increases, both the level of and extent of change in leverage decreases. These relations remain robust when a firm falls into deficit. We also find that firms with higher union coverage have a higher interest coverage ratio. In addition, we find that firms with higher union coverage are less likely to choose issuing debt compared to issuing equity when they face financial distress. Our results imply that significant employee influence enhanced by labour unions increases fixed costs, crowds out the firm’s debt capacity and consequently reduces the firm’s leverage.
