资源约束与地区经济收敛——基于资源稀缺性与资源配置力的考察

本文从资源稀缺性出发,提出并运用资源配置力这一新的分析工具,对2003年以来中国所面临的经济增长、资源约束与区域经济变动状况作了分析。结果表明,市场供求关系变化导致资源稀缺的结构性变迁与地域性转移,使地区资源配置力与经济竞争力发展相应变动。东部沿海能源与矿产等资源短缺地区备受资源约束递增的压力;中西部尤其是能源与矿产等资源富集地区资源配置力与经济竞争力明显递增,从而出现地区经济收敛趋势。     

对我国西部地区建立生态环境补偿机制的思考

我国西部地区自然条件恶劣、生态环境脆弱、基础设施落后、经济相对滞后,生态环境建设是西部大开发战略的一个重点,需要大量的资金投入。目前,在我国国力有限的情况下建立生态环境补偿机制有着十分重要的现实意义。为推动我国西部地区生态环境建设,本文从生态环境对经济的影响、我国西部生态环境现状分析和建立生态环境补偿机制思路等方面展开了讨论。     

Review of tourism resources valuation

Tourism resources valuation is now a hot issue of the science of tourism resources, resources economics and environmental economics. This paper reviews research progresss on tourism resources valuation, introduces its theoretic basis, and elaborates two classical valuation methods： TCM and CVM. And two existing problems are discussed Firstly, tourism resources value constitution system is still under dispute. This paper puts forward the Value constitution system based on present value categories. Secondly, tourism resources valuation methods need further studies because both TCM and CVM have deficiencies. Finally, the paper points out the development direction of tourism resources valuation.     

Economic principles and fundamental model of the sustainable utilization of ecological resources

Theory and practice of monetary policy

Summary. We consider an optimally managed renewable resource with stochastic non-concave growth function. We characterize the conditions under which the optimal policy leads to global extinction, global conservation and the existence of a safe standard of conservation. Our conditions are specified in terms of the economic and ecological primitives of the model: the biological growth function, the welfare function, the distribution of shocks and the discount rate. 西北银行业知识资本结构中人力资源的有效性研究

建立了银行业知识资本评估模型 ,以西北地区 2 0余家银行作为研究对象 ,运用数据包络 (DEA)方法对各银行知本结构中人力资源能力的有效性进行评估 ,从而衡量人力资源能力对银行知识资本的影响。在辨别资本有效性的同时 ,对银行的投入产出规模作相应的调整 ,得到了从人力资源角度实现知识资本增值的有益途径     

农业产业化经营中利益相关者关系、目标选择与实现方式

本文指出,农业产业化经营的利益相关者是农业价值创造和价值实现的重要影响因素,正确处理好利益相关者关系,有利于保障和提升农业利益,有利于农业价值创造与农业价值实现,这包括农户与龙头企业、政府、中介组织、合作经济组织以及龙头企业与协会之间的关系。农业产业化经营要以产业运作过程商品化、利益分配合理化等方式,实现农业价值创造最大化和农业价值分配最优化的农业产业化目标。     

浅谈区域招商企业的人力资源管理对策

对每个企业而言,人是发展及运营的基本要素。针对不同企业的不同需求,构建起业务能力对口、个人素质合格、职业技能全面的人才队伍,并在日常的企业经营中做到有序分工、合理摆布,是当前企业发展中人力资源管理的首要任务。功能区招商企业虽然是众多企业中极少数的一个类别,但特殊性决定了更强的人力资源管理针对性。论文主要从功能区招商企业定位谈,对现阶段此类企业的企业文化塑造、团队结构组成、绩效激励制订、外延职能需求等方面进行一些初步的探讨,并提出部分可行的策略建议。
